Job Description
Organizing and ensuring medical consultations to the target population providing treatment to patients within the scope of his/her medical competencies and referring them when appropriate, according to MSF protocols, procedures and the universal hygiene standards in order to guarantee quality and efficiency of the service provided.
Ensuring the implementation and standardization of MSF clinical policies, tools, and hygiene protocols in order to minimize clinical risks and guarantee the quality of patient care management. Promoting and maintaining confidentiality regarding all patient cases and records
Implementing diagnosis, prescription, and prevention procedures that fall under the scope of his/her competencies applying medical knowledge, asking appropriate questions to patients, and following protocols in force as well as using laboratory services, when necessary, in order to ensure a correct implementation of the medical treatments and to refer patients when appropriate.
Participating in the planning and supervision, in close coordination with other supervisors, of the HR processes (sizing, staff shifts, recruitment, training, evaluation, development, and communication) of the team in order to ensure both the sizing and the amount of knowledge required, improve people triage capabilities, their motivation and commitment and their active participation in teaching the targeted population on therapeutic and preventive protocols.
Ensuring that all staff using medical devices are qualified and trained. Ensuring cleaning and minor maintenance tasks are performed according to the protocols. Reporting any malfunction to the project biomedical service. List item
In cases of emergency, carrying out first aid care and treatment according to protocols in order to reduce mortality rates
Recording in the individual patient’s card and registration books, all performed medical activities (drugs prescribed, lab results, vaccination status, epidemiological activity, doses, etc.) keeping data traceability in order to ensure patients' treatment continuity.
Participating in data collection and reporting when required
Knowing and implementing Patient Therapeutic Education (PTE), i.e. keeping contact with all patients, providing them information regarding their health state, and responding to their questions.
Knowing and promoting the proper application of the Post Exposure Prophylaxis (PEP) Kit and Sexually Gender Based Violence (SGBV) protocol.
MSF Section/Context-Specific Accountabilities
Since 2022, MSF Belgium has been providing care for child malnutrition and outbreak response activities in DGH. In 2025, MSF Belgium will focus more on work in the community and community activities by supporting several health posts in the management of child malnutrition while continuing to offer care in DGH. For this reason, we are recruiting clinical officer who can perform the following tasks:
Performing the consultation activity and providing quality nutrition care in collaboration with other members of the team and MOH staffs on ground.
Willingness to work in rural outreach sites on a daily basis movement to and from the base.
Conducting home visits with the medical team and the community health workers in the village.
Flexiblity to support other outreach team when there is a need.
Flexibility to support ATFC and ITFC activities in dubti general hospital whenever there is the need.
Flexibility to support any outbreak response activity (Cholera outbreak response, measlses outbreak response) when the need arises.
Participating in regional or district level campaigns, screening activiites and other programmes when there is any HR support request from MOH which validated by the project.
Work closely with the community health workers to facilitate defaulter and absent tracing and other home to home activities.
Communicate with the outreach nutrition supervisor, ITFC team and ATFC team to improve referral linkages and continuum of care.
Support the lay counsellor educator and the community health workers during the facility level as well as home to home based health education activities.
Checking vaccination eligibility of the children and facilitating appropriate vaccination in communication with the Nurse in the team.
Identifying children eligible for vitamin A supplementation and deworming and making sure the nurse provide the appropriate service.
Being the team lead and focal point of communication.
Capacitating the local health post Nurse and health extension workers.
Documenting all consultation notes and filling the treatment card appropriately. Also making sure that the remaining members of the team are undergoing good documentation practice.
Making sure that all the medications and RUTF prescribed are dispensed by the nurse appropriately. Also supporting the dispensing activity.
Education: Essential recognized public health/clinical officer, BSc Degree.
Experience: Essential, 2 years of relevant working experience.
Previous working experience in related jobs for local or international NGO, specifically in outreach activities and child malnutrition is or would be an asset.
License: Renewed and up-to-date professional license.
