Data Use Partnership Workstream 1: Enhancing National and Regional HIS Capacity, funded by the Bill & Melinda Gates Foundation and implemented by JSI Research & Training Institute Inc., aims to support the MOH and RHBs coordinate with HIS stakeholders to implement the HIS strategy of Ethiopia's Health Sector.

This position holder will provide guidance, and technical assistance in the design and implementation of data quality assurance mechanisms, data analytics and visualizations and data use ecosystem for informed decision- making within the health system. S/he will train and mentor health managers and staff on HIS management, data quality assurance, data analysis, and information use.

S/he will coordinate stakeholders working on the IR agenda, gather their data, and ensure the IR dashboard is updated and insights are made. S/he will also identify and mentor champions of information use. S/he will assist SAEO in the provision of regular data quality feedback, development of analytic reports, conducting in-depth analysis and triangulations and facilitating the use of DHIS-2 and other platforms for data analysis, visualization, and decision-making.

The incumbent is expected to advice the cascading and testing of innovative interventions in the regional offices too. The position holder, depending on need, could be assigned as a regional cluster lead in addition to the roles specified above. 

Detailed Responsibilities and Tasks:

• Provide programmatic guidance and technical assistance to strengthen data demand and use across all levels in the health system.

• Develop appropriate strategies and tools for strengthening the use of health data, identify data needs at different levels, and build capacity to implement.

• Facilitate the use of data through the application of innovative approaches at the national and regional levels.

• Ensure data use activities (Data quality check, PMT gathering, data analytics, root cause analysis, improvement plans etc) are happening at the relevant departments where data maters most. Provide regular mentorship and support.

• Build capacity on health information systems at different levels through organizing mentorship, training and workshops.

• Identify and mentor champions of information use at all levels and further develop their capacity as leaders for improving data-informed decision making.

• Facilitate data analytic report generation and use, develop tailored dashboards to the leadership, initiate and conduct data triangulation, in-depth analysis and other analytic works.

• Support the design and implementation of processes and systems to improve private health facility reporting compliance

• Institutionalize data quality assurance and data use practices within the different program units of MOH and extend it to the regional teams. 

• Facilitate the use of DHIS2 information system for data analysis, visualization, and decision making.

• Identify, manage, package and disseminate key health information to facilitate evidence-based decision making at point of data collection. 

• Oversee, guide and supervise regional staff and their activities as cluster lead as assigned by the project director.

• Perform other duties as assigned by the supervisor

Job Requirements

Education

• Master’s Degree in Health Informatics, Information Systems, or Public Health from a reputable University required.

Experience

• Minimum 7 years professional experience in the Ethiopian health systems.

• Diverse set of professional experience both in government and non-government context; and at lower and higher level of the health care system required.

Language Proficiency

• Both English and Amharic language skills are required; additional local language is an asset.

Personal specifications:

• Expertise in statistical software and computer use proficiency required

• Hands-on experience in health information management system design and strong analytical and presentation skills, with analysis of statistical significance or survey results

• Experience in analytic and visualization tools such as Power Bi, Tablue and others is a plus

• Ability to maintain confidentiality of company information
