PSI Ethiopia is embarking on a new innovative project in Ethiopia called Delivering Innovations in Self-Care. 

This project will support the FMOH to introduce DMPA-SC for self-injection as a part of the method mix in Ethiopia. PSI Ethiopia’s support to the MOH for the simultaneous introduction and rollout of DMPA-SC PA and SI will build on the lessons learned, best practices, and materials already developed through PSI’s global flagship program, DISC, Discovering Innovations in Self-Care. At the user level, a communications ecosystem will be created to support women across their self-injection journey. At the community level, word of mouth and support structures will be created through experienced users and communities. At the provider level, a focus on mindset shifts will improve the support providers give women for self-care.

We are looking for a Program Manager who will be responsible for overseeing the design, implementation, and evaluation of self-care interventions such as DMPA-SC SI within the DISC framework and aligned with the FMOH’s introduction and scale-up plan. This individual will lead cross-functional teams, manage partnerships with key stakeholders, and drive the strategic direction of the project to achieve measurable impact.

Main Duties and Responsibilities:

The Program Manager will oversee all aspects of implementation of the DISC project and will support the FMOH to introduce DMPA-SC SI.  This role requires strong program management expertise, ability to work with multiple stakeholders, excellent coordination skills and strategic leadership and representation.  The Program Manager will work closely with the global team, country-based project teams, local implementing partner, health providers, government agencies, and communities to ensure high-quality, culturally sensitive, and effective strategies are integrated into project activities. The Program Manager will provide program and technical leadership, overseeing the design, implementation, and evaluation of self-care interventions within the DISC framework. This individual will lead cross-functional teams, manage partnerships with key stakeholders, and drive the strategic direction of the project to achieve measurable impact.

The Program Manager will directly report to the RMNCH Lead with a dotted line to the Senior Technical Advisor.

Key Responsibilities

  1. Strategic Leadership:

    • Develop and implement the DISC project strategy in alignment with global self-care frameworks and organizational priorities.

    • Identify and advocate for innovative self-care interventions such as DMPA-SC SI.

    • Aling with FMOH strategies according to the Self-Care Guidelines and DMPA-SC SI introduction and rollout plan. 

  2. Program Management:

    • Design, oversee, and ensure the timely, cost-effective delivery of project activities.

    • Manage project budgets and compliance with donor and organizational policies.

    • Implement risk management strategies to address potential project challenges.

  3. Sub-Award Management:

    • Manage sub-awards with local implementing partners, ensuring alignment with project goals and compliance with donor and organizational regulations.

    • Provide technical and operational support to local partners to strengthen capacity and ensure high-quality implementation of activities.

    • Monitor and evaluate partner performance, ensuring timely delivery of outputs and adherence to agreed standards.

  4. Stakeholder Engagement:

    • Build and sustain partnerships with key stakeholders including: donors, FMOH, government agencies, healthcare providers, and INGOs and LIPs/civil society organizations.

    • Represent the DISC project in high-level meetings, conferences, and workshops.

  5. Capacity Building and Advocacy:

    • Develop and deliver training materials to strengthen the capacity of healthcare providers and community organizations.

    • Promote the integration of self-care practices into national health strategies and policies.

    • Provide technical support to Regional and District Health Offices, including participation in the National Self-Care Network, FP Technical Working Groups (TWGs).

  6. Quality Assurance and Training Coordination:

    • Collaborate and support the quality assurance and training activities to ensure effective delivery of self-injection (DMPA-SC) and family planning services.

    • Cascade QA/QI tools, SOPs, and quality standards at regional and district levels in collaboration with the Quality and Training Lead.

    • Conduct competency assessments and ensure equitable, informed choice for clients accessing modern contraception.

  7. Social Behavior Change (SBC) Integration:

    • Design and implement SBC strategies to address programmatic needs and promote client-centered care.

    • Partner with teams to establish SBC metrics, a learning agenda, and knowledge dissemination strategies.

  8. Monitoring, Evaluation, and Reporting:

    • Develop and implement monitoring and evaluation plans for quality assurance, training, and SBC activities.

    • Ensure the timely reporting of adverse events and advocate for improved forecasting and supply management with RHBs.

  9. Standardization and Documentation:

    • Standardize clinical service delivery approaches and develop training manuals, guides, and checklists.

    • Document project activities, results, and lessons learned for knowledge management and donor reporting.

Job Requirements

Your background 

Qualification and Experience:

  • Advanced degree in Public Health, Health Systems, clinical background is a plus.

  • At least six (6) years with a master’s or eight (8) years of experience with first degree in relevant discipline.

  • Proven experience working with donors, governments, and multi-sectoral partners.

  • Strong knowledge of self-care interventions, including WHO guidelines and global trends.

  • Familiarity with managing donor-funded projects and reporting requirements.

Skills and Competencies:

  • Strategic and analytical thinking skills.

  • Excellent project management and organizational abilities.

  • Strong communication and advocacy skills, including public speaking and report writing.

  • Cultural sensitivity and the ability to work effectively in diverse environments.

  • Proficiency in relevant software/tools, e.g., MS Office, data visualization tools.
