Background & Purpose of the position:

The purpose of this technical assistance is to facilitate the implementation of the Ethiopia Health Sector Transformation Plan II and the Ethiopia Program for Results (Hybrid) for Strengthening Primary Health Care Services (PforR for SPHCS). It is primarily dedicated to ensure essential and equitable health care services, especially for women and children by improving access to and equitable provision of high-quality PHC services, with a focus on RMNCAH+N through the strengthening health systems.

Specific Tasks

  • Support in strategic and operational planning of primary health care and RMNCH+N interventions at national and regional levels.

  • Support in preparing quarterly and annually SDG performance fund programmatic report.

  • Assist in strengthening Primary Health Care Services at the Federal and Regional levels by conducting timely capacity gap assessments.

  • Provide technical assistance to ministry of health on resource mobilization and allocation of resources and reporting.

  • Follow up the achievement of disbursement linked indicators and program of action of the Program for Results (Hybrid) for Strengthening Primary Health Care Services.

  • Work closely with the RMNCAH+N, Diseases Prevention and Control, Community Engagement and Primary Health Care executive offices in MOH to ensure that agreed technical inputs and quality of health care are achieved.

  • Enhancing monitoring and evaluation framework of primary health care implementation by working in collaboration with MOH, RHBs and other stakeholders.

  • Conducting integrated supportive supervisions to health facilities, woreda health offices and RHBs and oversee the primary health care implementation status.

  • Support primary health care program implementation system of regional health bureau up to health facilities.

  • Follow up, monitor and supervise the implementation of primary health care program activities in general Children 12-23 months immunized with Pentavalent 3 vaccine. 

  • Intensively follow up, support, monitor and evaluate deliveries attended by Skilled Birth Provider and ANC+4  by closely working with Maternal health desk team of RMNCAH+N executive office in MOH.

  • Regularly assess the performance excellency and gaps, develop detail action plan for the identified gaps and ensure effective implementation of Primary Health Care Services in line with the existing donor and approved project document in collaboration with other the project staff and other stakeholders.

  • Working closely with health system innovation and improvement and Maternal health desk team of RMNCAH+N executive office to improve deliveries attended by Skilled Birth Provider and ANC+4 

  • Support family planning program specifically on the improvement of mothers receiving Modern Contraceptive immediately after delivery (post natal family planning) depending on their preference,

  • Support and strengthen service delivery for low birth weight and preterm babies receiving Kangaroo mothers services.

  • Closely working with Community engagement and primary health care executive office of MOH to improve number of high performing Primary Health Care Units (PHCU)

  • Strengthen and support  community engagement and primary health care executive office of MOH and RHB to increase the upgrading of basic Health Posts (HPs)  to comprehensive health post with comprehensive health services availability. 

  • Assist all AYRH activities according to national SRH policies, guidelines, protocols and standards in order to provide a high-quality care to the adolescent and youth friendly services.

  • Support and follow up of the expansion of youth friendly services in Health Centers 

  • In collaboration with maternal health desk and other stakeholders supporting and strengthen Health Centers with improved Basic Emergency Obstetric and Newborn Care(BeMONC)

  • Regularly ensuring and monitor all essential drug availability in PHC  facilities from the MOH list of essential drugs

  • Follow up the health Centers conducting clinical audit in collaboration with RHBs and Community engagement and primary health care executive office.

  • Closely working with national health insurance services and RHBs to strengthen and support Woredas with functional Community Based Health Insurance coverage and improved renewal of existing CBHI members.

  • Assist the development of key PHCU Guidelines and Procedures (Health Post reform implementation, preconception guideline and guideline for Adolescent Youth (AY) strategy.

  • Support in the implementation of primary health care framework implementation at national and regional level 

  • Support and facilitate for Hospitals to provide clinical mentorship to Health Centers on Basic Emergency Obstetric and Newborn care (BEmONC)

  • Organize quarterly review meeting with Programs to review the progress and develop action plan on the gaps

  • Engage with EPHI or Academia or independent consulting firms on the Data quality review process 

  • Carryout any other tasks related to Primary Health Care Services as may be required by the Ministry of Health 

  • Support the MoH in evidence generations for any grant negotiations with SDG contributors. 

  • In close collaboration with programs provide support and organize implementation support mission for SDG donors when needed. 

Reporting:

  • Strategic Affairs Executive Office, Project, and Grant Management Unit of the Ministry of Health 

Expected Deliverables and Time Frame:

  • Prepare quarterly and annually SDG performance fund programmatic report

  • Work on Disbursement linked indicators progress report. 

  • Follow up the achievement disbursement linked indicators and program of action of the Program for Results (Hybrid) for Strengthening Primary Health Care Services

  • Detailed action plans to address identified performance gaps and to meet the agreed DLIs.

  • Prepare Intermediate DLIs verification report in-collaboration with relevant offices and Agencies. 

Job Requirements

Education

  • Master’s degree in public health, Biostatistics, M&E or related with health background from an accredited university or college 

Experience 

  • At least 15 years of relevant experience in primary health care program implementation, technical report writing and health system support of public health programs and in the health sector.

  • Hand on experience on primary health care designing and implementation at national and sub-national level

  • Having multi experience in health program implementation like RMNCAH+N and experience of health system strengthening low performing low performing region is advantageous.

  • Technical expertise in public health and health systems, program management and reporting of health program, especially as it relates to health planning, health service delivery, monitoring, and evaluation.

  • Experience at national level on RMNCAY program implementation is preferable.

  • Familiarity with DHIS2 is advantageous.

Technology Skills

  • Good knowledge of Microsoft word, Excel and Monitoring and Evaluation related software

  • Good Command of English speaking and writing 

Language Requirements

  • Fluency in English is required.

  • Technical competency: expected to have good knowledge of Microsoft work, Excel and ME software

  • Leadership and Mentoring: responsible for guiding and mentoring junior team members, providing technical leadership, and fostering a positive and collaborative team culture.

  • Adaptability and Learning Agility: Given the rapidly evolving nature of technology, should have a strong appetite for learning new tools, technologies, and best practices to stay current in their field.

  • Time Management and Prioritization: Ability to manage time effectively, prioritize tasks, and meet deadlines is crucial, especially when working on multiple projects simultaneously or in a fast-paced environment.

Note:

  • The consultants will be based at the MoH

  • The consultant will use his/her own materials, i.e., computer/laptop, phone, etc.

  • For the duty travel, the consultant will not be provided with a rented car by the HR firm or DSA.

  • The consultant will be paid on monthly basis by the HR firm upon completion of deliverables as indicated on this TOR and approved by the supervisor.

Policy both parties should be aware of:

  • HR firm will manage all the recruitment process based on HR policies and procedures.

  • No contract may commence unless the contract is signed by MoH and the consultant.

  • Consultants will not have supervisory responsibilities or authority over the Client budget.
