Job Description
Defining, coordinating and monitoring the supply chain activities in the project according to MSF protocols, standards and procedures in order to ensure the optimal running of the project.
In collaboration with the Project Coordinator and the Supply Chain Coordinator, planning, establishing and reviewing the supply activities in the project including its budget, in order to identify and optimize the response to the needs of the mission and the targeted population.
Monitoring and ensuring the efficient and smooth running of the following supply activities in the project: order processing, local purchase management, physical (warehousing) and administrative (management of movements) stock management, freight management, supply administration and implementation of standard supply tools (Unifield, Q4, etc.).
Ensuring the availability of relevant management data to the owners of the stock, project and capital coordination (expired drugs, risk of shortages, stock reports, lead time, pipeline, etc.).
Managing the supply team in the project, and in collaboration with the PC, Supply Chain Coordinator and the HRCo, participating in the planning and implementation of HR associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development and communication) of the staff under his / her responsibility in order to ensure both the sizing and the amount of knowledge required to correctly perform all supply activities.
Participating in monthly reporting according to guidelines.
In collaboration with the HR actively define supply HR needs of interventions, develop job descriptions and objectives and evaluate the performance of the emergency supply profiles.
Participate in the recruitment, onbording and training of emergency intervention supply profiles on needs basis.
With the emergency project teams, develop supply procedures, SOPs and guidelines to guide the supply activities in the emergency interventions.
In collaboration with other user departments ensure an accelerated supply chain delivering the needed supplies to the users in intervention locations.
Closely collaborate with Coordination Supply and Medical teams in managing the E-Prep stock ensuring replenishment, availability and delivery according to defined emergency scenarios.
Overall responsible for the supply administrative process, document validation according to the emergency validation table, and archiving of all supply documents according to set standards.
Generate and share supply reports with the intervention project teams in the defined frequencies ensuring timely corrective and preventive actions are taken to address lapses and improve reactivity to needs.
Ensure the emergency intervention supply activities comply with the defined procurement and disposal guidelines of the Federal Republic of Ethiopia and advising the project teams on the same.
Other tasks as may be delegated by the Emergency Project Coordination from time to time to support the realization of the intervention objectives.
Education:
Essential Degree in Logistics/Supply Chain Management, and Specialization in Logis-tics/Supply Chain is an asset.
Experience:
Essential minimum 5 years’ experience in Supply Chain Management, Supply in Emergency Intervention and Team Management with MSF/other NGOs.
Knowledge:
Essential computer literacy (word, excel, Internet/social media)
Language: Essential English level B2 and other local languages
