Job Description

The Senior Tender Officer is responsible for overseeing the tendering process, ensuring compliance with company policies and regulations, and managing relationships with suppliers and stakeholders. This role involves preparing, evaluating, and negotiating tender submissions, as well as leading a team of junior tender officers.

Reports to: Procurement Manager

Duties and Responsibilities:

  • Lead the preparation and management of tender documents, including Requests for Proposals (RFPs) and Invitations to Bid (ITBs).

  • Oversee the tender submission process, ensuring timely and accurate submissions.

  • Conduct comprehensive market research to identify potential suppliers and assess their qualifications.

  • Evaluate bids and proposals from suppliers, ensuring compliance with technical and financial requirements.

  • Collaborate with cross-functional teams to gather necessary information for tender submissions.

  • Mentor and train junior tender officers, providing guidance on best practices and processes.

  • Develop and maintain strong relationships with suppliers to facilitate effective negotiations.

  • Monitor and report on tender progress, providing updates and insights to senior management.

  • Ensure adherence to procurement policies and regulatory requirements throughout the tendering process.

Key Performance Indicators:

  • Timeliness and accuracy of tender submissions

  • Success rate of awarded tenders

  • Quality of supplier evaluations and negotiations

  • Compliance with procurement policies and regulations

Working Conditions:

  • Primarily office-based in Addis Ababa, with occasional travel to meet suppliers or attend industry events.

Job Requirements

Qualifications:

  • Bachelor’s degree in Business Administration, Procurement, Supply Chain Management, or a related field. A Master’s degree is preferred.

  • Minimum of 6 years of experience in procurement or tender management, with at least 2 years in a supervisory or senior role.

Skills:

  • In-depth knowledge of procurement processes and tendering regulations.

  • Excellent communication and negotiation skills.

  • Proficient in Microsoft Office Suite and procurement software.

  • Strong analytical skills and attention to detail.

  • Ability to lead teams and manage multiple projects simultaneously.

Personal Attributes:

  • Strong organizational skills with the ability to prioritize tasks effectively.
