BACKGROUND:
The Ethiopian Agricultural Transformation Institute (ATI) is a strategy and delivery-oriented government Institute created to help accelerate the growth and transformation of the country’s agriculture sector. The ATI envisions to be the leading centre of innovative solutions for the transformation of Ethiopian Agriculture by 2030.The Institute focuses on two primary national approaches to catalyse agricultural transformation. First, we support the Ministry of Agriculture (MoA), its affiliate institutions, and other partners to identify and address systemic bottlenecks within an Agricultural Transformation Agenda. Second, we support Regional Governments to accelerate the development of high-priority commodity value chains in clearly defined geographic clusters, through the Agricultural Commercialization Clusters (ACC) Initiative. Our major activities include conducting strategic and analytical studies, providing technical implementation support, coordinating platforms to better integrate partners and projects, and designing and directly leading several implementation projects. Our headquarters are in Addis Ababa, and we have regional offices in Amhara, Oromia, South Ethiopia, Sidama, South-West, Central Ethiopia, and Tigray regional offices, allowing us to work closely with a wide range of public, private, and development sector partners across the country.

Position Summary
The Data Collection and encoding Supervisor will oversee a team of Data Collectors/data encoders conducting phone surveys and on-ground data collection to gather demographic and agricultural practice data from farmers. This role emphasizes quality assurance, team management, protocol adherence, data cleaning oversight, and communication with project staff. The ideal candidate will have extensive experience in phone surveys, data management, team leadership, and a strong understanding of rural agricultural contexts. This supervisor will be reporting to Farmer profiling project senior project officer.
Major Duties and Responsibilities
Manage, supervise, and mentor a team of data collectors/encoders.
Assign daily tasks and monitor team performance to meet data collection/encoding targets.
Conduct regular team meetings to discuss progress, address challenges, and provide feedback.
Train new data collectors/ data encoders on survey protocols, data collection techniques, and data cleaning procedures.
Evaluate data collector/data encoder performance and provide constructive feedback for improvement.
Oversee the data collection process to ensure adherence to established survey protocols and procedures, maximizing data accuracy and consistency.
Monitor data quality by reviewing collected data, identifying potential discrepancies or inconsistencies, and implementing corrective actions.
Review and verify farmer data accuracy, ensuring the correction of errors or inconsistencies in information such as names, contact details, farm demographics, and agricultural practices.
Implement quality control measures to minimize data entry errors and ensure data integrity.
Oversee the data cleaning process, ensuring the appropriate use of data cleaning tools and techniques (e.g., Excel, Kobo Toolbox, ODK, etc) to identify missing information and perform data imputation or data deletion as appropriate.
Review data cleaning documentation and ensure a clear audit trail of changes made and justifications for modifications.
Collaborate with statisticians and project officers to understand data requirements and ensure data cleaning processes align with project objectives.
Communicate effectively with project management, statisticians, and other stakeholders regarding data collection progress, data quality, and any issues encountered.
Provide regular reports on team performance, data collection progress, and data quality metrics.
Provide feedback on survey instruments and procedures to improve data collection processes.
Ensure adherence to confidentiality guidelines and strict data security protocols to protect sensitive farmer information.
Job Requirements
Required Qualification, Competencies and Experience
Bachelor’s degree in project management, statistics, Information Systems, Computer Science, Data Management, or related fields from a recognized higher education institution.
Bachelor’s degree in a relevant field of study with minimum 2 years of relevant experience, including conducting phone surveys or a related data collection role.
Extensive experience in conducting surveys using CAPI (Computer-Assisted Personal Interviewing) or CATI (Computer-Assisted Telephone Interviewing) software.
Proficiency in Microsoft Office Suite or equivalent software.
Strong understanding of basic research methods and data collection techniques.
Familiarity with rural agricultural contexts and challenges.
Fluency in Amharic, English, and at least one other local language (Afan Oromo, Tigrigna, Sidama, Wolaitigna).
Excellent communication, interpersonal, and team management skills.
Strong organizational, time management, and problem-solving skills.
Exceptional attention to detail and ability to follow instructions accurately.
Experience working with diverse populations and cultural backgrounds.
Extensive experience with data management systems and databases.
Advanced proficiency in data cleaning techniques and tools (e.g., Excel, Kobo Toolbox, ODK).
