Job Description

Duties & Responsibilities:

Under the supervision of the Education Cluster Coordinator and the UNICEF Education section in Addis Ababa, the IMO is responsible for the following key areas:

Support Service Delivery/Outputs

  • Provide information management services to education clusters for key decision-making.

  • Maintain periodic and ad-hoc reporting on Education cluster related activities from Cluster members, including through the activity info.

  • Build the capacity of the Ministry of Education and Regional Bureau of Education and other relevant Education Cluster partners in the use of Education monitoring and reporting tools and related analysis.

  • In consultation with the Education Cluster partners, MoE, and sub-regional Education Coordinators/ clusters, develop key humanitarian IM products and information databases that consolidate, analyze, and report/disseminate information critical to decision-making.

  • Support the Education Cluster Coordination team to conduct a mapping of all current and potential actors (including government, national and international humanitarian organizations, as well as national institutions and the private sector) through the provision of regular inputs/updates on the clusters’ 5 W’s response matrix and other tools.

  • Collect, review, compile, and analyze the 5Ws monthly from cluster partners, and regional IMOS, produce dashboards, regular visualization, infographics, snapshots, and partner operational presence maps. Also, convert 5Ws to 4Ws on the given template share with OCHA, and upload the same on the RRM online template.

  • Work with Education Cluster members to conduct needs assessments and identify information gaps at national and sub-national levels and propose ways to bridge those gaps.

  • Support prioritization of areas according to Education Cluster programme indicators, as specified in the Humanitarian Response Plan (HRP), based on analysis of data including from activity info and Displacement Tracking Matrix (DTM), and inform on the key gaps in needs and response.

  • Facilitate information sharing between the Education Cluster members and UNICEF implementing partners by documenting best practices and sharing response data between the national and sub-national cluster(s) and OCHA.

  • Provide IM updates and reporting (including financial tracking/Periodic Monitoring Report) to the OCHA Information Management Unit, NDRMC, and UNICEF’s Emergency and Program Monitoring Unit, as required.

  • Provide information management leadership in assessments and monitoring for the education programme, including joint assessments, and leading the preparation of analysis for donor meetings/ inputs with emphasis on cluster plans, targets, and achievement.

  • Contribute to education cluster meetings, highlighting the evolution of needs, capacities, gaps, and challenges.

  • Keep the contact list updated of Education members and national and sub-national co-leads.

Web Maintenance and knowledge management

  • Maintain and update information on the website including information/situation updates on the Humanitarian Response in consultation with the MoE and Cluster Coordinators.

  • Create visuals/ dashboards, info-graphs, partner presences, and maps from 5W analysis and upload them to the education humanitarian website.

  • Convert 5Ws to 4Ws and update achievements on the online RRM platform provided by OCAH.

  • Support education cluster members to upload reports and documentation into online OCHA/humanitarian reporting systems. Liaise with OCHA on technical issues related to website maintenance or updates.

Informing Strategic Decision-making of the HC/HCT for the Humanitarian Response

  • Manage a database that contains relevant EiE Response and Cluster information including an up-to-date cluster contact list, bi-weekly reports, multi-sectoral assessments and surveys, standards, and guidelines from MoE, etc.)

  • Provide information management support in calculating the caseload, severity mapping and identifying people in need and critical target populations for Education interventions.

  • Work with the OCHA Information Management Specialist to develop appropriate supportive IM strategies for inter-cluster collaboration. Ensure timely submission of required reports to the OCHA IM Specialist on a weekly, bi-weekly, and monthly basis.

  • Collect regular reports from cluster partners and regions on monthly basis (schools’ closures/ IDPs/ OOSC/ school damage etc.)

  • Support the Education cluster with prioritization exercise(s), grounded in response analysis, and Core Education Cluster functions.

  • Use GIS for map production (where possible) and geographic data to produce maps in a timely manner as needed.

  • Support cluster on development of Humanitarian Needs Overview through data analysis, triangulation of data from different sources, and support cluster on target calculations as well.

  • Participate in the Inter-cluster IMWG and represent interests of the Education Cluster in working groups.

