The Senior HRM and LMG Advisor are key personnel positions on the HWIP Senior Management Team (SMT). The Senior HRM and LMG Advisor is responsible for providing technical depth, vision, and guidance to support Ministry of Health (MOH) initiatives, contributing expertise in human resources for health management and leadership, management, and governance, including but not limited to HR planning, forecasting, management, and capacity development to enhance the knowledge and skills of Ethiopian Human Resource Managers and the healthcare workforce, and organizational capacity development. S/he provides technical guidance and support to the MOH and prioritized institutions on the implementation of human resources for health (HRH) strategic plan and other policies. S/he is responsible for providing technical guidance in strengthening workforce regulation in MOH, RHBs, regulatory units, and 54 hospitals S/he leads and directs the conceptualization, standardization, development, and implementation of HRM and LMG strategies and interventions to strengthen results, organizational impact, and ultimately improve health outcomes.

Responsibilities

Under the guidance of the Chief of Party and working in close collaboration with the SMT and other project staff, the Senior HRM and LMG Advisor will provide technical leadership and coordination of HRM and LMG strengthening activities in the following areas:

  • Serve as key personnel and lead on HRM/LMG activities

  • Ensure the timely delivery and technical quality of HRM/LMG activities in the project which include HWIP plans, reports, updates, presentations, success stories, and communication materials.

  • Supervise, directly and indirectly, a team of technical advisors working on HR management and LMG strengthening at central and regional levels.

  • Lead development of locally adapted approaches for and build capacity on health workforce planning and long-term forecasting of HR needs

  • Plan and implement the institutionalization of the Workload Indicators of Staffing Need (WISN) Tool at facility level for workforce planning

  • Develop and implement innovative deployment, motivation, and retention schemes that address workforce shortages and high turnover rates, including gender-related challenges in the system

  • Design, review, and implement performance-based evaluation for healthcare workers in collaboration with key stakeholders

  • Strengthen collaboration and coordination among HRH stakeholders, both public and private

  • Assist the MOH in the development and implementation of a surge strategy for workforce deployment during national emergencies and humanitarian crises.

  • Provide technical assistance to MOH on institutionalization of Leadership, Management, and Governance (LMG) activities at all levels

  • Lead LMG training and related activities, including gender-transformative leadership and management skills

  • Develop pre-service and in-service LMG learning opportunities, develop curricula, and liaise with higher education institutes to integrate LMG courses into their healthcare programs; facilitate collaboration between pre-service and in-service training institutions for coordinated LMG capacity-building

  • Work with the senior technical advisor and pre-service education advisors to strengthen academic leadership capacity in higher education institutions

  • Liaise with existing implementing partners and coordinating bodies on the ground to support HRM and LMG activities

  • Participate in the HRM and LMG technical working groups and coordination forums

  • Perform other duties appropriate to the position as assigned by the Chief of Party or his/her designate

Job Requirement

  • Master’s degree in Public health, Human resource development/ Management, Training, Public administration, or closely related field.

  • Minimum of 10 years of demonstrated experience in human resource management, managing operational, project management, or administrative duties for U.S. Government-funded projects or other internationally funded projects

  • At least 8 years of experience providing technical assistance to government agencies in developing and strengthening Human Resources for Health in Ethiopia. Experience with elaboration and implementation of HR policies and guiding documents.

  • Experience developing and/or implementing forecasting, planning, monitoring, and evaluation systems to support HRH programs

  • Experience designing and/or implementing HRM and LMG institutionalization and capacity-building programs

  • Understanding of WISN tools as part of a comprehensive HRH system.

  • Knowledge of the Ethiopian health systems and structures for the provision of health services is required.

  • Experience with U.S. Government-funded or other donor-funded projects is required.

  • Experience developing or implementing pre-service education, in-service training, and continuing professional development curricula and programs, for healthcare workers is highly desired

  • At least 5 years of experience supervising staff and managing expectations and performance.

  • Strong interpersonal, verbal, and written communication, teamwork, and partnering abilities.

  • Demonstrated computer skills in MS Office Suite applications, including Word, Excel, and Access.

  • Fluency in oral and written English is required.
