Job Description
The Emergency Response Coordinator is responsible for leadership, coordination, planning and implementation of rapid response interventions in Bale and East Bale Zones of Oromia Regional State as part of recently established Ethiopia Rapid Response Mechanism – ET-RRM. S/he will represent LWF and the wider ET- RRM consortium at Regional, Zonal and District level coordination mechanisms that involve the local authorities, UN agencies and other humanitarian actors. The coordinator will work with all relevant humanitarian stakeholders to effectively position and prepare for rapid responses to emergencies and play a leading role in the continuous improvement to meet the humanitarian standards and principles. The coordinator will work under direct supervision of the Regional Coordinator and closely coordinate with the Senior Humanitarian Manager at national office.
Preparedness & Planning for Rapid Responses:
Under the guidance of the ET-RRM consortium leadership structures and in collaboration with local humanitarian stakeholders, the role holder will establish and/or strengthen participatory and comprehensive Early Warning systems.
Regular monitoring and compilation of humanitarian situations, humanitarian needs assessments in collaboration with other actors FEWSNET, OCHA, regional DRMO and other humanitarian actors.
Coordinate and oversee emergency rapid assessments as well as the comprehensive multi-sectoral assessments (e.g., shelter, NFI, health, nutrition, WASH, food security, protection) in rapid-onset emergencies.
Analyze humanitarian information and assessment data to prioritize appropriate interventions and ensure alignment with sector-specific humanitarian standards.
Produce reports and response recommendations as appropriate.
Lead the design, planning, and implementation of Rapid Response Mechanism (RRM) activities for timely and effective humanitarian needs assessments, distribution of emergency supplies, and service delivery.
Ensure timely mobilization of resources, personnel, and supplies to respond effectively to emergencies.
Monitor program performance against objectives and timelines, ensuring compliance with organizational and donor requirements and humanitarian standards.
Establish and implement Project monitoring and evaluation systems in order to provide regular information on progress towards indicators and objectives and assess the impact of the Project.
Ensure high attainment of quality and humanitarian standards for the implementation in line with budgets and work-plans, focusing on producing the required deliverables.
Ensure that all projects have clear detailed implementation, procurement, expenditure and monitoring plans.
Program Management and Implementation:
Team Management and Capacity Building:
Provide leadership and guidance to Rapid Response Mechanism (RRM) field teams, ensuring adherence to safety protocols and organizational policies.
Conduct training and capacity-building initiatives for team members and local partners to improve emergency response capabilities.
Mentor and build the capacity of Rapid Response Mechanism (RRM) staff members
Work with direct supervisor and Human Resource in the recruitment of all staffs according to LWF procedures.
Monitor staff performance and provide constructive feedback in line with LWF performance appraisal process.
Identify the key skills required by all Project staff to effectively fulfil their designated roles and where necessary suggest or plan staff training to fulfil such needs as well as provide on the job training and coaching/mentoring.
Logistics and Supply Chain Management:
Coordinate with procurement and logistics teams to ensure timely delivery of emergency supplies to field locations.
Oversee stock management to maintain readiness for immediate deployment.
Ensure travel plans are duly filled and that staffs travelling to the field are aware of and comply with the security guidelines.
Support Rapid Response Mechanism (RRM) staff members to take mandatory regular online trainings on key policies such as CoC, Safeguarding and security
Regularly and proactively assess the safety and security situation and share report of any security incident in timely manner to ensure security environment is maintained.
Finance and budget management
Authorize ET-RRM project expenditures within the field limits of authorization according to LWF procurement manual.
Ensure that financial and operational policies are strictly adhered to in compliance with LWF and donor policies.
Ensure that Project expenditures are coded correctly and consistently i.e., allocated to correct budget lines and that donor funds are used solely for the intended purpose.
Regularly discuss with direct supervisor and Finance Coordinator concerning financial reporting issues, errors, trends, payment delays and related matters.
Ensure proejct team carry out timely budget reviews against actual targets. Significant actual or anticipated expenditure variances should be reported together with the reasons and recommendations.
Coordination and Partnerships:
Collaborate with humanitarian partners, local authorities, and clusters to ensure effective emergency preparedness and response coordination and to avoid duplication of efforts.
Represent LWF and ET-RRM consortium in relevant forums, including inter-agency coordination meetings and sector working groups to advocate for emergency response priorities.
Build and maintain strong working relationships with local stakeholders, including community leaders and government officials.
Closely work with ET-RRM consortium lead and implementing partners selected for execution of RRM activities in geographical area.
Comply with the government priorities and policies that complement and are consistent with LWF policies as well as with donor contractual obligations.
Monitoring, Reporting, and Documentation:
Develop and implement monitoring frameworks to track program progress and impact.
Prepare high-quality reports, including post-distribution monitoring and lessons-learned documentation, for internal and donor use.
Maintain accurate records of Rapid Response Mechanism (RRM) activities, including beneficiary data and inventory tracking.
Ensure undertaking of post destruction monitoring
Draw best practices and lessons learned
Bachelor’s or Master’s degree in Humanitarian Studies, Development, International Relations, or a related field.
At least 7 years of experience in management of emergency response or humanitarian programming, with a focus on rapid response mechanisms.
Proven experience in needs assessments, program design, and implementation in emergency settings.
Strong understanding of humanitarian principles, standards, and frameworks, including SPHERE, Core Humanitarian Standards (CHS), and cluster coordination systems.
Strong interpersonal skills and ability to represent the organization in official meetings at various levels
Fluency in written and spoken English
Ability to speak and listen local language is preferred.
