Roles and Responsibilities

The British Embassy in Ethiopia is responsible for the UK government’s efforts to promote international development in Ethiopia and deepen bilateral ties between the UK and Ethiopia. The British Embassy is committed to helping meet critical humanitarian needs, investing in human capital, promoting inclusive economic development, enhancing governance and democracy, and strengthening resilience to global challenges such as climate change.

The British Embassy is recruiting for three programme officers to support our ambitious agenda. As Programme Officer, you will play a key role in managing and delivering the Embassy’s programmes. Your primary responsibilities will be focused on programme and financial management, working with government agencies, service providers, other donors and Civil Society Organisations. In addition, there are significant opportunities for promotion and progression to other positions in the Embassy.

Financial Management:

  • Proactively managing forecasts, working closely with spending partners, finance and other team members to create realistic and up to date spending forecasts over the Financial Year.

  • Ensuring accurate budget profiling is conducted, and these are regularly updated on systems.

  • Ensuring variances are minimized.
    ensuring accruals and prepayments are identified and managed and flagging/managing large payments.

  • Provide accurate financial information to team and business unit as required.

  • Review partner/supplier financial reports checking for variances and value for money issues.

  • Manage audit requirements, ensure reports and/or Annual Audited Statements are received, reviewed and findings pro-actively followed up.

  • Ensures all requisitions, purchase orders and receipting/payment of invoices meet FCDO’s financial rules and are linked to agreed project milestones and/or partner or supplier reporting obligations

Programme management:

  • Ensuring that the Programme is compliant, updating delivery plans and supporting the senior Programme team in ensuring that the Programme is achieving the intended impact.

  • Reviewing reports, ensuring agreements are appropriate, drafting payment submissions, amendments and agreements as required.

  • Contribute to Annual Review exercises, including contributing to drafts of ToRs and final reports depending on experience and as agreed within project team.

  • Organize field visits and ensure findings feed back into project Delivery Plan.

Risk Management:

  • Maintain project risk registers, proactively highlighting and escalating concerns, risks, and issues to appropriate level.

  • Constructing straight forward delivery chain map showing key issues and risks at each stage of FCDO funds’ movement through the delivery chain.

  • Ensure follow up on due diligence issues with partners as required.

Partner & Supplier Management:

  • Develop and maintain strong, ethical relationships with project partners and suppliers, being the recognized first point of contact on project management issues (financial, commercial, general project management) and refer technical or policy issues to relevant colleagues in the Embassy.

  • Organize partner/supplier meetings, as necessary.

  • Review partner/supplier reporting, identifying areas of concern to project team and recommend remedial actions where required.

  • Suppliers include commercial contractors, Multilaterals and Government of Ethiopia.

  • You will also represent the British Embassy in project discussions on pre-agreed areas or subjects.

Resources managed:

The post holder will report to a Deputy Programme Manager

Job Requirement

  • roactive, self-motivated and able to manage and deliver multiple priorities under limited supervision, can work independently.

  • Strong written and verbal communication skills, with excellent organizational abilities; able to work under pressure and manage multiple work streams.

  •  At least one year of proven experience in programme, financial management or another related field

Language requirements: 

  • Language: Proficient in English language (both written and oral English)

  • Proficiency in Amharic and/or other Ethiopian languages is an added advantage

  • Ability to thrive in fast-paced environment and willingness to learn and grow.

  • Experience in engaging and influencing external partners and managing suppliers effectively.

  • Experience of working on development and/or humanitarian programming in Ethiopia.

Learning and development opportunities:

As per FCDO rules, there is a set of mandatory training courses online which needs to be completed in the first few weeks of employment in areas such as Programme, financial and Procurement management. In addition, individuals are expected to complete training to get access to FCDO’s automated financial and Programme management systems.

Furthermore, the Embassy offers a wide range of opportunities for learning and development across a wide range of areas.

Working patterns:

The position is a full-time post with 36 hrs per week.
