Job Description

The Project Manager (PM) for House, Land, and Property (HLP) rights will lead the implementation of all NRCs Information, Counselling and Legal Assistance (ICLA) and HLP activities in the Mai Tsebri and surrounding areas. 

Generic responsibilities

  • Line management for ICLA project staff. 

  • Adherence to NRC policies, guidance and procedures

  • Contribute to the development of Country, Area and ICLA strategies, initiate and participate in the development of relevant HLP/ICLA projects

  • Coordinate and manage HLP project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements

  • Provide technical direction to the ICLA team and ensure high technical quality of projects

  • Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist

  • Liaise and maintain strong relationships with local partners, relevant local authorities and other key stakeholders. 

  • Line manages project staff

  • Ensure capacity building of project staff and transfer of skills

  • Provide regular progress reports to APM, AM and ICLA Specialist  

  • Promote the rights of IDPs/returnees in line with the advocacy strategy

 Specific responsibilities 

Project Management:

  • Manage HLP/ICLA projects, taking responsibility for overall progress and achievement of key objectives within the following parameters: time, cost, scope, benefits and risk

  • Develop, manage and monitor project budget in cooperation with the Head of Program, ICLA Specialist and ICLA Coordinator, including budget expenditures, forecast vis-à-vis project implementation and coordinate across CCs

  • Led the coordination and external engagement within the sub-national Protection Cluster, co-lead of the sub-national HLP WG in Northern Ethiopia, critical donors and other key humanitarian actors, such as contributing to Ethiopia's HLP AoR strategy. 

  • Closely work with other clusters in the project area i.e. ESNFI, WASH and CCCM. 

  • Establish an eviction monitoring framework/system in the project area 

  • Ensure proper budget monitoring and up-to-date spending plans 

  • Conduct quality assurance of HLP legal service provision 

  • Ensure safe identification and referral of cases in need of specialized assistance 

  • Ensuring compliance with MEL procedures and requirements. 

  • Contribute to the identification of potential partners and partnerships development with national organizations 

  • Oversee capacity building activities targeting key stakeholders 

  • Ensure proper ICLA data management and filing of documents 

  • Keep up to date with legal developments affecting project participants and stakeholders to ensure relevant programming and identify new programmatic opportunities 

  • Contribute to advocacy efforts on legal protection issues

  • Participation in relevant coordination fora and clusters. Coordination with key stakeholders including UN agencies, INGOs and NGOs, local authorities and other relevant actors

Job Requirements

Competencies

Professional competencies 

Generic professional competencies: 

  • Relevant university degree, preferably law 

  • Minimum 5 years of experience in a senior level project implementation position, preferably in a humanitarian/recovery context, partnerships, civil society strengthening and/or legal assistance projects

  • Experience in the field of law and forced displacement 

  • Project cycle management skills 

  • Team management experience 

  • Documented results related to the position’s responsibilities 

  • Previous experience working in complex and volatile contexts 

  • Leadership skills 

  • Fluency in English, both written and verbal

Context/ Specific skills, knowledge and experience: 

  • Experience with ICLA or related legal aid programme is highly desirable

  • Knowledge and/or experience of the legal and judicial context of Ethiopia is highly desirable

  • Experience working in complex politically humanitarian context 

  • Knowledge of the displacement context in Northern Ethiopia

  • Experience of working with donors (EHF, ECHO, NMFA, SIDA, GFFO, etc.)

  • Experience of working in consortia
