Under the responsibility of the HI Technical Project Manager, the 3D Printing Technology Physical Rehabilitation Project Officer (3D Printing PO), will be responsible for implementing Humanity & Inclusion’s mandate and 10-year strategy. Furthermore, s/he will contribute to the implementation of projects by providing technical expertise and ensuring that the quality and impact of the project concerned is optimized. In addition, s/he works closely with the programmer’s technical team.
The position holder, 3D printing Project Officer, is expected to facilitate the implementation of 3D printing project activity at the community level in close collaboration and liaising among project partners, local authorities, and community representatives.

Given the nature of the program and areas of intervention, the position holder will be expected to work outside the normal work hours. S/he will be based in the Somali region Degahbour woreda with frequent (80 %) travels to the field.

Duties and Responsibilites:

Responsibility 1: Contribute to project planning and implementation / Project Implementation

•    In consultation with project partners (Somali region health bureau P&O partners), and region, zones, and Woreda authorities, facilitate the smooth implementation of the project activities. 
•    Assist & Contribute to the technical project manager in planning and preparing activities, tools, and the associated resources, and implement the action plan in the 3D project and support services.
•    Ensure that activities are implemented and resources are correctly allocated as authorized by the P&O technician, physiotherapist,t and technical project manager.
•    Ensure regular reporting of activities, and contribute to the internal and external reporting as requested by the technical project manager.
•    Contribute to coordination with the local stakeholders and to monitoring the partnership relationship with the project partners.
•    Provide basic disability awareness education to affected communities and recommend more advanced disability awareness & intervention by the rehabilitation team whenever needed. 
•    Gather quality physical and functional disability-related information in the targeted areas including using the findings of the Bureau of Labour and Social Affairs, regional health bureau and other organization assessment reports to make subsequent follow-ups and include to the service provision.
•    Collect and compile project-related data using relevant database tools provided by the MEAL team and ensure project documentation and information are properly archived and shared.
•    Report to the technical project manager at an agreed-upon frequency.
•    Comply with the HI Code of Conduct (CoC).

Responsibility 2: Contribute to project monitoring, evaluation, accountability, and learning / Quality M&E and Reporting.

•    Participate in regular monitoring, quarterly, midterm, and final evaluation of the project in consultation with the technical project manager and project partners, and documentation and dissemination of lessons learned and good practices to relevant bodies. Ensure that project evaluation recommendations are followed.
•    Work in close collaboration with the technical project manager, P&O technician, physiotherapist, and other project teams to monitor the project outcomes and results as per indicated performance indicators and contribute to the documentation of good practices
•    Ensure data are collected qualitatively and effectively with the consent of the beneficiary and that appropriate tools and formats are filled properly;

Responsibility 3: Contribute to the coordination of project teams / Coordination 

•    Assess the context and current situation of the working area and support the Project team during the identification, assessment, and referral of persons with disability.
•    Liaise Kebele site visits to Degahbur Kebeles in consultation with relevant partners and stakeholders for the successful mobile team field mission.
•    As authorized by the technical project manager, facilitate coordination meetings between the project teams and the support services located in the area when necessary.
•    Ensure that the project teams and the support teams (shared and technical services, in particular) work well together to facilitate the project's implementation in the Region.

Responsibility 4: Contribute to external project communication/ Representation 

•    Contribute to HI’s external influence by taking part/participating in networks, when required.
•    Ensure a good level of communication and link the project to partners, authorities, OPDs as well as stakeholders operational in the project area, zonal and regional level working on persons with disability as relevant.
•    Establish and maintain good working relations with local authorities and communities.
•    Collect contact details of local authorities, leaders, and others responsible in their area of operation.

Job Requirements

Qualification: Degree in social science, humanitarian assistance, development, or similar from a recognized University with at least 5 years of work experience. 

•    Ability to work under pressure with a high level of personal organization and flexibility and frequent travel to the field target area (Woredas and Kebeles). 
•    Experience in working in Physical Rehabilitation, especially prosthetics and orthotics or physiotherapy is an advantageous.
•    Ability to manage sensitive and confidential information.
•    Previous experience in conducting interviews and surveys.
•    At least 2 years of proven experience as a project officer in rehabilitation activity implementation is an advantageous. 
•    Good communication in English language required
•    Excellent coordination skills with partners, planning and strong organizational skills

•    Strong interpersonal and intercultural skills
•    Excellent ability to work in a team
•    Resilient to stress
•    Good Knowledge of local communities in the Somali region is a MUST.
•    Excellent Computer skills

•    Knowledge and skill of the local language (Somali) is a MUST.
