The programmatic focus of the Institute responds to a core set of needs identified by the Ministry of Agriculture and other sectors along commodity value chains. Project Background:

The Agricultural Transformation Institute (ATI) has been established by the Government of Ethiopia (GoE) to identify and address systemic bottlenecks to Ethiopia’s agricultural development. The Institute does this through problem-solving, implementation support, and capacity building of stakeholders involved in implementation of interventions that address the systemic bottlenecks.​ ATLAS Adaptation is a new project in ATI which brings together and confirms disparate spatially explicit Ethiopian data on the nature and evolving patterns of climate hazards, the exposure of smallholder populations, farms, and crop and livestock enterprises, factors illustrative of the adaptive capacity of those populations, and evidence of the efficacy of a range of climate adaptation intervention options ("solutions").  

PURPOSE OF THE POSITION:

The  senior project office-data analyst  will report to the data and knowledge management team leader and will work on the ATLAS Adaptation project. The expert will collect data, clean, analyse, and create dashboards for decision makers based on the required use cases. The senior technical expert will be tasked with coordinating the data collection, management and analysis activities within Data and knowledge management team and ATLAS adaptation project. 

ESSENTIAL DUTIES and KEY RESPONSIBILITIES

ACCOUNTABILITY:

The SPO I-Data Analyst will be is responsible for collecting, processing, and analysing large sets of data to provide actionable insights and support decision-making within an organization. He/she will work with various data sources, tools, and techniques to extract, organize, and interpret data to identify trends, patterns, and business opportunities. He/she is accountable for: Identify new sources of data, Collect and Manage ,Data Analysis, Interpretation and Visualization, Handle internal and external data request, Collaboration with the stakeholders an Provide capacity building.

RESPONSIBILITIES:

1.Identify new sources of data, Collect and Manage

  • Design studies, data collection tools, and analysis plans

  • Lead and manage the data collection of projects using Kobo toolbox or other tool.

  • Gather and organize data from various sources (databases, APIs, spreadsheets, etc.).

  • Clean and preprocess raw data to remove inconsistencies, duplicates, and errors.

  • Ensure data and information collection tools, processes, and procedures are complying.

  • Perform data extraction, transformation, and loading (ETL) to prepare data for analysis.

  • Maintain and manage institute databases and data repositories.

  • Ensure that data is stored securely, efficiently, and in accordance with data governance standards.

2.Data Analysis, Interpretation and Visualization

  • Analyse large datasets using statistical techniques and tools (e.g., Excel, SQL, Python, R).

  • Identify trends, patterns, correlations, and insights from data

  • Develop dashboards, charts, and reports to present data insights to stakeholders

  • Use tools like Power BI, or Excel to create visual reports and data visualizations

  • Collaborate with teammates, leaders, and managers to determine and address data and reporting needs

  • Works closely with project stakeholders and fellow team members to suggest and deliver appropriate solutions to operational challenges.

3.Handle internal and external data request

  • Entertain any data request comes from internal and external users based on the data policy

  • Document and create rules relating to data standards and definitions

4.Collaboration with the stakeholders

  • Works closely with project stakeholders and team members to suggest and deliver appropriate solutions to operational challenges.

  • Works with the team to understand and leverage data sources into the datahub.

5.Provide Capacity building

  • Prepare user guide documentation for all trainings 

  • provide data collection (kobo toolbox) and management training for staffs.

  • Provide Power BI training for Analytics and ATI staffs.

Job Requirements

Required qualifications, competencies, skills, training, and experience:

  • BSc or MSc in Information and Communication Technology, Computer Science, statistics, and related fields. 

  •  Minimum of 8 years for BSc or 6 years for MSc with directly related experience.

  • Expert knowledge of various relational databases to include SQL server, my SQL and PostgreSQL, Duck DB required.

  • Extensive experience working with database queries.

  • Experience on python and R.

  • Experience in Data Visualization tools such as PowerBI, Tableau and SQL Server Reporting Services

  • Experience using, configuring, and managing of Microsoft SharePoint

  • Familiar with data collection and analysis tools (Kobotoolbox, ODK and other),  

  • Strong analytical skills, especially with agriculture data

  • Works well collaborating with others.

  • Comfortable navigating complex data structures in Databases to retrieve data

  • Fluency in both spoken and written English and Amharic.
