Purpose: The Administrative Coordinator is responsible for the overall Financial and Administrative Management in the country of operations as per MdM, donors and legal requirements. He/she will lead the financial and administrative department and strengthen it by updating and ensuring adequate implementation of policies, procedures and tools.
Responsibilities
Financial Management
Ensure that a good quality finance and administration system as per MdM GE standard is in place and maintained.
Supervise the accountancy at all locations and be responsible for the monthly closure.
Supervise the archiving of the accounting documents in line with MdM GE standards and procedures.
Be responsible for the yearly accountancy closure in cooperation with HQ.
Forecast and monitor actual expenses within the monthly budget control overview according to MdM GE regulations and in line with donor budgets.
Analyse the consumption of the available budget(s) and inform the programme team of any over/under consumption.
Ensure proper cash flow and liquidities in the mission.
Ensure the implementation and regular update of MdM GE's Cash Control Matrix.
Adhere to MdM GE's internal financial procedures and donor guidelines and further develop administrative procedures and guidelines, in close cooperation with the Program Administrator in HQ.
Improve and adapt the accounting and financial monitoring system in line with MdM GE tools and procedures.
Be responsible for preparing donor budgets in cooperation with the project team.
Be responsible for preparing financial reports (interim, final) to donors in a timely manner
Be responsible for payment of salary advances to international team members as well as security cash (if required).
Legal and administrative Management
Ensure compliance with all local government taxation and legal requirements.
Anticipate and ensure renewal of all administrative agreements, permits, authorizations, and privileges granted to MdM Germany by the various authorities.
Follow-up on government demands and decrees that have a direct impact on the work of MdM GE in Ethiopia
When necessary, follow-up on MdM GE's registration in Ethiopia.
Ensure correct and safe archiving of MdM's documents (paper and digital).
Supervise the preparation of the various contracts (rental contracts, service providers...).
Leadership and Team Management
Recruit, supervise and train all finance and administrative staff.
Define training needs and provide guidance on professional development for all related staff.
Participate in the staff performance appraisal process.
Partnership Management
Ensure partners compliance with donors’ regulations on financial management, check financial reports.
Ensure proper archive of partners financial documents.
Support and train partners finance focal persons on MdM GE and donor rules and regulations.
Other tasks and responsibilities
Provide training on MdM GE's finance and administration procedures as well as donor rules and regulations to all team members of the mission in Ethiopia.
Represent MdM GE in external coordination meetings and establish/maintain good relationship and regular contacts with national/regional stakeholders.
At the request of the General Coordinator, provide support during assessments, surveys and/or field visits.
Contribute to the monthly situation report (SITREP).
Participate actively in the regular MdM managment meetings.
Job Requirements
Your professional Profile
Higher education in finance, business administration or a related field,
At least 4 years of experience in a similar position with the ability to lead a team in a complex environment, including at least 2 years of experience working abroad
Experience in working with international donors (e.g. GFFO, BMZ, ECHO),
Experience in developing partnerships and working with local partner organizations is an asset,
Knowledge of WINPACCS is a strong asset,
Experience in the Horn of Africa is an asset,
Fluency in English (written and verbal),
Confident and proficient in the use of MS Office, especially in Excel.
