Job Description
Under the supervision of the Head of Budget Development, S/he plays a key role in supporting the Budget Team, and the Senior Management including the Program Development Quality Director, Finance Director, and New Business Development team in proposal development, thus contributing to the timely submission of high value and quality proposals to donors, by ensuring compliance of proposal budgets and related budget narrative to donor’s rules and regulations. S/he ensures that tools and templates are developed and used consistently for budget development sustainability and accurate cost recovery.
S/he will assist the Head of Budgeting in coordinating and reviewing Master budget exercises, periodical forecasts, proposal budgeting & review.

In line with SCI’s full spectrum programming, these key areas of accountability apply to SCI Ethiopia’s work in emergencies (acute and chronic) and in development settings.
Ensure & review proposal budgets reflect value for money and all costs that are included in the proposal budget are necessary and reflect our best estimate to deliver a project.
Ensures that all proposals, contracts, and amendments with donors follow internal procedure
Assist his/her line manager in the development and periodic revisions of the SCI Master Budget and annual/periodical projections of expenditures and funds in coordination with Awards, NBD team, PDQ, and the rest of the finance team.
Responsible to update and monitor the use of tools such as Cost Allocation Methodology (CAM) to support full cost recovery for SCI.
To support his/her line manager to sensitize new initiatives or policies that are introduced by the Centre or Regional Office to the budget development team.
Assist his/ her line manager in leading high-value budget related proposal development function
Ensure the proposal budget that comes out from the unit is consistent with the narrative and that the budget is tailored, reflecting relevance to and compliance with SCI and Donor requirements.
Supports PDQ & NBD team in the proposal development process for all proposals
Ensures that information is provided in a timely fashion and relevant staff are involved in the proposal development process
Disseminates donor and SCI standards to relevant personnel at the beginning of the process
Ensures that a system is in place to analyze administrative costs and shared program costs so that all aspects have been taken into account
As part of the country finance team assisted annual planning process worked closely with all departments and compiled the Country's annual budget forecast (Master budget)
Assist the Head of Budgeting in Coaching/ training new employees & implementing partners by giving job training

Minimum of Bachelor's Degree in Accounting, Finance, Management, Economics or any related field
Seven years of experience out of which at least five years on proposal development, budgeting, program and award (grant) management experience
Extensive experience in working with key donors including USAID, EC, ECHO, FCDO, NORAD, PRM, BHA & WFP
Computer knowledge in MS Office (Excel, Word, etc)
Advanced analytical & MS Excel skills
Strong analytical knowledge on budget implications on a long-term basis.
Familiar with Master of budget development/Annual budget planning.
Willingness and ability to dramatically change work practices, flexibility in working long hours and ability to work with incoming surge teams;
Ability to analyze information, evaluate options and to think and plan strategically;
Previous experience of managing and developing a team and the ability to lead, motivate and develop others;
Excellent interpersonal, communication and presentation skills;
Very good in written and spoken English.
