SSince its creation in 2009, ALIMA has treated more than 13 million patients and today deploys its operations in 14 countries. In 2023, ALIMA cared for 2.8 million patients, including over a million children under the age of 5, received 157,393 people for mental health consultations, assisted 67,617 births, carried out 64 projects in 14 countries. Whenever possible We work in partnership with local NGOs to ensure that our patients benefit from the best and most relevant expertise wherever it is, whether within their own country or in the rest of the world. In addition, to improve the humanitarian response, we are carrying out operational and clinical research projects, particularly in the field of the fight against malnutrition and viral hemorrhagic fevers.

ALIMA’S TEAM: more than 2000 people are currently working for ALIMA. The field teams, closest to the patients, receive their support from coordination teams generally based in the countries’ capitals. These receive support from the 4 desk teams and the emergency and opening team based at the operational headquarters in Dakar, Senegal. The Paris and New York teams are actively working to raise funds and represent ALIMA. The rest of the ALIMA Galaxy includes individuals and partner teams working on behalf of other organisations such as medical NGOs BEFEN, ALERT Health, SOS Doctors / KEOGO, AMCP, research organisations PACCI, and INSERM, Bordeaux or Copenhagen Universities, the INGO Solidarités International, and many others.

COUNTRIES WHERE WE WORK: Mali, Burkina Faso, Central African Republic, Nigeria, Niger, Chad, Democratic Republic of Congo, Cameroon, Guinea, Sudan, Mauritania, Haiti.

THE WORK WE DO covers: Malnutrition, Maternal Health, Primary Health, Pediatrics, Malaria, Epidemics (Ebola, Cholera, Measles, Dengue, Lassa Fever, Mpox,...), Hospitalisation, Emergencies, Gender-Based Violence, Opening / Closing.

ALIMA IN ETHIOPIA

ALIMA, registered in Ethiopia in December 2022, has been working in the Somali region, which has been severely impacted by droughts, desert locusts, and consecutive flooding in 2023 and 2024. These crises have displaced over 746,000 people, damaged infrastructure, and worsened the region’s water and food shortage. Over 118,000 people are facing critical water shortages, and 59% of the population suffers from acute malnutrition. Aid disruptions, particularly the suspension of funding for water services, have exacerbated the situation.

ALIMA has been implementing a Health and Nutrition project in three woredas in Afder zone from May 2023 to October 2024, addressing urgent health needs in the region.

Currently, ALIMA is launching an integrated Health, WASH, and Protection project in Tigray's Enderta and Dega Temben woredas. Plans also include resuming operations in Hargele and Elkare woredas, affected by La Nina-related delays in the Gu rains, and expanding to the North Western zone of Tigray, covering Tathay Kararo and Asgede woredas. This expansion aims to establish ALIMA’s presence in these regions, with teams based in Hargele and Shire to ensure smooth project implementation and operations.

The main activities to come will consist of :

In the short-term: prepare and launch in collaboration with the Ministry of Health a project contributing to the reduction of morbidity and mortality of communities affected by the drought.

In the mid-to-long term: ensure the follow-up of the first project, develop partnerships with key stakeholders (MoH, civil society, research institutes…), conduct new assessments in areas with acute humanitarian needs and launch new activities. 

LOCATION OF POSITION:  Addis Ababa,  with frequent visits of project areas 

FUNCTIONAL AND HIERARCHICAL LINKS

  • Reports to the Head of Mission (hierarchical)  and Head Quarters Referent (technical Manager) 

  • Collaborates with all the projects team and the Coordination Team

PROTECTION OF BENEFICIARIES AND COMMUNITY MEMBERS

Level 3: As part of his/her duties, the incumbent will visit programs and come into contact with children and/or vulnerable adults. Therefore, a criminal record check or a certificate of good character will be required. In situations where a criminal record check or character reference is not possible, a declaration of honour will be requested.

MISSION AND MAIN ACTIVITIES

ALIMA has a policy on protection against abuse of power and sexual and gender-based violence, as well as a code of conduct. These documents set out ALIMA's commitments to ensuring the protection of beneficiaries, community members and all those working with ALIMA, and the application of effective sanctions in the event of proven abuse.

As part of ALIMA's protection strategy aimed at reducing the risk of abuse of power and sexual and gender-based violence, ALIMA missions have recruited national abuse prevention focal points. 

The National Safeguarding and Gender Officer will support the Head of Mission in coordinating the development and implementation of the policy on protection against abuse of power and gender-based and sexual violence, while contributing to the deployment of Safeguarding and Gender policies and procedures.

Main responsibilities

The main responsibilities of the national safeguarding officers (PSEA) and gender are as follows:

Safeguarding (PSEA)

  • Ensure the deployment of the safeguarding policy (PSEA) to Mission employees, operational partners and suppliers;

  • Ensure the deployment of policies and mechanisms for alerting staff, partners and communities in the Mission's areas of intervention;

  • Ensure the establishment of community complaint management committees and facilitate their operation;

  • Facilitate incident management as required by the Mission and/or Headquarters, ensuring a survivor-oriented approach.

Gender 

  • Contribute to the implementation of the gender policy/plan;

  • Facilitate the integration of the gender approach into the Mission's project cycle;

  • Contribute to the analysis of the Mission's gender context;

  • Facilitate the operational coordination of gender and GBV activities.

Transversal 

  • Facilitate the application of standard norms relating to protection, gender and inclusion in a cross-cutting manner;

  • Represent ALIMA at national level in discussion forums and working groups on safeguarding (PSEA) and gender; 

  • Set up a network of Focal Points in the Mission's projects, facilitate their work and provide technical support;

  • Organize regular training sessions, brief new staff and raise awareness among staff, partners and beneficiaries on Safeguarding, PSEA and Gender;

  • Conduct risk analysis and assessment on Safeguarding (PSEA), Gender in project implementation areas;

  • Ensure that policies are taken into account in the recruitment process;

  • Ensure that PSEA and gender lines are taken into account in the Mission's project budget lines;

  • Develop and update a list of protection/abuse prevention contacts, including internal contacts (any relevant staff within the program or at headquarters) and external contacts (abuse prevention/PSEA staff in other NGOs, victim/survivor care structures, protection cluster and GBV and child protection working group leaders...) ;

  • Demonstrated experience of working directly with local communities using participatory approaches.

  • Ability to carry out risk analyses based on various individual factors.

  • Understanding of Monitoring, Evaluation and Learning processes.

  • Good knowledge of sensitive data protection principles.

  • Knowledge and experience in mainstreaming protection and gender principles.

Languages spoken by the candidate

●     Oral and written fluency in English and Amharic is essential

  • Knowledge of other local language is an asset