Monitoring and Reporting

  • Support the Education Cluster to develop a monitoring and evaluation framework for the cluster response plan and support the development of indicators that the cluster needs to monitor, linked to the response plan.

  • Ensure the cluster response plan is updated, with new indicators reviewed on a quarterly basis (or as required based on cluster response plan revisions).

  • Maintain/streamline monthly & weekly collection of reports from partners/sub-regional clusters (including indicators); work with partners/sub-regional clusters to identify issues with regards to reporting, and gaps in service delivery, and devise ways to solve them together with the Education Cluster partners.

  • Ensure gender, age, displacement status, and disability disaggregated data is available from partners/sub-regional clusters.

  • Develop tracking mechanisms for periodic internal and external reports on cluster response updates against HRP targets and planned indicators and provide analysis of data for monitoring and reporting, ensuring data consistency, alignment of targets and indicators, and with a focus on results for children.

  • Support MoE to establish digital-based EiE data monitoring system.

Build National Capacity Building for Preparedness and Contingency Planning

  • Promote and provide training and capacity-building activities of the Education Cluster partners/sub-regional cluster IMOs on reporting, data analysis, excel and the use of the IM outputs, etc.

  • Support the Education Cluster coordination, and partners on preparedness and contingency planning, Anticipatory Actions (AA), Disaster Risk Reduction (DRR): consolidation of inputs by partners for the ERP, maintenance/update of the Education database to ensure quick access to data for analysis, and other IM tools, etc.

Accountability to Affected Population

  • Support the Education Cluster coordination teams and cluster partners in setting up and maintaining a cluster complaint and feedback mechanism based on the inputs/guidance/feedback provided regularly to the cluster partners.

  • Prepare advocacy materials and information materials for sharing with external audiences not the situation of education across Ethiopia, and the needs of beneficiaries.

General task

  • Any other IM-related tasks as may be required or assigned by the supervisor.

  • Support MoE on cluster-related data issues/ build their capacities on data management, analysis, support on IMO-related GPE tasks, and taking minutes on ETWG/ cluster meetings based on the requirement.

Job Requirements

Education:

  • A university degree in one of the following fields: Statistics, Information management and communication, or other related disciplines.

Work Experience

  • Minimum of two years’ experience in humanitarian Education with UN and/or NGO, including information management in the first phase of a major emergency response relevant to the Education cluster is required.

  • Experience working with Excel, Power B I, QGIS, Activity info & Rapid Pro platforms, EMIS, People in Need, and Target Calculations using JIAF methodology and the collection of data for 5W analysis essential.

Technical Requirements

  • Proven technical expertise managing data and information cycle: from data collection (e.g. ‘Who does What, Where, When and for Whom?’), Analysis based on the activity Info, storage, and analysis for diverse datasets (e.g. datasets on needs, situation, response, coordination, funding, etc.), as well as presenting information in understandable, effective and visually appealing tables, charts, graphs, maps, visuals and reports (such as snapshots, dashboards, W analysis, gap analysis, etc.)

  • Advanced knowledge of the data cycle (data collection, data analysis, data interpretation and data visualization) especially for assessment and for output monitoring purposes

  • Ability to actively support assessment processes, Rapid need assessment, development of tools and contextualized.

  • High proficiency in MS word, especially formatting documents, formatting shapes and text boxes, formatting graphs, etc. to create high-quality visuals for cluster members, donors, and other humanitarian actors.

  • Knowledge of Adobe Suite (especially Illustrator and In Design) Power BI and Tableau

  • Proven skills in using GIS and map-making packages, and in web design and software development.

  • High proficiency in GIS and map-making packages (such as Quantum GIS, Arc GIS, etc.)

  • Understanding of how to manage websites (e.g., UNOCHA’s Humanitarian Response platform) and content management systems.

  • Proven technical knowledge in developing dashboards, infographics, various information products, visuals, and others.

Language Requirements

  • Fluency in English and the local language of the duty station are required.

  • Knowledge of another official UN language (French, Spanish, Arabic, or Russian) is an asset.

Desirables

  • Experience and/or training in cluster information management is desirable.

  • Knowledge of education background, and interventions is desirable.

  • Developing country work experience and/or familiarity with emergency.
