Job Description

Ensuring the proper functioning and coordination of a (para) medical activity in the Mission (Mental health, Patient Support, Health Promotion, etc.) and providing support to the Project Activity Managers, according to MSF’s protocols, standards and procedures in order to ensure the delivery of quality medical care for patients and their communities and to improve the health condition of the population.

Duties & Responsibilities:

  • Coordinating, monitoring and evaluating the proper functioning of a medical or paramedical activity at mission level according to MSF protocols, standards and procedures, ensuring the implementation of the activity (education and counseling sessions, defaulter tracing, strengthening of support groups, linking with social actors, community awareness activities, etc.).

  • Participating in the definition of strategies, protocols and activities of the mission and the projects for his/her activity by assessing mission needs according to the changing medical needs and context (including definition of log frame and budget) and developing tools (e.g. training materials, counseling and education protocols, flyers, flipcharts, games).

  • Monitoring and evaluating the activity at mission level by defining indicators, following up tools and designing contingency plans in collaboration with the Project Activity Managers (if required).

  • Functionally supervising the Project Activity Managers concerned and providing technical support through regular project visits. Ensuring consistency and promotes cross-learning among the projects.

  • Participating in close collaboration with the HR Department and with Project Activity Managers, in the associated HR processes for staff involved in his/her activity (recruitment, training/induction, evaluation, detection of potential, development and internal communication) in order to ensure having the appropriate team in terms of size, capabilities and skills.

  • Supporting the FC and PMR in representing MSF before the Ministry of Health and other (inter)national partners for any issue concerning the area of responsibility such as national roll-out of area strategies and lobbying for adequate human resources.

  • Compiling and analysing the data coming from the projects in order to contribute to the mission’s reporting.  Documenting lessons learned on activities and operational research in this field.

MSF Section/Context-Specific Accountabilities 

  • Managing data systems and ensuring accurate, high-quality databases; analysing results and preparing regular written reports on progress and findings for PMR and when appropriate to external collaborators/networks (MoH, other NGOs, etc).

  • With the support of the Head Quarter HIS team, creating, reviewing and adapting data collection tools according to the project indicators, and coordinating the development, implementation and follow up of Standard Operating Procedures (SOPs) for documentation. Developing and implementing data quality assurance methods to ensure good performance of the activities and reliability of the information, treating with respect and confidentiality all patient information.

  • Providing technical support to the medical team and data entry staff in the implementation of routine data recording, collection and entry for the selected project indicators in clinics and/or hospitals and/or health centers. Organizing and implementing or providing technical support in the establishment of monitoring tools for new activities as initiated in the project.

  • Implementing and maintaining a surveillance system to monitor epidemiological trends of relevant outbreak-prone diseases. Guiding activities of medical staff for surveillance and/or active case finding, including ensuring understanding of the need for consistent case definitions and data recording (briefing of all new staff).

  • Carrying out key epidemiological activities in outbreak investigation (description including time, place, people with emphasis on mapping when it is needed) and advising on the operational response.

  • To provide medical/nutrition representation for MSF as required by PMR to Ministry of Health, Regional Health Bureau, Emergency Nutrition Coordination Units, Food Security Sections of the government structures and nutrition-related consultants and relevant stakeholders, in order to impart MSF best practices.

Job Requirements

Education: 

  • Medical Doctor or equivalent in a related allied health field.

  • BSc (or Masters) in Public Health, Biostatics, epidemiology  training or experience in tropical medicine and/or public health.

Experience:

  • Experience in assessment and emergency response.

  • Experience working as operational researcher, data manger and knowledge of DHIS2.

  • Computer literacy (MS Office Suite), an analytical/statistical software (Epi-Info, STATA, SPSS, R, etc.), DHIS2, Power BI and GIS software.

Knowledge: 

  • Essential computer literacy (word, excel, Internet/social media)
