Under the direct supervision of Finance Coordinator, the Deputy Financial Coordinator's main mission is to manage and control the mission's accountancy, budget and to monitor the financial follow-up. He provides technical support to the financial and operational teams on budget and financial management. He provides gap-filling of the Financial Coordinator in case of absence.
Budget management and control
Update the financial monitoring tool monthly and propose a monthly analysis to the financial coordinator who completes and validates it.
Facilitate monthly meetings with budget managers.
Alert the Financial or Administrative Coordinator on key points: co-financing, financial reports, alerts in case of major discrepancies.
Monitor donor funding.
Support in the preparation of the donor budget for new financing in collaboration with the other coordinators
Support in the preparation of all interim and final financial reports
Support the Financial Coordinator and the General Coordinator in the preparation of internal and external audits for finance-related matters.
Participate in the preparation of the MdM provisional budget over 3 years and the revised annual budget.
Financial Management:
Check the accounting/ledger entries and donor allocations as well as the compliance and eligibility of expenditure incurred.
Oversee the preparation of monthly money requests.
Ensure compliance with the legal and financial obligations of the country, such as taxes, duties, and statutory declarations, in liaison with the accounting manager.
Team support training:
Train the teams (budget managers and database administrator) in budget construction and monitoring.

Educational Qualification and Professional Experience
BA Degree in Accounting, finance, Business Administration, Management or related field
At least 3+ years of work experience in finance area specially in humanitarian settings
At least 2 years in managerial area Experience in the health sector /International NGO experience is preferable.
Skills and qualities required.
Mastering Excel
Master the field accounting software (SAGA)
Analyse significant differences between forecasts and actuals, interpret them, contextualize them, identify the causes and risks, alerts others.Be able to prioritize.
Team player
Understand and identify donor mechanisms and procedures.
Read, build, and analyse a budget.
Languages
Fluent in English
Other local languages are an asset
