Job Purpose
The main role of the WASH Coordinator is to provide technical and managerial support to the WASH team for all WASH projects in the Amhara Regional Coordination Office. He/she will ensure the implementation, monitoring and evaluation and reporting of current projects, write quality proposals for new projects and develop training guidelines.
A. Leadership
Provide technical support in the design, implementation, monitoring and evaluation of WASH activities for LWF in the region;
Primarily responsible for planning, implementation, monitoring and evaluating the overall interventions of WASH in close coordination and consultation with the respective project staff;
Provide technical guidance, leadership and capacity building to the right holders, relevant government departments and LWF staffs for WSH related activities.
B. Program Management
Lead the response activities of WASH emergency for Conflict-affected IDPs in Amhara region including monitoring of project quality, M&E and budget management;
Facilitate selection and identification of vulnerable communities and project priority groups jointly with the project team, local government representatives and communities;
Produce study and design documents including: construction specifications, bill of quantities and construction schedule for the water and sanitation works to be carried out in the project area as necessary;
Lead the development of procurement plans, detailed implementation plans activity and budget plan;
Develop and revise technical training materials/manuals and support the introduction of new approaches in WASH programming.
Supervise and provide technical approval on all WASH activities in the region.
Carry out field monitoring visits to provide technical support to the field teams and propose timely corrective measures.
Work closely with the Project team in reviewing progress and results, identify gaps and solutions and share technical ideas for the project staff;
Support the WASH filed teams with technical and management inputs relating to project activity plan and implementation;
Support establishment and training of water users' committees for every water supply system rehabilitated/constructed;
Facilitate development of appropriate and hygiene messages and hygiene promotion activities to the disaster affected people in different woredas of Amhara reion;
Ensure an efficient utilization of resource such as construction materials, work force, properties etc.
Support timely preparation of periodic reports (weekly, 5WS, monthly, quarterly, annual, etc.) in accordance with LWF and donor requirements;
Ensure regular and proactive budget analysis and expenditure monitoring in for all WASH related activities in collaboration with other staffs and the Regional Coordinator;
Ensure that the WASH department analyzes and provides timely feedback to upon receipt of monthly financial report.
Liaise with other sector coordinators, finance and RC to ensure timely expenditure tracking and budget control.
Ensure compliance with donor rules including visibility in the implementation of projects (with the support of the Grants unit).
Facilitate consolidation of data on the beneficiaries and share with the PMER Officer.
Ensure that gender, environment and other cross cutting themes are effectively mainstreamed in the design of all WASH activities and targets.
Liaise with other sector coordinators and facilitate the integration of WASH with other sectors.
C. Networking and Coordination
Facilitate regular and active participation of WASH staffs in regional and zonal level WASH Cluster meetings and provide updates to the immediate supervisor/Regional coordinator:
Maintains a close relationship with the regional government authorities with regards to operations, planning, implementation of WASH related activities;
Fosters and maintains good coordination and collaboration with international and bilateral funding partners, particularly the UN agencies, governments and their agencies, and other international and national NGOs;
Perform any other duties as assigned by the supervisor
Qualification and Experience:
M.Sc. or Bachelor Degree in Water Supply Engineering or Water Resource Engineering or Hydraulic Engineering or any other related discipline
Relevant work experience of at least 10 years preferably in an international NGO or UN agencies in implementation and coordination of WASH interventions.
Experience in implementation and management of projects funded by major donors such as PRM, ECHO, EU, UN agencies, SIDA, GAC, etc.
Strong understanding of local, state, and federal WASH related regulations and WASH Sphere Standard.

Knowledge of the Amharic language is advantageous
