Job Description
Planning, coordinating, and monitoring all logistics activities related to the project's technical activities (Electricity, Construction, WHS, Biomed, Workshop, Fleet, etc.) according to MSF protocols, standards, and procedures to ensure the optimal running of the project.
In collaboration with the Project Coordinator and the Logistics Coordinator, planning, establishing and reviewing the activities for his area of logistics technical activity including its annual budget, to identify and respond to the needs of the mission and the targeted population.
Monitoring and ensuring the implementation in the project of his/her technical activities ensuring compliance with MSF standards, protocols and procedures, and reporting to the Project Coordinator on the development of the ongoing programmes. This can include one or more of the following activities:
Electricity: Ensuring the correct installations, maintenance and monitoring of the electrical equipment and setup.
Construction: Ensuring the correct implementation, maintenance and monitoring of the construction/rehabilitation projects in the mission
WHS: Ensuring the correct implementation and monitoring of the water, sanitation and hygiene activities
Biomed: Ensuring good functioning and propre maintenance and monitoring of the biomed equipment
Workshop/Mechanic: Ensuring good functioning of the vehicle fleet and other engines
Fleet: Guaranteeing the adequacy of means for fleet and motorized equipment management
Any other technical logistics activity
In collaboration with the Project Coordinator, Logistics Coordinator and HR Coordinator, participating in the planning and implementation of HR-associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development and communication) of the staff under his/her responsibility to ensure both the sizing and the amount of knowledge required to correctly perform all logistics activities about his area
Ensuring technical support for his area of activities and providing coaching to logistics staff under his/her responsibility.
Participating in monthly reports according to guidelines
Performing delegated tasks according to his her speciality and as specified in his/her job description
Specific Accountabilities:
Ensuring the installation and maintenance of functional office space(s) and lodging facilities for international staff and adequate living conditions in the Project.
Work in conjunction with the Logistics Team Leader, Medical Project managers and Supervisors to identify and respond to the needs of the targeted population in terms of construction, transport, communication, food, shelter, water and sanitation, and essential non-food items.
Assessing the technical support needs of the Medical team to come up with appropriate plans for solutions within the allocated budget.
Plan to organize and respond to Emergencies by managing all the technical Activities required (Transport, Construction, electricity, WATSAN) in collaboration with the Logistics Team Leader, Project Coordinator, and Deputy/Technical Logistics Coordinator.
Ensure that vehicles, security, maintenance and communication policies and procedures are well documented, regularly updated, understood and adhered to by the project mechanics, drivers, staff/passengers. This may involve drafting additional policies and procedures where there are gaps, and/or providing additional training where needed.
Responsible for the timely completion of reporting tools for all Project-level technical activities.
Responsible for follow-up and support on project-level reporting.
Fleet Management
Act as the focal person in the case of accidents following MSF-H policies and procedures. Submit an immediate incident report within 24 hours of the incident. Follow up on the case and provide the post-incident report within two weeks. Keep a record of all incidents, submit, and follow up on insurance claims through to completion.
Ensure all vehicles are registered, inspected, plated and insured at all times and follow up on the validity of all required documents per vehicle.
Plans and coordinates the vehicle movement in close communication with all project logs and the CO Tech-Log team.
Maintains updated total inventory overview of vehicles, generators, radio communication equipment and other technical assets of the mission, assuring proper documentation as per Log admin Kit.
Ensures that all drivers have valid driving licences and conduct yearly eye tests as required.
HR Management
Supervise all technical teams (Tech-Logs, Fleet & workshop Manager, Electricians, Security guards and radio operators) and make functional supervision and support of the project technical logistics team.
Make sure the Head Driver (if any) and Head Guard update monthly drivers and guard schedules (with coaching if necessary).
Involve in the Project recruitment of Technical Logistics staff in line with the mission’s rules and regulations for HR management, including staff evaluation, training and career planning.
Holds regular meetings with direct subordinates as well as monthly meetings together with key staff; ensures minute taking, record keeping, timely and systematic follow-up of action points.
Coordinate with the Medical department for the eye test of drivers at least once a year
Ensure technical reference for all logistics/technical issues in the project and provide coaching to logistics staff under his/her responsibility.
Education
Essential Criteria: Technical university degree, preferably as an engineer

Desirable criteria: previous experience with MSF or other NGOs, and working experience in developing countries
