Lutheran World Federation (LWF) in Ethiopia
LWF World Service Ethiopia is a registered foreign charity, which has been operating in Ethiopia since 1973 implementing various development and humanitarian projects in different parts of Ethiopia. LWF World Service Ethiopia works closely with the Ethiopian Evangelical Church Mekane Yesus (EECMY), the Ethiopian Government, UN organizations and other funding partners. Its thematic areas include the promotion of food security and sustainable livelihood, sustainable natural resources management, emergency preparedness, response and rehabilitation, and capacity building.

The PMER officer will work under direct supervision of the Amhara Regional Coordinator
Be responsible for the overall planning, monitoring, evaluation and reporting of projects being implemented under the management of the regional coordination office.
Work closely with the projects team in ensuring proper planning of projects, development and execution of M&E plans and timely and quality report submission to the country office in Addis Ababa.
Design a robust M&E system for data collection, analysis and reporting, including: reviewing logframe and indicators, developing M&E and data collection plans and tools.
Take the leading role and work with field staff in developing regular data collection formats and field supervision checklists to be able capture data necessary for tracking indicators and outcomes
Actively involve and support in project design and proposal development
Design Terms of References for baseline, mid-term and final evaluations based on available data, donor and LWF requirements and actively engage in and facilitate the execution of the same.
Provide technical guidance to project teams with planning the design and implementation of baseline/midline and other data requirements to support program analysis, the development and use of monitoring tools and instruments (e.g., objective/target setting, monitoring formats, etc.), as well as reporting of program/project progresses
Build the capacity of the project teams under the regional coordination office in the area of M&E. Work closely with the project field team to ensure all team members are aware of, feel ownership, and take responsibility over the M&E goals, requirements and tools.
Support and follow the direct involvement of all team members in the implementation of the M&E system.
Organize and lead knowledge and learning events/workshops as required/agreed including bi-annual and annual review meetings
Organize participatory monitoring events along with the Regional Coordinator, team members, partners and community; and participate on different monitoring and evaluation events conducted by partners.
Write human interest stories and share regularly with LWF World Service Ethiopia Head Office and donors as required
In collaboration with the field team, identify the key learning agenda for the project, setup a learning and knowledge sharing plan, including agreeing and implementing a methodology for identifying and documenting learning.
Compiling and preparing quarterly, bi-annual, annual and other needs based program/project progress reports
Support the project teams in effectively rolling out LWF World Service Ethiopia accountability framework mainly complaints handling mechanism, participation and information sharing. Lead the team in the implementation and follow up of the CHS improvement plan of LWF Ethiopia.
Ensure that literature reviews, secondary data analysis and synthesis for proposals are disseminated as appropriate
Update/provide project profiles, country results framework, reports, stories and other data of the various projects under the RCO to ActivityInfo on a regular basis
Follow procedure as outlined in LWF World Service Ethiopia Staff Rules, Collective Agreement and other Operation Manuals Assist the teams in ensuring proper implementation of the LWF visibility guidelines
Perform any other duties as may be assigned to him by the Amhara Regional Coordinator or his designate.
Required Minimum Qualification and Experience
Bachelors or Master’s Degree from a recognized university/college in statistics, M&E, economics or any other related fields of study
Relevant Planning, Monitoring, Evaluation and Reporting (PMER) experience of at least 5 years preferably in an international NGO
Skills Required, Attitudes and Attributes:
Good understanding of food security, livelihoods, WASH and Protection sectors.
Basic knowledge of CHS Accountability Standards and Humanitarian principles including the Code of Conduct, Protection, Age and Disability Inclusion in Humanitarian activities.
Creative and able to work with limited resources
Active and eager to identify best practices and leaning opportunites
Ability to work independently with minimal or no supervision
Strong English language ability (both written and verbal) and ability to produce cohesive, informative reports.
Previous related experience in INGO set up is advantageous;
Computer skills including ability to use ActivityInfo, SPSS, Kobo Collect, Survey CTO, etc;
