Job Description

NORCAP’s mission is to improve aid to protect and empower people affected by crises and climate change. We are seeking a Junior Programme Officer for the African Union Border Programme. The selected candidate shall support the implementation of the activities of the Border Programme. The Programme Officer will support the coordination and communication between the AUC, Regional Economic Communities, Member States, and local stakeholders in the implementation of regional action plans. In addition, the programme officer will provide communication support for the Programme and assist in the operationalisation of the Borderlands Civil Society Organisations Platform.

The African Union (AU), established in 2002 as a unique Pan African continental body, is charged with spearheading Africa’s rapid integration and sustainable development by promoting unity, solidarity, cohesion, and cooperation among the peoples of Africa and African States as well as fostering international cooperation. Its Headquarters is located in Addis Ababa, Ethiopia.

About the African Union Border Programme

Established in 2007 via the Declaration on the African Union Border Programme (AUBP) and the Modalities for its Implementation, the AUBP supports the delimitation/demarcation of inter-state boundaries, promotes cross-border cooperation, and strengthens the capacities of border stakeholders. Its objectives are to foster the structural prevention of conflicts and to promote and strengthen regional and continental integration. It is hosted in the Conflict Management Directorate, within the Political Affairs, Peace, and Security Department. Since its inception, the AUBP has been consistently and continually implemented at the continental, regional, and national levels. To date, the ownership of the Programme is reflected in the many delimitation and demarcation operations and cross-border cooperation initiatives underway.

Main Responsibilities

  • Develop programme reports, presentations, and other communication materials. This involves ensuring that all programme documents and records are properly maintained and archived.

  • Provide support in the implementation of programmes, policies, and procedures within the Unit.

  • Assist in conducting analysis and generating accurate reports in a timely manner for the respective Unit and AU’s internal use.

  • Provide support to senior officers in setting the overall research direction of a relevant policy area.

  • Participate in the organisation of relevant meetings, trainings, and missions.

  • Assist in engagement with relevant stakeholders and develop relationships as delegated.

  • Provide technical support to internal and external stakeholders.

Specific Responsibilities

  • Provide technical support in the preparation and implementation of coordination and communication mechanisms between the AUC and RECs.

  • Assist in the implementation of regional action plans on border governance.

  • Support the operationalisation of the Borderlands CSOs Platform and the implementation of its work plan.

  • Support the preparation and implementation of workshops, seminars, consultations, and other events organised by the Programme.

  • Provide communication support for the Programme by contributing to the development of the bi-annual AUBP newsletter, drafting press releases, and updating the AUBP Online Platform.

  • Perform any other tasks or assignments as required by the Principal Programme Officer and/or the PAPS Leadership.

Job Requirements:

  • Education

    • A bachelor’s degree in any of the following fields: Social Sciences, Business Administration, Economics, Law, or any other related field with at least 3 years of relevant work experience.

    • Knowledge of the institutional framework of the AU.

  • Competencies and Skills

    • Must have excellent interpersonal and teamwork skills.

    • Must have the ability to work independently to meet critical and competing deadlines and produce high-quality work in short time frames.

    • Must be computer literate with a working knowledge of common computer applications and systems.

    • Must have excellent organisational, planning, reporting, organising, and presentation skills.

    • Must have strong programme/project management skills.

    • Must have excellent writing, negotiating, analytical, and communication skills.

  • Language Requirement

    • Fluent written and spoken English is required. Proficiency in one of the AU working languages (English, French, Arabic, Spanish, Kiswahili, and Portuguese) is an advantage.

Tenure of Appointment

  • The appointment will be made on a contract for a period of 1-year renewable depending on performance and funds availability.

Remuneration

  • The salary attached to the position is at P1 Step 5 inclusive of all allowances for AU internationally recruited staff (equivalent to NOK 68 772 per month).
