Job Description

PIN would like to invite energetic, disciplined, responsible Project Manager applicant to work under Emergency department

Length of Contract: for 6 months with high possible extension

Number required: 2 (Two)

Salary: 775 USD

Place of Work: - Based in Hawassa or Addis Ababa or Nekemete (Final decision to be determined) with frequent field travel to Oromia and south Ethiopia region.
Reports to: Emergency Response and Recovery Program Manager (ERRPM)

Job Summary:

The Project Managers will lead the planning, implementation, and monitoring of integrated WASH, Education in Emergencies (EiE), and Protection interventions in humanitarian response settings. The role requires strong technical expertise, leadership, and project management skills to ensure quality, timely, and efficient delivery of services to affected communities. The Project Managers will work closely with sector leads, field teams, government stakeholders, and partner organizations to coordinate response efforts while ensuring compliance with donor requirements and organizational standards.

Key Responsibilities:

1. Project Planning and Implementation
  • Oversee the effective implementation of WASH, EiE, and Protection interventions in target communities.

  • Develop work plans, budgets, procurement plans, and activity schedules in line with project objectives.

  • Ensure the construction, rehabilitation, and maintenance of water supply systems, sanitation facilities, and hygiene promotion activities meet SPHERE and national standards.

  • Oversee the establishment of Temporary Learning Spaces (TLS), provision of educational materials, and teacher training programs.

  • Ensure the integration of child protection and gender-based violence (GBV) response within WASH and EiE programs.

  • Implement risk mitigation strategies to address protection concerns within WASH and education services.

  • Lead needs assessments, baseline surveys, and situation analyses to inform project strategies.

2. Team Management and Capacity Building

  • Lead, mentor, and supervise project teams, including field coordinators, engineers, education officers, protection officers, and support staff.

  • Provide technical guidance and capacity-building training for staff, partners, and community structures.

  • Ensure gender-sensitive and inclusive approaches are embedded in project activities.

  • Foster a collaborative team environment that promotes knowledge sharing and innovation.

3. Coordination and Stakeholder Engagement
  • Represent the organization in cluster meetings (WASH, EiE, and Protection) and other coordination forums.

  • Establish and maintain strong working relationships with government agencies, UN partners, local NGOs, and community leaders.

  • Work closely with education bureaus, WASH authorities, and child protection agencies to align project activities with national policies.

  • Strengthen community participation in project implementation through community-based committees.

4. Monitoring, Evaluation, and Reporting
  • Develop and oversee project M&E plans, ensuring timely data collection, analysis, and reporting.

  • Use digital data collection tools (Kobo Toolbox, ODK) to track project indicators.

  • Conduct regular field visits, monitoring missions, and quality assurance checks.

  • Prepare and submit high-quality donor reports, case studies, and success stories.

  • Incorporate community feedback and accountability mechanisms into program design.

5. Financial and Compliance Management
  • Manage project budgets and ensure expenditures align with donor guidelines.

  • Support procurement planning and oversee distribution of project resources.

  • Ensure compliance with organizational policies, humanitarian principles, and donor requirements.

  • Identify and mitigate risks related to fraud, corruption, and operational security.

ACCOUNCOUNTABILITY AND SAFEGUARDING including Prevention of Sexual Exploitation, Abuse and Harassment (SEAH)

  • Carry out the duties in accordance with the PIN Code of Conduct and Key policies.

  • Participate in training and awareness raising (CoC and KP, Safeguarding…).

  • Implement Safeguarding measures throughout the project cycle including a risk analysis related to SEAH and Child protection for each project and develop a mitigation plan accordingly.

  • Ensure that his/her team members attend training and awareness sessions and carry out the duties in accordance with PIN Code of Conduct and Key policies. 

  • Ensure that due diligence and/or capacity assessments of partners include an assessment of partners’ implementation of key safeguarding and risk policies/ procedure including the prevention of SEAH.  

  • Create and maintain a fulfilling and protective environment.

Job Requirements

Education:

  • A Master’s degree or Bachelor's degree in Civil Engineering, Water Resources Engineering, Environmental Science, Education, Social Work, Humanitarian Studies, or related fields.

Technical Knowledge and Expertise:

WASH:
  • Strong experience in water supply systems, borehole rehabilitation, emergency sanitation, and hygiene promotion.

  • Knowledge of SPHERE, WHO, and national WASH standards.

  • Ability to implement climate-resilient WASH solutions.

Education in Emergencies (EiE):
  • Experience in setting up Temporary Learning Spaces (TLS), school rehabilitation, and education programming in emergencies.

  • Understanding of child-centered learning methodologies, teacher training, and accelerated learning programs.

  • Knowledge of MoE policies on education in emergencies and coordination with education clusters.

Protection & GBV:
  • Experience in child protection, case management, GBV prevention, and response services.

  • Knowledge of community-based protection mechanisms and psychosocial support (PSS).

  • Familiarity with referral pathways, safeguarding, and protection mainstreaming.

Project Management:
  • Proven ability to manage multi-sectoral emergency projects in humanitarian settings.

  • Strong skills in budgeting, work planning, and resource management.

  • Familiarity with donor regulations (USAID/BHA, ECHO, UNICEF, UNHCR, etc.).

  • Strong analytical skills for risk management, monitoring, and evaluation.

Coordination & Communication:
  • Ability to liaise effectively with government, UN agencies, and community leaders.

  • Excellent report writing, presentation, and advocacy skills.

  • Proficiency in local languages (preferred but not mandatory).

Other Requirements:
  • Willingness to work in challenging environments, including conflict-prone areas.

  • Strong leadership, adaptability, and problem-solving skills.

  • Commitment to humanitarian principles and “Do No Harm” approaches.

  • Particularly more than 4 years’ experience in humanitarian program context in Managerial role.
