INTERNAL/EXTERNAL VACANCY ANNOUNCEMENT

In Ethiopia, NCA has been operating since 1974, marking 50 years of service in the country this year. NCA’s programs are implemented together with local faith-based partners. NCA is a member of various civil society networks, coordination mechanisms, and clusters in Ethiopia. In its current strategic period (2025-2029), NCA Ethiopia implements programs focused on Climate Resilient Water, Sanitation, and Hygiene (WASH); Faith-Based Climate Action; Peacebuilding; Gender-Based Violence/Sexual/ Reproductive Health; and Humanitarian Emergency Response.

 Position Title:  GBV/SRH Program Officer

Length of Contract:                       One year with a possibility of extension based on fund availability and performance

Basic Salary:                                   ETB 79,900

 

Job Summary:

The GBV/SRH Program Officer based in the NCA country office and under the direct supervision of the head of the GBV/SRH program will be responsible for program design, implementation, reporting, monitoring, and follow-up of ending child marriage and FGM programs supported by Norad and GIZ respectively. She/he, under the guidance of the head of the program, will maintain strong partnerships with the donors, NCA Somalia and Sudan country programs, local and international implementing partners, and other stakeholders for the program management. 

In close consultation with implementing partners and in line with NCA’s policies and procedures, the officer will oversee grant and compliance issues for the program under her/his supervision; provide technical support to partner staff in the project sites to ensure the quality of program based on available standards; be responsible to establish and maintain smooth relationships with faith institutions, government, community, and other stakeholders as well as represent NCA in different coordination platforms including national GBV AoR, PSEA network. She/he will oversee all aspects of the Core Humanitarian Standards (CHS), child safeguarding, gender mainstreaming, Prevention of Sexual Exploitation and Abuse (PSEA), disability inclusion other accountability elements that are observed by implementing partners and others engaged in the program intervention. 

Furthermore, the candidate will also closely support the fundraising efforts, and grant requirements, and mitigate the changing circumstances of the organization. The officer will be working under the direct supervision of the Head of the GBV/SRH Program, along with program advisors, other NCA staff, and implementing partners.

Major Duties & Responsibilities

  1. Project management and implementation

  • Develops project proposals, concept notes, work plans, and monitoring plans, and compile progress reports implementing partners, donor plans, and reports in collaboration with the relevant team.

  • Provide coordination and oversight support for implementing partners funded by NCA  and ensure timely delivery of progress reports and adequate implementation of project activities.

  • Provide technical support to the different donor-supported projects of NCA namely,  and report on progress in accordance with the program design and log frame.

  • Follow up a detailed implementation plan and Budget preparation of the GBV/SRH program operational activities, engage in BVA meetings, monitor expenditures to ensure activities are implemented within budgetary guidelines, and prepare operational plans and procurement plans.

  • Jointly with implementing partners facilitate project planning, kick-off, and review meetings.

  • Compile donor compliance requirements and NCA financial and other policies and procedures and share them with implementing partners to ensure implementation of activities as per grant requirements.

  • Provide feedback on project proposals submitted by partners, follow up, and contribute to project changes and interventions to achieve project outputs, and closely follow up if activities are delivered on time and as per the planned budget.

  • Support partner project plan appraisal and facilitate project agreements and budget transfers to partners.

  • Facilitate NCA and Partners procurement plans are prepared and follow up implementation. 

2. Partnership, Networking, Advocacy, and Coordination. 

  • Participate in the design and implementation of assessments and program review activities. 

  • Establish strong, working, and positive relationships with partners and other stakeholders through effective communication.

  • Regularly assesses partners' capacity building plans of NCA implementing partners implementation with other team members. 

  • Organize periodic review meetings with partners and stakeholders to discuss planning, implementation, monitoring, and reporting of projects.

  • Organise experience sharing events with implementing partners and other stakeholders, manage logistic arrangements, and event coordination. 

  • Represent NCA and the program externally in meetings, advocacy workshops, experience-sharing events, and seminars.

  • Document proceeding reports from events, training, and workshops.

3. Monitoring, Evaluation, and Reporting.

  • Conduct frequent field visits monitor project implementation progress and identify and address implementation challenges in collaboration with the GBV/SRH program team and NCA country team. 

  • Prepare MEAL plan for projects, Review partner's reports provide feedback, and compile periodic quality and timely reports for donors, especially UN-supported projects.

  • Document and disseminate project results, including preparation and submission of best practices, and prepare quality presentations to relevant actors including donors.

  • Ensure all GBV\SRH partnership agreements are signed, and relevant documents are uploaded in NCA online systems PIMS.

  • Participate in baseline, midline, and end-line evaluations and other research programs of the different projects.

  • Support the development of success stories and documentation of best practices of different projects..

  • Undertake any other duties as appropriate and within the post holders' capabilities. 

Job Requirements

Required qualifications:

  • First degree/Master's in Sociology, psychology, Gender Studies, and Social Work with a minimum of 5 years of progressive experience in managing gender-based violence and harmful practices (FGM and child marriage) projects.

Required skills & abilities:

  • Very good knowledge of the policy and strategies related to Gender, harmful practices, and other key development areas. 

  • English writing and communication proficiency, and report writing.

  • Strong organization skills, dynamic, flexible, proactive, coachable, disciplined, and excellent interpersonal skills, 

  • Professionalism, accountability, problem-solving, ability to give positive feedback to partner reports and challenges encountered; 

  • Excellent computer skills including MS Office Excel, Access, PowerPoint, and Word.

  • Other virtual skills for managing communications, and project monitoring. 

  • Experience in attending different coordination clusters is an advantage.
