TEAM PURPOSE:
The Programmes Team will ensure that the programmes make the proper shift, with the quality needed to ensure a proper achievement of the Ethiopia Oxfam Country Strategy. As part of the programmes team, the whole team on the sector of WASH will ensure that the goal 1 of the OCS is achieved with the required quality and timely. This team will work very close with the Humanitarian and support team ensuring the link between the long term and emergency situations.
JOB PURPOSE:
To manage and implement Oxfam's WASH activities to reduce and mitigate the associated public health risks, through strategic program planning, implementation, administrative support, staff management, review & support the delivery of PHP component as part of Oxfam Ethiopia humanitarian, resilience building, and emergency preparedness/response program in Tigray region, and contribute to the wider Oxfam Ethiopia program and integration with Livelihood, Gender, and protection departments.

Responsible of the field direct implementation of Public Health Promotion activities as per the WASH workplan and the field needs, in effective and participatory manner in the project area, with the support of community health volunteers.
Under the guidance of the PHP officer and WASH Team leader, take part in water, sanitation and hygiene details needs assessments.
Manage mobilization of the community to promote water management, sanitation, and hygiene optimal practices, with more emphasis on monitoring latrine use, water collection/storage, environmental sanitation, and hand washing practices.
Lead community consultation and problem identification, planning (formulation of action plans, MOUs, hand over), implementation of community activities, participatory monitoring, and evaluation, using community mobilisation, sensitisation approach.
Involve women and men in the affected populations in the assessment, planning, implementation and monitoring of public health activities and play a key role in ensuring that communities are informed and consulted about Oxfam’s WASH activities and have opportunities to give their preferences and involvement in the decision-making process.
Work closely with community-based institutions (such as WASH Co), health extension workers and local level government officials, undertake community (men, women, children) mobilisation and their capacity building on quality WASH services.
Implement community based public health promotion activities such as CHAST, PHAST and CLTS approach, to promote community awareness and participation to prevent and mitigate WASH related diseases such as cholera/AWD in the target locations with the support of the PHP Officer, community volunteers and committees in close coordination with relevant stakeholders.
Working closely with PHE assistant at field level to maintain one WASH program approach through integrations, and ensuring the planned and implemented activities are tailored based on community needs, preferences and effectively sensitive to the context.
Contribute & develop whenever necessary the PHP activities, weekly & monthly reports to the PHP officer and WASH team leader.

SKILS, Experience, Knowledge & Competencies
Essential
Relevant qualification such as a degree or Diploma in Public Health, Health Education or Environmental health science from a recognized academic institution. Extensive, relevant experience in the field of WASH may be considered in lieu of formal qualifications, but not the other way around.
2-3 years of experience in community-based Public Health Promotion projects within IDPs, returnees and vulnerable host community's context.
Proven hands-on expertise in various techniques of hygiene promotion and AWD (Acute Watery Diarrheal) preparedness/response.
Reasonable command of English and Amharic and Tigrigna.
Willingness to live and work in remote field conditions or locations with minimal amenities.
Ability to be a team player, facilitate activity implementation within agreed periods and timeframes, and work innovatively under minimal supervision.
Experience in collaborating with local partners, including government authorities, NGOs, and community-based organizations.
Demonstrable experience in integrating gender and diversity into emergency response programs and long-term strategies.
Knowledge of and commitment to humanitarian principles and with the Sphere Humanitarian Charter minimum standards.
Strong communication and interpersonal skills, with sensitivity to cultural differences and the ability to work in diverse cultural contexts.
