Job Description

The Economic Commission for Africa’s (ECA) mission is to deliver ideas and actions for an empowered and transformed Africa; informed by the 2030 Agenda and Agenda 2063. The position is located in the Connectivity and Infrastructure Section of the Technology, Innovation, Connectivity and Infrastructure Development Division, United Nations Economic Commission for Africa, Addis Ababa, Ethiopia. The focus of the programme management officer is the implementation, monitoring and evaluation of programmes, operations and other activities in an assigned functional area. The Programme Officer typically reports to the head Chief of Connectivity and Infrastruction Section.

Duties & Responsibilities:

Under the direct supervision of the Chief of Connectivity and Infrastructure Section, the Programme Officer will be responsible for the following duties:

  • Participates in the development, implementation and evaluation of assigned programmes/projects, etc. in the infrastructure sector, particularly transport and energy infrastructure and services; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.

  • Performs advisory services assignments, in collaboration with implementing partners, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the implementing partner will use to manage the change.

  • Researches, analyzes and presents information gathered from diverse sources related to infrastructure development (transport, energy, ICT, water resources).

  • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies in infrastructure development.

  • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.

  • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. in infrastructure development.

  • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.

  • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.

  • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.

  • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).

  • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

  • Ensures that requirements, background information used for data analysis are documented.

  • Performs other duties as required.

Job Requirement

 Education

  • Advanced university degree (Master’s degree or equivalent) in business administration, management, engineering, economics or a related field is required.

  • A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

  • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Experience

  • A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required.

  • 2 year or more experience in developing programmes/projects on infrastructure related issues (transport, energy, ICT or water resources) is required.

  • Hands on experience in undertaking scientific research and contribution to publications is required.

  • Experience in collaborating with international organisations and development partners and to write project proposals to mobilise resources is required.

  • 2 years or more of experience in data analytics or related area is desirable

Languages:

Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

National Professional Officer category shall be of the nationality of the country where this position is located and will be recruited in the country or within commuting distance of the office.
