Job Description

FHI 360 is seeking qualified candidates for Area Office Manager-Amhara position for the USAID-funded Feed the Future (FTF) Ethiopia Community Nutrition Activity (ECNA). The activity will build upon a long tradition of USAID nutrition funding in Ethiopia and will focus on enhancing multisector coordination and accountability; and improving nutrition practices and health-seeking behaviors and delivery of quality nutrition services within USAID’s FTF zone of influence. Additionally, the activity will provide Emergency Preparedness, Response and Recovery supports including minor health facilities rehabilitation in conflict affected zone of influence woredas in the region.  This will be a full-time position based in the Area Office located in Bahar Dar.

The incumbent will oversee the management of FTF ECNA activities in Amhara region under the supervision of the Deputy Chief of Party (DCOP)–Programs. The Area Office Manager will serve as the official FHI 360 representative in the Area Office and maintain a close working relationship with the Regional Health Bureaus (RHB), the Regional Food and Nutrition Council (FNC), and Local Implementing Partners (LIPs). The individual will lead regional planning and budgeting processes and provide technical and managerial oversight of the area office team. The incumbent will supervise area office staff and ensure that project activities are delivered per agreed timelines and budgets. The Area Office Manager will facilitate the monitoring and evaluation of project activities and ensure regional monitoring data and lessons learned are captured and integrated into routine donor reports.

Duties & Responsibilities:

Regional level program planning and implementation

  • Oversees regional planning, monitoring, and management to ensure informed decision-making and timely and quality implementation of activities.

  • Facilitates rapid project start-up and monitors implementation according to approved Learning, Monitoring and Evaluation (LME) plans.

  • Conducts and oversees regular monitoring visits to ensure that sub-grantees and LIPs operate in compliance with FHI 360, government, and donor rules and regulations.

  • Provides technical support for field assessments and quality implementation.

  • Organizes program-specific supportive supervision in collaboration with LIPs, RHB and its lower-level structures.

  • Monitors sub-grantee/LIPs progress against objectives, developing monitoring tools as needed.

  • Guides regional technical staff in organizing capacity building activities like in-service trainings.

Reporting and knowledge management

  • Monitors the timely submission of accurate financial and activity reports from LIPs and sub-grantees; and facilitates effective problem solving and course corrections in implementation.

  • Leads the development of annual and quarterly work plans and donor reports.

  • Works with regional staff to capture and document achievements, success stories and lessons from the kebele to regional level in collaboration with the Addis Ababa-based team.

  • Organizes regional level performance review meetings.

  • Submits regional activity and financial reports based on donor compliance and the organization requirements.

  • Supports the organization of learning events within the region and with other FTF ECNA implementing regions.

Staffing, partnership management and networking

  • Lead and coordinate with the HR team for recruitment of required staff for the area office

  • Conduct performance management and professional development of direct reports, including ongoing feedback, coaching, capacity-building, and career support.

  • Coordinate with Contracts and Grants team of the Activity for periodic assessment of LIP capacities and design capacity building strategy.

  • Engages in regular dialogue and collaboration with the RHB, district health offices, FNC platforms, LIPs, and other USAID and non-USAID donor-funded nutrition-related projects and initiatives.

  • Represents the Activity at regional nutrition technical working groups and relevant forums such as the regional Ethiopia Civil Society Coalition for Scaling-Up Nutrition (SUN) platforms and regional FNC technical working groups.

  • Undertakes any other responsibilities as assigned by the supervisor.

Emergency preparedness, response and recovery support

  • Coordinates with the Senior Emergency Preparedness, Response and Recovery Advisor to develop and oversee the area office EPRR plan. Oversee the development of the EPRR work plan, activity implementation and coordination of the EPRR activities as required.

  • Lead partners mapping and situational analysis to understand the current situation and identify needs.

  • Collaborate with the RHBs and the country office staff to develop ‘Crises Modifier’ concept notes and proposals. Oversee implementation of activities supported through ‘Crises Modifiers’ and prepare and submit updates and reports.

  • Pending to availability of additional resources (for supplemental funding), oversee implementation of interventions planning, implementation and monitoring of supplemental fund activities.

Applied Knowledge & Skills:

  • Effective knowledge of design, implementation, and management of sector specific and/or multi- sector/international development projects/programs funded by US government or other international donors.

  • Knowledge of various funding mechanisms, general contracting, and reporting requirements

  • Knowledge of donor planning and reporting systems.

  • Knowledge of business development processes, specifically proposal development, within an international NGO context.

  • Strong written and verbal communication skills.

  • Sensitivity to cultural differences and understanding of the political and ethical in countries outside of the US.

Problem Solving & Impact:

  • Solid operational and tactical decision maker with the ability to handle unforeseen and often time sensitive issues.

  • Decisions and actions have minimal to moderate implications for the costs and short-term goals of within the department.

  • Problems encountered are often minimal to moderate; narrowly defined and require basic approaches to resolve them.

Supervision Given/Received:

  • Routine coordination with all employees, in the country office and with HQ.

  • Expected to work well with others; develop and maintain compatibility among project staff and colleagues across projects, donors, sub-awardees, consultants, and recipients of assistance.

  • May serve the role of Deputy Director.

  • Manages several staff.

  • Typically reports to DCoP Programs.

Job Requirements

Education:

  • Master's Degree or its International Equivalent in Public, Health, Nutrition, or a Related Fields.

  • Project Management (PM) Certification preferred.

Experience:

  • Typically requires 10+ years of relevant experience (including 3+ years of line management experience) in business administration, project management transformation, change management, strategy consulting, or internal corporate strategy.

  • Demonstrated experience in sector specific or multi-sector project management and implementation.

  • Experience operating in insecure environments.

  • Experience working in a non-governmental organization (NGO).

  • Experience working in complex environments and managing diverse teams to deliver impact.

  • Strong communication and interpersonal skills. 

  • Ability to cultivate and maintain effective working relationships with all levels of staff, LIPs, ministry of health, government, and other stakeholders.

  • Experience overseeing local sub-grants, including proposal review, agreement development, monitoring, and capacity building.

  • Relevant computer software skills (at a minimum, the standard applications in MS Office).

  • Willingness to travel within country for operational oversight.

  • Oral and written fluency in English and host country languages.
