Job Description
VIS Ethiopia is seeking a candidate for the post of Multi Purpose Cash Expert Coordinator. The MPC Expert Coordinator will be working in the project “Humanitarian Relief Operations and Protection in Emergency for vulnerable households and IDPs in Tigray (‘HOPEfT’)”, which is Funded by the Austrian Development Agency (ADA), and it is going to be implemented in Mekelle, Shire, Adigrat and Adwa, in Tigray Region in Ethiopia.
The general objective is to alleviate the immediate emergency needs of vulnerable households and internally-displaced people in Tigray.
The specific objective is to improve access to nutritious food, basic non-food items, safe and drinkable water, and educational opportunities for host and internally displaced (IDP) communities, with a particular focus on women and children, through the provision of Multi-Purpose Cash Transfers (MPC), food supplements, WASH services, emergency education opportunities, and survivor-centered, trauma-informed psycho-social support for survivors of sexual and gender-based violence (SGBV) and other forms of violence
Under the overall guidance and supervision of the VIS- Area Coordinator Tigray, the MPC and Expert Coordinator is responsible for the proper implementation of the project activities aimed at improving the food security of internally displaced people and the most vulnerable populations of the host communities in the project areas. He/she will ensure smooth operations of the project and consistency of project implementation with VIS rules and regulations.
The MPC Expert Coordinator will have the following responsibilities under the project:
Plan, coordinate, implement, and monitor the activities related to the Agriculture and Food Security sector envisaged by the project in Mekelle, ensuring proper implementation through the use of the logical framework and referring to the established indicators;
Coordinate the team in the other area of the projects – Shire, Adigrat and Adwa – in order to respect the MPCA procedures.
Ensure technical quality of planned activities, with special reference to the purchase and distribution of agricultural inputs;
Coordinate preliminary meetings, VBT procedures, coordination with local authorities and financial institutions to implement the MPCA program;
In collaboration with the M&E and Data Officer, monitor the implementation of the MPCA program;
Organize the work plan for the implementation of Agriculture and Food Security activities, making any changes in case of unforeseen events, in collaboration with the National Programs Coordinator and partner organizations;
Verify and ensure that the execution of MPCA activities and distribution of agricultural inputs takes place according to the validated chronogram;
Collaborate with the VIS- Area Coordinator Tigray in the preparation of interim and final reports, with reference to areas of responsibility;
Collection and transmission of all additional information and data requested by VIS- Project Coordinator Tigray with reference to areas of responsibility;
Participate in CWG meetings to ensure coordination with the initiatives of other international/local donors/actors, avoiding operational overlaps and promoting positive synergies.
Support in the implementation of the project activities.
Salary Range 600-700 Euro per month based on qualification and experience of the incumbent
Duration: 10 months Fixed

Required qualification and years since its issuance: Bachelor's or Master's degree in Development Cooperation, Social Sciences or equivalent, or a related field.
Any other specialized qualifications: Possession of certificates attesting to participation in courses related to international cooperation (particularly Project Cycle Management) will be considered a preferential requirement.
Degree of work experience in the area of professional expertise: At least 4 years of relevant experience required. Strong data collection, processing, analysis and reporting skills. Experience in data analysis, knowledge and use of SPSS or other data analysis tools.
Prior experience working in the Tigray Region, specifically in shire areas, will be considered an added value.
Fluency in Amharic and Tigrigna languages, excellent knowledge of English both written and spoken;
INGO experience is an asset.
