Imagine1Day International Organization (Imagine1day) is a Canadian non-religious and non-profit humanitarian and development NGO. Since 2008, Imagine1Day has been actively investing in Ethiopia, focusing on Education, WASH (Water, Sanitation, and Hygiene), Child protection & GBV, Livelihood, Emergency Responses, Leadership, and Opportunity Development pillars. The organization's ultimate goal is to ensure that all Ethiopians have access to quality education without relying on foreign aid by the year 2030.  Through ECW(Education cannot Wait) funded project, UNICEF and Imagine 1Day, together with their consortium partners, will implement the project in alignment with Cluster strategies, the Humanitarian Response Plan (HRP), and the Education Sector Development Programme. The project aims to facilitate equitable access to quality learning opportunities for girls and boys, including children with disabilities in the project-targeted woredas of Chifra, Hanruka, Amibara, Elidar, Adar, Dubti, and Asaiyta, Afar region. 

Imagine1day intended to strengthen the capacity of regional cluster coordination structures by hiring personnel to support the regional education cluster EiE plan & response, advocacy including operation, data management, and dissemination and monitoring in the project life cycle. Accordingly, Imagine1Day is seeking to recruit a qualified Regional Education Cluster Officer.  

Location:  Semera, Afar region

Salary: As per Imagine1day  salary scale

Contact Period: 10 months(possibility of extension based on the availability of  funds)

Reporting to:  Imagine1day Afar region Program Manager and Afar Region Education Bureau 

Functional Relationships:  Imagine1day Regional Education Specialist 

Position Summary

The Regional Education Cluster Officer is accountable to support the coordination of a timely, coherent and effective education preparedness, plan and response by mobilizing and coordinating stakeholders to respond in a strategic manner to existing and potential emergencies. It will contribute to the acceleration of the education in emergency response, supporting effective communication, coordination, implementation, management and resource mobilization as required. The regional education cluster officer is accountable to the overall regional cluster activities with the coordination and collaboration of the lead agencies (UNICEF and Save the Children) to fulfill this aim. It will collaborate with Imagine1day and REB to contribute on program strategy, external representation, and coordination with project partners. 

The post holder is to perform the tasks under the close supervision and guidance of Imagine1day and Regional Education Bureau cordially to ensure harmonized Education Cluster reporting in accordance with HRP guideline. The Officer is expected to work closely with the REB, Imagine1day and cluster co-chair(UNICEF and Save the Children) to coordinate humanitarian actors in education to do the following:

Key Duties and Responsibilities

Coordination and Communication;

  • Serve as the education cluster office in Afar region, and provide support for Education Cluster Coordinators at regional and national level to ensure the provision of coordinated emergency response in the region.

  • To attend any regional and Cluster coordination Working Groups, and need to liaise with Imagien1day and REB from other sectors and clusters.

  • Support the organization and running of cluster meetings, ensuring that action points are recorded, shared and properly followed up in a timely fashion.

  • Support effective communication, reporting, engagement and coordination between the national and regional education cluster.

  • Assist implementing partners at regional and/or zona/woreda  level to  provide timely education data and information.

  • Regularly compile and provide quality and comprehensive education in emergency input (e.g. FO weekly/biweekly SitReps; cluster 5Ws).

  • Conduct meetings at lower administrative level with authorities (ZEO, WEO)

  • Support the development and analysis of periodic education needs assessments, particularly joint needs assessment and harmonized assessments.

  • Support Education Cluster Coordinator to work with the education sector to advocate and communicate the role of EiE as lifesaving and life-sustaining.

  • Support Education Cluster Coordinator to strengthen coordination within Education Cluster and establish strong linkages and coordination with different sectors, specifically with WASH, Child Protection and DRMFSCO (regarding potential WASH in Education and school feeding support etc).

  • Ensure the EiE response at the region/zone/district/woreda level is in-line with the regional and national cluster plan, and regional DRM returnee and relocation response plan.

  • Support the coordination and monitoring of existing EiE  response, identifying opportunities to scale up and improve the quality of response.

  • Coordinate and work closely with the zonal and woreda Education Office to plan and implement teaching quality activities.

EiE Programme support;

  • Ensure that programme implementation is gender responsive and pays particular attention to the inclusion of children with disabilities.

  • Provide EiE technical support and quality oversight to the EiE response.

  • Create/strengthen linkage between IDP/returnee school/temporary learning spaces/sites and host-community schools to promote technical and resource sharing.

  • Ensure that the minimum standards for  EiE and humanitarian response are maintained in accordance with the INEE Minimum Standards, revised CCCs and Sphere standards, etc.

  • Provide technical inputs in a timely and efficient manner on emergency supply related items. Follow up closely on their utilization and report to REB team and cluster members. 

  • Provide input/feedback  on concept  notes  and proposals  to  support  EiE fund raising.

  • Ensure emergency-affected community members (including children and adolescents) actively participate in assessing, planning,  implementing, monitoring and evaluating the education programmer.

  • Support and ensure local community resources  are identified,  mobilized  and used to implement education programs and other learning activities.

