Job Description
HPA is preparing to implement a project in Addis Ababa with the aim of improving the living conditions of type 1 diabetes patients through capacity building, awareness raising and improved economic activities. Under the overall direction of the Program Coordinator, the Project Officer will be responsible for the planning and implementation of the project activities at the field level. The Project Officer will be responsible for coordinating and establishing the linkages amongst all internal staff, project participants, stakeholders, line agencies, and with local and regional level concerned officials. The Project Officer will provide timely and accurate reports to the line manager.
Project implementation support, technical capacity building
• Prepare detailed implementation plans for the project, including budget, activities, procurement, timelines, and resource requirements. Communicate these plans clearly to the line manager.
• Plan and consult with the community, associations and other key stakeholders to ensure appropriate identification of project participants.
• In collaboration with the MEAL staff, develop terms of references for assessments including livelihood assessment, baseline assessment and end line evaluation and monitor terms are followed to ensure quality assessments are conducted.
• Plan and facilitate capacity building activities are implemented as per acceptable standards including guidelines, approaches and methodologies.
• Generates new ideas and approaches, and propose new, more effective ways of doing things.
• Develop an integrated and coordinated plan of action based on proven evidence that identifies demonstrative opportunities of the project activities.
• Together with HPA staff, ensure the implementation of activities and budget aligned with the proposal, detail implementation schedule and donor requirements to maintain technical quality and effectiveness.
• Prepare and share monthly and weekly work plans/tasks based on approved project work plans.
• Ensure the implementation of project activities to deliver desired output targets.
• Ensure that considerations such as gender, protection, safeguarding, accountability, and environment are integrated into the design, implementation, and monitoring of the programs.
• Promote the integration and complimentarily of these interventions with other initiatives by the government and other partners in the area.
• Provide management and technical inputs to the implementation of the project activities and outputs – including organizing and participating in meetings, trainings, workshops and other events and by providing analysis of results
• Facilitate the active participation and engagement of local communities and target groups during the implementation, monitoring, and evaluation of the program.
Project Monitoring and Reporting
• Together with HPA M&E staff, take active role to develop and implement a full monitoring and evaluation framework, knowledge management, publications, documentation to capture all the data, information storage, lesson learned and success stories for the project activities.
• Prepare relevant activity donor reports as per agreed schedules (monthly, quarterly, and/or annually) on activities, indicators, and achievements.
• Provide inputs and feedback to reporting; ensure systematic documentation and filing of project activities.
• Work closely and coordinate with HPA logistics and finance staff including active participation in meetings to ensure timely and compliant program activities and expenditures.
Program Coordination
• Identify and engage with key collaborators, including local government offices, CBOs, cooperatives, private sectors, and other partners, to ensure effective coordination.
• Establish and maintain good working relationships and regularly liaise with relevant government institutions, UN agencies, and CSOs to understand ongoing policy initiatives and identify HPA’s potential role and contribution to the initiatives.
• Develop and maintain effective coordination and long-term mechanisms with external partners including NGOs, government departments and ministries, community-based organizations, private sector partners, donors, and other representations.
• Together with the program head, regularly engage internally and externally especially with project contract signatories.
• Support the sharing of information and learning across all relevant programs.
• Maintains an established network of contacts for general information sharing and to remain up-to-date on partnership related issues.
Educational Requirements:
BSc Degree in Business/Social Science related field of study or certification.
Preferred experience & skills:
Minimum work experience of 3 years in I/NGO setting
Demonstrated specific experience in livelihoods and IGA approaches is a plus.
Strong program/technical, leadership, planning, reporting, monitoring, and evaluation skills
Strong written and oral communication skills, effective in representation and liaison with external parties
Capability of applying skills and knowledge in a range of capacities, including direct data collection and analysis, implementation, advisory functions, training, and the transfer of technical knowledge and leadership skills to others.
Ability of basic computer skills such as MS word, Excel, internet etc.
Language Skills:
Proficient in spoken and written Amharic and English
