The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of Ortho-prosthetist 2 based in Addis Ababa.

Terms of Employment: 1-year fixed term contract with possibility of extension.

PURPOSE

To contribute to the implementation of PRP activities in accordance with settled PfR objectives and related strategies, notably in regard to supporting improved service provision capacity at the PRP assisted Physical Rehabilitation Centre’s (PRC) within Ethiopia.

Ortho-prosthetist 2 position is based at the partner PRC in Addis Ababa (Black Lion/TASH) and usually requires the follow-up of the assisted projects with particular focus on Amhara and Oromia regions. The individual PRCs are assigned by the rehabilitation team leader and or head of PRP but can be changed at any time if situation and or the priorities of the project requires it.  Around 50% of this assignment is spent out of Addis Ababa. A field mission might last typically 10 to 15 working days in field as mentioned above.

ACCOUNTABILITIES AND RESPONSIBILITIES 

As the Ortho-prosthetist 2 is requested to perform most of his/her activities within assigned projects owned and run by local authorities or local NGO he/she has the overall responsibility to always act ethically towards projects partners, their representatives and their staff.  This means that while performing activities he/she is expected to assume a reference/model role who: acts in accordance with the PRP objectives and related strategies in order to ensure coherence and consistence; bases judgements on objective facts and findings rather than on personal assumptions and feelings; attempts to address challenges at their root causes rather than to address their consequences; while coaching and mentoring partner staff refers as much as possible to recognised models or concepts; addresses identified priorities in a consensual manner; and, strongly promotes accountability among PRP partners and their staff. Within this frame he/she is expected to fulfil the following duties and responsibilities

Service management 

Supports the management of the PRC on enhancing organisational aspects that directly impacts the service provision capacity and its long term sustainability (e.g. patient’s flow, patient’s file, MDT schedule, PMS, procurement and logistics, etc.). 

  • Promote implementation of management processes that enables service’s equipment and machinery maintenance routines or if it exists support PRC management to enforce it;

  • Strengthen planning capacities in regards to provision of rehabilitation services and required resources (e.g. strengthening imported material ordering capacities); 

Monitoring 

Systematically collects information among the different sectors of activities of the assisted PRC with the purpose; to learn from experiences to improve practices and activities; to ensure accountability with regards the resources used and the results obtained; to take informed decisions with regards the priorities to be addressed; and, to promote empowerment of project partners. This particularly includes to: 

  • To participate in the BF&TA evaluations at least twice per year and analyse results and prepare a required recommendations. 

  • When required monitor PRC’s stock consumption;

  • Follow up on the Patient Management Service (PMS) with regard to compliance with guidelines, entered data and data analyses;   

Planning and reporting 

  • Plans visit missions to PRCs in agreement with the PRP team leader and or manager and in accordance to delegation’s guidelines (at least two weeks in advance);

  • Defines working priorities in accordance to findings from monitoring / visits (e.g. BF&TA) and establishes related short term objectives in agreement with PRC management and concerned technical/clinical staff; 

  • Ensures that communication with PRCs is done in accordance to PRP guidelines, i.e., previous message announcing the visit and its main objectives; in & out visit meetings with PRC management for briefing and debriefing; visit report summing-up progress, issues to follow-up and recommendations: 

  • Produces comprehensive reports on the BF&TA evaluations;

  • Keeps updated records on technical/clinical achievements per supported PRC;

  • Provides concise situation analyses on supported PRCs in PRP weekly meetings (whenever in Addis Ababa) and PRP coordination meetings;

  • Completes documents and filing according to PRP department guidelines;

  • Contributes to yearly PRP reports and to any other ad-hoc reports as requested;

Technical

  • Leads by example to set multi-disciplinary approach and standards supporting the physical rehabilitation activities of the partners

  • Mentor and guides local P&Os in ensuring correct assessment and adequate gait training of the patient.

  • Mentor and guides local P&Os, physiotherapist and assistant P&Os staff in the provision of wheelchair, and other walking aids 

  • When required, and in presence of local P&O (s) with the objectives to show appropriate protocol / practices, directly involve on device manufacturing process and treatment;

  • Improves the management of the clinical activities including

    • Making sure that workshop machineries equipment, are maintained, repaired or replaced.

    • Ensuring respect of safety working procedures

  • Promotes good relationship between the staff of the PRC management

  • Reports on occurred problems immediately to the ICRC PRP team leader

  • Identifies main constraints in achieving objectives and proposes solutions (plan of action).

  • Collaborates to files' update and ensures proper follow-up and archiving.

  • Provides any kind of support regarding physical rehabilitation meetings or sessions, courses agenda, presentations, etc.

  • Provides briefings of expatriates and national staff, if required in the field assigned locations, in relation to physical rehabilitation programme

  • Collaborates to update interlocutor's contact information in the data biases

  • Represents the ICRC PRP in internal routine meeting at the assigned field locations – i.e. weekly meeting – as well as any ad hoc meeting, on request.

  • When necessary, do professional interpretation between the expatriates and the interlocutors

  • Ensures periodical visit reports are submitted to the team leader and briefs the Physical rehabilitation Programme Manager on activities. 

  • Provides support to PT colleagues as required;

  • Under request, facilitates the PRP Health in Detention policy within Ethiopia;

Support to the delegation 

  • Contributes to the analysis of the security, socio-economic, cultural and political environment relevant to the ICRC and share relevant information with colleagues.

  • Reports events and changes within the region that could have an impact on ICRC's activities and hence provides sound elements to the Delegation that allow to establish objectives and priorities

  • Participate actively in meetings

  • Advises on culture, politics, general situation and share relevant information related to the context.

  • Acts as reference point during delegate's/supervisor's absences.

  • Presents synthesis of problematic succinctly and accurately.

Job Requirements

Minimum required knowledge & experience

  • Prosthetist-Orthotist (Certified prosthetist orthotist diploma level) 

  • Preferably, a minimum of 5 years practice in P&O service delivery after graduation

  • Ability to deliver prosthetic/orthotic & wheelchair services 

  • Good spoken and written knowledge of English. 

  • Knowledge in Amharic and Oromia would be quite an asset here.