Capacity development;

  • Work closely with the regional education bureau and its lower level structures, while building the capacity of government partners at all levels.

  • Strengthening and support convening of zonal/woreda level education cluster meetings with partners on as need basis, led by Zonal Education Office and Worda Education Office.

  • Identify institutional capacity needs and gaps of local and national cluster member organizations, and facilitate addressing these gaps.

  • Provide technical oversight and assist the facilitation of EiE training and emergency related capacity building initiatives for regional, zonal and woreda level experts/EiE focal persons.

  • Utilize and update (if needed)  Ethiopian contextualized  INEE Minimum Standards (2013) at Regional-level.

  • Coordinate and provide support for the zonal and Wereda education office for effective implementation of education in emergency interventions at Woreda and site level.

  • Identify technical capacity building opportunities for regional Cluster staff, government counterparts and National NGOs in order to guarantee on-going sustainability and quality of the response.

  Assessment, Monitoring/ Humanitarian Planning and Evaluation;

  •  Ensure education participation in any multi sector needs assessments including (MIRA, MSNA, JENA).

  • Conduct field visits across Afar region. 

  • Provide input/feedback on the EiE response strategy.

  • Monitor education cluster interventions (of all cluster partners). 

  • Conduct assessments of needs for reporting to the national cluster.

  • Work closely with the National Cluster Information Management and Afar region education bureau Information Management team to ensure monitoring as well as other information related tasks:

  • Conducting of rapid / joint needs assessments. 

  • Participate in the annual core coordination performance monitoring (evaluation) upon request. 

  • Conduct bi-lateral meetings with donors upon request visiting the Afar region. . 

  • Coordination/ planning of donor/key stakeholder visits as needed with the support of the national cluster units team including Imagine1day.

  • Engage and take responsibility of mobilizing concerned participants for project joint monitoring and evaluation as per of the implementation plan. 

Advocacy, Resource Mobilization and Partnership Development;

  • Strengthen Imagine1day contribution to the Education in Emergency Response and develop clear advocacy messages and plans. 

  • Identifying concerns that contribute to HC and HCT messaging and action.

  • Undertaking advocacy on behalf of the Education Cluster membership, and affected people, to ensure education is included in humanitarian appeals. 

  • Manage relations with donors and provide information on funding requirements and operational capacity of members.

  • Maintain close engagement with the Ministry of Education

  • Identify opportunities to promote safe and relevant learning opportunities through strong partnerships and inter-sectoral linkages to enhance physical, cognitive and socio-emotional well-being of children.

  • Coordinate and oversee working relationships with all local project stakeholders and serve as the liaison between them and the project team to mobilize local actors and promote project activities and impact.

  • Coordinate with other humanitarian partners and local authorities in the target areas, as relevant for the effective and efficient implementation of the EiE project and attend clusters and working groups, sub-clusters and task forces.

Data Management and Reporting;

  • Provide data upon request to the National Cluster for advocacy and resource mobilization purposes. 

  • Review existing data/information management systems in terms of content, format, reliability, processing, analysis, reporting capacities and use for informed decision making.

  • Report 5W matrix, 4W matrix, Weekly, bi-weekly, monthly, quarter, bi-annual and annual narrative reports as per donors and partner’s requirements.

  • Proactively engage national cluster with reporting updating needs and situational analysis of the region.

  • Identify best practices and needs of development, and find out a corrective measure for better improvement on the gaps

  • Ensure AAP(Accountability to the Affected People) across the project intervention programs. 

  • Work with relevant authorities/stakeholders/cluster to streamline data collection and utilize one information system (e.g. 5Ws).

  • Produce images and infographics  on_E.iE interventions to be published on regional and national cluster social media platforms. 

  • Analyze implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedules.

  • Ensure timely and accurate reports are provided to National Education cluster, REB, Imagine1day and regularly sharing updated to regional cluster members. 

Job Requirements

Educational Qualification

  • MA or BA degree in Educational Planning & Management, Project Management, Education and  other related Social Science Fields.

Experiences

  • Minimum of 5 years of experience in program management, with a focus on education, child protection, and GBV prevention and response in international and national organizations. 

  • Prior experience in cluster coordination, management of education in emergencies programmes. 

  • Understanding of opportunities to provide integrated or cross-cutting humanitarian interventions with other sectors and Clusters, especially Child Protection and WASH.

  • Experience of applying relevant interagency humanitarian frameworks and standards in education in emergencies (for example INEE Minimum Standards).

  • The capacity and willingness to be flexible and accommodating in difficult and sometimes insecure working circumstances.

  • Strong understanding of child protection and GBV issues, PSEA, AAP, including relevant policies and best practices.

  • Certified in Protection Against Sexual Exploitation and Abuse (PSEA), and Accountability for the Affected People (AAP).

  • Experience to lead projects on emergency and development settings.

  • Experience in reporting to donors in an NGO environment.

  • Proven knowledge and skill of relevant computer skills.

  • Proficiency in English, Amharic and the Local Language of Afar Af.

  • Proficiency in Afar Af is preferable
