Job Description

The purpose of the MEL Officer position is to support and maintain the M&E systems for the FWS Unit and Women Lead in Emergencies (WLiE) Project specifically. The position holder will directly report to the WiLE Project manager with a technical supervision of the Sr. LDM Manager, s/he is responsible for organizing and coordinating the collection from the field offices, compilation, consolidation, data analysis and proper documentation. She/he also assists the Sr. LDM manager and ensures a better data management system and generation of data for reporting and informed decision making.  S/he provides technical backstopping and skill training in the areas of M&E to the project staff. The position holder will work closely with CARE Ethiopia, CARE France and Women Lead in Emergencies global team technical staff to support the monitoring and evaluation works, the production and submission of timely & quality quality reports and documentation and dissemination of learnings. Additionally s/he will provide capacity building and technical support the local Implementing partner.  

Responsibilities

Job Responsibility 1 Assist in the development and refinement of MEL tools, ensuring error-free and complete data collection formats.
•    Support field visits and provide technical assistance to field MEL personnel.
•    Update and maintain the FWS Database when additional tools are incorporated and ensure data consistency and quality in the system.
•    Support PIIRs system management, conduct regular data backups, and monitor the project’s MIS performance.
•    Compile, edit, and clean data from field reports for quarterly and annual submissions.

Job Responsibility 2. Strengthen Accountability to Affected People (15%)
•    Implement Feedback and Accountability Mechanisms (FAM), compiling and analyzing community feedback data.
•    Ensure staff and partners are informed of CARE’s feedback and complaints policy, tracking feedback for timely response.

Job Responsibility 3. Technical Support and Capacity Building (20%)
•    Assess MEL personnel capacity needs and plan regular capacity-building sessions for staff of implementing partners (IP).
•    Provide support in data collection, consolidation, and entry, ensuring record-keeping standards are met.
•    Conduct regular field visits, triangulate information, and provide feedback to enhance project performance.

Job Responsibility 4. Learning and Knowledge Sharing (10%)
•    Compile and edit success stories and best practices from field activities.
•    Organize feedback sessions and other learning platforms at the field office level with partners and stakeholders.
•    Foster an environment for knowledge-sharing on MEL practices, keeping up with current MEL trends.

Job Responsibility 5. Data Quality and Information Management (15%)
•    Conduct routine data quality assessments to verify reported figures and implement data management improvements.
•    Ensure standardized use of data collection tools at field level and set up a common repository for M&E documents.
•    Oversee data entry, conduct quality checks, and manage data cleaning processes.

Job Responsibility  6. Gender-Responsive MEL (5%)
•    Promote gender equality in reporting and ensure data is disaggregated by gender where applicable.
•    Facilitate gender-sensitive data collection practices and provide training on gender and diversity issues.

Job Responsibility 7 Other Responsibilities (5%)
•    Perform other duties as assigned by the Sr. LDM Manager, supporting overall project MEL needs and field activities.

•    The MEL Officer role is central to ensuring effective data-driven decision-making, continuous learning, and accountability within the project, with a focus on enhancing project impact through high-quality MEL systems.

•    The incumbent must be able to use interpersonal skills to pick and choose the right strategy to address a given problem and must deal with variable solutions, which need analysis, problem definition and development of alternative solutions.

Job Requirements

IIV QUALIFICATIONS

Required:
•    Bachelor’s degree in social science, economics, international development, Monitoring & Evaluation or other related field or equivalent combination of education & work experience.
•    Knowledge of statistical software such as SPSS, STATA or other type of databases such as advanced MS-Excel, MS-Access, and others

Desired:
•    Job related experience and maintaining program data base, generation of data and qualitative and quantitative data analysis skills.
