Job Description
Assist and support the Medical Team Leader in the implementation of the overall medical content, activity and resources in the Project, by assuming some tasks delegated by him/her and giving personal assistance in other specific activities, in order to facilitate the proper medical management of the project and response to emergencies
Participating actively in reflections and discussions on the evolution of MSF programs in the project, contributing with his/her background and experience to the improvement of overall performance, adapting it to the changing reality and context.
Participating in the collection of medical information (meetings, reports, articles, etc.) and data (epidemiological data, statistics, etc.).
Supporting project development by answering medical questions from the field, participating in briefings and debriefings of medical staff and replacing temporarily a member of the field team when necessary, in order to keep a smooth functioning of the projects.
In support of the medical coordinator, representing MSF in meetings or with different stakeholders. Assisting the MedCo in the stakeholder mapping (organigram of MoH, etc.)
Following-up patients referred by MSF field teams to the capital, organizing their transport, setting their further referral to reference facilities previously identified, doing follow-up on the treatment they receive and their evolution, and carrying out the administrative tasks associated, in order to keep special attention to most the complicated or sensitive cases.
In the absence of a Mission pharmacy manager, organizing and managing the central pharmacy in the Mission, managing medical stock, updating emergency boxes, preparing and dispatching medical orders requested by the field, and participating in drawing up international orders and organizing their reception, in order to ensure the efficiency and effectiveness during the whole supply process.
Ensuring that all staff using medical devices are qualified and trained. Ensuring cleaning and minor maintenance tasks are performed according to the protocols. Reporting any malfunction to the project biomedical service.
Carrying out medical follow-up of all MSF national and international staff in application of MSF staff health policies, supervising together with the administrator the medical expenses associated, in order to protect personnel’s health state while keeping close control to the resources required.
Carrying-out administrative, information gathering and data collection tasks, and regular reporting, in order to have updated and reliable information about the day-to-day activity in the project and support decision-taking.
On the request of the Medical Coordinator, carrying out extra tasks (one-off reinforcement for a field team, participation in an evaluation, etc.).
I. MTL Assistant (support tasks- through delegation)
Participating actively in reflections and discussions on the evolution of MSF programs in the mission, by contributing with his/her background and experience to the improvement of overall performance, adapting it to the changing reality and context.
Supporting project development by answering medical questions from the field and specifically those related to the surveillance and emergency preparedness strategy.
In support of the MTL, representing MSF in meetings or with different stakeholders. Assisting the MTL in the stakeholder mapping.
If needed, compiling & submitting project medical reports (monthly, quarterly, yearly and situational reports) which MTL needs to review before final submission, and supporting medical team during report compilation.
Liaise with MOH at Woreda (BoH), Zonal & RHB offices and other local offices to facilitate smooth running of MSF-H activities.
Assisting the MTL being as a language translator during meetings or discussions with individuals/organizations who cannot speak English.
In the absence of MTL, provide briefings/debriefings in general meetings & medical team meetings, to newly recruited national staffs and supporting the team to have smooth functioning of activities.
On the request of the MTL arranging and participating in cluster meetings & different bilateral meetings and sharing the minutes of the meeting with responsible members.
Compiling medical team requests & presenting them to MTL for approval and following medical request to be processed on expected time.
Presenting support requests or any medical related external letter that come to office in a clear & understandable language to MTL & follow up for the feedback.
Replacing temporarily a staff member in a situation there is no other replacement option in the field to run activity smoothly.
Performing any tasks assigned by MTL relevant to the project objectives
II. Surveillance related tasks
Carry out proper routine systematic alert/medical humanitarian tracking activities, Implement and maintain an efficient and effective surveillance system for epidemics prone diseases at project level (in Amhara region).
Carrying out key epidemiological surveillance activities in outbreak investigation (e.g., reviewing line lists and maintaining data quality, conducting basic descriptive analyses, ensuring use of correct and consistent case definitions) and supporting the operational response.
Implementing and maintaining a surveillance system (passive & active) to monitor epidemiological trends, alert verifications assessments of relevant outbreak-prone diseases in collaboration with the Mission Epidemiologist and/or Epidemiology Advisor: Implement and follow up the MSF National and universal alert and emergency threshold.
Guiding activities of medical staff for surveillance and/or active case finding, including ensuring understanding of the need for consistent case definitions and data recording (briefing of all new staff).
Participating in the collection of medical information (meetings, reports, articles, etc.) and data (epidemiological data, statistics, etc.), as well as 5W (partner mapping in the region) and their contact list.
Through MTL’s delegation, Monitoring and implementing initial assessments (for emergency) and rapid health assessments in collaboration with the medical/response team and with support from the Mission Epidemiologist and/or Epidemiology Advisor.
Providing training sessions to medical teams on relevant aspects of epidemiological surveillance, in particular the surveillance plan/SOP, to enhance team response capacity.
During surveys, preparing and adapting routine documentation (survey forms, training materials, letters of request/notification, locally appropriate consent forms etc.) in collaboration with the Mission Epidemiologist and/or Epidemiology Advisor.
Record and update lesson lessons learned after each intervention for future references.
Liaise with other projects for disease / alert surveillance and performing epidemiological surveillance through active and regular contact with clusters, other actors and local governments in Amhara region.
Actively participates in the medical activity in case of MSF response intervention.
In collaboration with Data entry person, ensure that all medical data and monthly reports are encoded in DHIS2 and crosscheck quality and accuracy, while performing the morbidities analysis (passive surveillance).
Maintain, monitor, evaluate, and improve the project surveillance system in collaboration with the Mission Epidemiologist and/or Epidemiology Advisor.
On the request of the MTL proposing areas for assessment and conducting new site medical assessments for possible intervention, follow up of specific medical activities and medical interventions.
Starting gross salary: as per the organization salary scale

Education
Medicine or paramedical degree essential. Specialization or training in tropical disease, desirable
Experience
Essential working experience in developing countries.
Desirable working experience in MSF or other NGO’s.
2 years of relevant working experience (Integrated disease and surveillance and response),
Languages
Mission language essential.
