Job Description
Norwegian Church Aid (NCA) is an international non-profit organization mandated to work with people around the world to eradicate poverty and injustice. In Ethiopia, NCA has been operating since 1974, marking 50 years of service in the country this year. NCA’s programs are implemented together with local faith-based partners. NCA is a member of various civil society networks, coordination mechanisms, and clusters in Ethiopia. In its current strategic period (2025-2029), NCA Ethiopia implements programs focused on Climate Resilient Water, Sanitation, and Hygiene (CRWASH); Climate and Environment Stewardship/Economic Development and Food Security; Peacebuilding; Gender-Based Violence/Sexual/ Reproductive Health; and Humanitarian Emergency Response.
NCA is a member of the ACT Alliance, a coalition of organizations working together in over 140 countries to create positive and sustainable change in people’s lives.
NCA would like to invite interested and qualified internal/external applicants for the below positions.
The Food Security and Livelihood (FSL) Officer based in Gambella is responsible for supporting the day-to-day technical planning, implementation, supervision, monitoring, and reporting of NCA Ethiopia’s food security and livelihood activities in the Gambella region in close consultation with the Field office coordinator and other staffs in the project area. Besides the position holder needs to have personal and organizational integrity in ensuring compliance with the project agreement between NCA, UN agencies, other NGOs, the Government, and donor requirements.
The Food Security and Livelihood Officer reports directly to the Project Coordinator and interfaces and coordinates closely with the other relevant units as needed.
Technical planning, supervision, and monitoring of food security and livelihood-related field activities.
Participate in assessments, design, implementation, monitoring, and evaluation processes for various intervention activities of the program.
Actively engage in the beneficiary selection process under the guidance of the Project Coordinator.
Conduct food security and livelihood activities in the field under the guidance of the project coordinator (input distribution, training setup, monitoring, reporting, etc.).
Provide overall technical expertise and management of all agricultural-related, other livelihoods, and income-generating activities.
Monitor and provide regular updates on context, especially on any new humanitarian and emergency developments to support preparations for rapid response planning.
Responsible for maintaining regular communication with the field team for daily updates.
Ensure quality control on key documentation such as MoU, and distribution lists and where needed provide capacity support to the field team to prepare such documents.
Attend relevant meetings and provide representation to NCA on relevant FSL meetings, as assigned by the project coordinator.
Responsible for preparing weekly progress reports from the field, checking, and ensuring the accuracy of project updates and data provided.
Lead in the preparation of emergency distributions/contingency plans reports for the FSL cluster, as requested, and where needed coordinate with other cluster partners to limit duplication and overlap of distribution.
Coordinate closely with M&E and other relevant units to ensure ongoing monitoring and beneficiary data is uploaded into PIMS.
Engaging and building strong relationships with community members, analyzing data collected to identify agricultural-related and livelihood gaps, and designing priority action plans and training modules on improved agricultural/livelihood techniques, inputs, etc.
Document field achievements, innovations, failures, and lessons learned to integrate into project activities and inform project strategy.
Field coordination with the local stakeholders on best implementation including participants, local farmers, and refugee communities that benefitted from the project activities.
Conduct regular field visits, and monitor, document, and report work progress to the Project Coordinator daily and weekly.
Logistical planning of distributions and other field activities (procurement, transport, cash advance, etc.).
Arrange all necessary logistics for activities of projects including workshops and training.
In close support with the Finance Admin and Log officer/coordinator review the financial utilization status of the project, provide technical support and advice on the money utilization, financial control/check, and balance, initiate the installment of budget on time, and follow up the performance of financial management.
Required qualifications:
Bachelor’s degree in agriculture and food security, rural development and agricultural extension, agronomy, Disaster Risk Management, Humanitarian Action studies, Agricultural Economics, or a related field (master's degree is an advantage).
A minimum of 5 years of progressive experience working in a similar programmatic role for non-governmental organizations, preferably within the humanitarian/recovery context.
Required skills & abilities:
Prior experience in food security and livelihood programming under an INGO will be an added advantage.
Ability to work independently and collaboratively with colleagues across the organisation developing effective working relationships to deliver outstanding results.
Excellent IT skills - Microsoft Office applications (Outlook, Word, Excel), and familiar and comfortable working with data platforms and applications
Confident, self-driven, and a team player
Good communication, organization, and interpersonal skills with the ability to easily establish and maintain key relationships with relevant units and stakeholders.
Excellent interpersonal skills including time management with the ability to meet deadlines and work under pressure.
Local language (has an added value) and English language (high proficiency) both written and verbal.
