INTRODUCTION (Back ground of the project)

Oromia Development Association  signed a grant agreement with UNFPA for implementation period begging from February 1,2025 -June30,2025 which is to be implemented in five Zones of Borana (Moyale and Ya’abello), West Guji(Bule Hora), Jima (Deddo and Shebe-Sombo), East Hararge (Haromay and Chinakson), West Hararge( Gumbi-Bordeda and Chiro woreda ) and Nekemte Town-OSC. The project contributes to the goal of 2025 (Increase Access to Quality Lifesaving GBV response Service) all people in Ethiopia enjoy the rights and capabilities to realize their potential in equality and dignity. In addition Gender inequalities and violence reduced, rights and accountability mechanisms strengthened and opportunities for women and children. During the project implementation Women and girls at risk of GBV and survivors have access to comprehensive survivor-centered care through WGFS (Women and Girls Friendly Service), and safe houses. The survivors of gender-based violence who received quality comprehensive services as per the National Protocol in non-crises settings. ODA planned to recruit Regional GBV/SRH project manager.  to recruit Regional GBV/SRH project manager. 

Name of Project - Protecting the dignity and rights of women and girls in Ethiopia

Roles and Responsibilities 

  • Coordinate project team planning activities, including the development of annual, semi-annual and quarterly work plans;

  • Overseeing the planning, implementation, monitoring, and evaluation of projects focused on preventing and responding to Gender-Based Violence (GBV) ;

  • Promoting Sexual and Reproductive Health and Rights (SRHR), ensuring effective program delivery, stakeholder engagement, and adherence to project goals within budget and timelines; 

  • Provide technical input in developing project proposals, concept notes & sector publications at the sector level

  • Provide leadership and direct oversight of all field level project interventions, ensuring quality and adherence to national and international protection and health standards, guidelines and policies

  • Ensure that the design and implementation of all of ODA’s GBV and SRH activities in assigned project locations address the priority protection needs of the internally displaced persons, host communities and other affected person. 

  • Conduct   ongoing review and analysis of developments that have an impact on the protective environment in ODA areas of interventions. 

  • Work closely with the Gender and SRH  Regional ,Zonal,Woreda and relevant sectors to inform program design and strategic direction

  •  Leading the implementation of the GBV prevention and response program by managing the GBV program design, implementation and monitoring;

  • Identify new and emerging needs and optimize GBV prevention and response;

  • Support to Policy and Program Development and Implementation respecting the Spotlight Initiative framework and program management guidelines

  • Technical supporting the primary activities of the SRH/GBV through capacity development,  and Knowledge management

  • Commits to support all the efforts of the ODA to prevent and respond to SEA allegations: adhere to the ODAs code of conduct,

  • Responsible to perform other duties assigned by his /her immediate supervisors

Job Requirements

Qualification, Experience and skills 

  1. Qualification: (BSc ) Public Health, Sociology ,Psychology, Social Work or other health sciences with graduate degree (Masters) in Public health, Development study; Sociology ,Psychology or related fields. Additional training in immunization programs, health systems and GBV and SRH is an advantage.

  2. Experience: For first degree holders at least eight years; and for graduate /second degree holders six-years of relevant experience with government organizations; national or international organizations in the program coordination, management and leadership roles in public health, Development study, child health or related fields. Previous expertise in designing, implementation, assessment and monitoring of immunization programs is an advantage.

  3. Skills:   Excellent knowledge of Afaan Oromo, Amaharic and  English, in spoken and written

  • Excellent communication and negotiation skills and ability to convene stakeholders and facilitate a policy process among NGOs, national health authorities and donors ;

  • Credibility to advise project teams on their projects in relation to the program,

  • Team building and supporting;

  • Have charismatic leadership, responsive and communication protocol;
