BACKGROUND
The Agricultural Transformation Institute (ATI) was established by the Government of Ethiopia (GoE) to identify systemic bottlenecks, conduct studies, and provide recommendations, provide implementation support, manage projects, create linkages and coordination among activities and agricultural development programs. The Institute is a strategy and delivery-oriented government institute created to help accelerate the growth and transformation of the country’s agriculture sector. The ATI envisions that, to be the leading centre of innovative solutions to catalyse and contribute to the transformation of Ethiopian Agriculture by 2030 where smallholder farmers are commercialized with greater incomes, inclusiveness, resilience, and sustainability.

The programmatic focus of the Institute responds to a core set of needs identified by the Ministry of Agriculture and other sectors along commodity value chains. Across the programs, the ATI engages public, private, and non-governmental stakeholders to support strategic planning, manage and strengthen implementation capacity and test innovative models. Currently, ATI is tasked to coordinate the revised Agriculture and Rural Development policy agendas of the sector and such sectoral level delegation requires high level expertise in the policy areas and skillsets in coordination and networking with multiple stakeholders.

Project Background:
The Agricultural Transformation Institute (ATI) has been established by the Government of Ethiopia (GoE) to identify and address systemic bottlenecks to Ethiopia’s agricultural development. The Institute does this through problem-solving, implementation support, and capacity building of stakeholders involved in implementation of interventions that address the systemic bottlenecks. ATLAS Adaptation is a new project in ATI which brings together and confirms disparate spatially explicit Ethiopian data on the nature and evolving patterns of climate hazards, the exposure of smallholder populations, farms, and crop and livestock enterprises, factors illustrative of the adaptive capacity of those populations, and evidence of the efficacy of a range of climate adaptation intervention options ("solutions").
PURPOSE OF THE POSITION:
The full stack developer senior Project Officer will report to the data and knowledge management team leader and will work on the ATLAS Adaptation project. The Officer will be a versatile software developer who has expertise in both front-end and back-end technologies.The senior project officer will be tasked with development and customization of ATLAS adaptation and other application.
ESSENTIAL DUTIES and RESPONSIBILITIES
ACCOUNTABILITY:
The SPO I-full stack developer is responsible for building and maintaining web applications, ensuring a seamless user experience, and ensuring the smooth operation of the server, database, and client-side technologies. He/she is accountable for: Front-end Development, Back-End Development, Deployment and Hosting, Version Control and Collaboration, Testing and Debugging.
RESPONSIBILITIES:
1. Front-End Development
Design and implement user-facing features using modern web technologies like HTML, CSS, and JavaScript
Develop dynamic, responsive, and visually appealing user interfaces (UIs).
Integrate front-end frameworks and libraries (e.g., React, Angular) to optimize the user experience
Collaborate with UI/UX designers to ensure the technical feasibility of design concepts.
2.Back-End Development
Develop and maintain server-side logic using languages like Node.js, TypeScript, NextJs, Python, Java, PHP, etc.
Design, implement, and maintain APIs (RESTful)
Manage databases and implement efficient data models with technologies such as MySQL, PostgreSQL, MongoDB, Duck DB, etc.
Ensure the security and integrity of data stored in databases.
3.Deployment and Hosting
Deploy web applications to hosting services like AWS, Azure, Google Cloud, or Heroku
Maintain deployment pipelines using tools like Docker, CI/CD, and Jenkins
Ensure high availability and optimize applications for performance
4.Version Control and Collaboration
Use Git for version control, collaboration, and code management in platforms like GitHub, GitLab, or Bitbucket.
Participate in code reviews, write unit tests, and ensure the quality and maintainability of the code base.
5.Testing and Debugging
Job Requirements
Required qualifications, competencies, skills, training, and experience:
Minimum MSc in Computer Science, Software engineering, Information and Communication Technology and related fields.
A minimum of 6 years with directly related experience.
Experience in back-end software development in JavaScript, typescript, NextJS, NodeJS and python.
Experience in HTML5, CSS3, JSON, XML, XHTML, security & performance issues with browsers performance issues with browsers
Knowledge of source control with Git including setting up solutions, publishing, branching/merging
Experience with database development including relational database PostgreSQL, SQL Server, MySQL, non-relational database design MongoDB
Proven experience with Docker.
Experience with CMS, observable(notebook),
Experience on customizing Kobo toolbox, DHIS2 and CKAN will be a plus.
Knowledge and application of object-oriented design principles
Experience with cloud storage such as AWS, S3 or GCS and data formats such as parquet.
Deep understanding of coding techniques which contribute to the reliability, maintainability, readability, simplicity, performance, and testability of software
Experience and proficiency in the day-to-day practicalities of Software Development methodologies such as Scrum, Waterfall and Kanban
Internally motivated, able to work proficiently both independently and in a team environment
Strong communication skills with both internal team members and external business stakeholders
Fluency in English and Amharic
