Project background

The Seas of Change Ethiopia project is a 5-year project that will work at the nexus of the regenerative agriculture (RA) and productive use of renewable energy (PURE) areas. The project aims to drive system transformation in the RA and PURE nexus by promoting regenerative agriculture (RA) practices that restore ecosystems, enhance productivity, and integrate with renewable energy solutions for sustainable market systems and inclusive growth. The project will apply an innovative hybrid implementation model where it leverages existing initiatives and expertise within the ecosystem and connects actors to facilitate processes and encourage synergies.

The Seas of Change Ethiopia project falls under the Strategic Partnership umbrella programme. The Strategic Partnership programme will provide strategic steering and support to the RA-PURE nexus portfolio (in and beyond SNV), with dedicated programs towards advancing the RA-PURE nexus in Ethiopia, Kenya, Rwanda, and Uganda.

Purpose of the Job

The Learning and Insights Advisor-LEARN is a leadership role with the following main overview:

  • Strategic Role: The LEARN Advisor is responsible for driving knowledge generation, adaptive learning, and capacity-building across the project. This role requires a high-level understanding of the project's goals, strategies, and outcomes, making it well-suited to oversee the integration of communication and MEAL activities.

  • Cross-Functional Expertise: The Advisor bridges research, practice, and policy, ensuring that insights from MEAL and communication efforts are synthesized and applied effectively. This role naturally aligns with supervising both data-driven decision-making (MEAL) and knowledge dissemination (Communication).

  • Holistic View: The Advisor has a broad mandate to ensure that lessons learned and best practices are shared across stakeholders. This requires coordinating with both the MEAL Advisor (for data and impact measurement) and the Communication Officer (for disseminating insights).

  • Policy Influence: The LEARN Advisor’s role in translating learning insights into policy recommendations positions them to guide the strategic direction of the project, including how MEAL data and communication outputs are used to influence stakeholders.

Duties and Responsibilities:

Learning Agenda & Knowledge Generation

  • Fostering learning. Develop and implement a learning and knowledge management strategy to systematically capture, analyze, and share insights from RA-PURE initiatives.

  • Support evidence-based decision making for the program through opportunity assessments, synthesizing research and aligning evidence dissemination with the needs of partners and stakeholders to drive replication and scaling efforts

  • Establish metrics, tools, and methodologies to assess project impact, innovation adoption, and market transformation. Identify scalable best practices, case studies, and knowledge gaps to shape future interventions and investment decisions.

  • Work closely with the Monitoring, Evaluation & Learning (MEL) and Communication team through close follow up and coordination of their work to ensure learnings are data-driven and linked to impact measurement frameworks.

Capacity Building & Stakeholder Engagement

  • Design and deliver training programs, workshops, and peer-to-peer learning exchanges for project partners, policymakers, cooperatives, and private sector actors.

  • Strengthen the capacity of farmers, processors, and value chain actors to integrate RA-PURE solutions effectively.

  • Collaborate with academic institutions, research organizations, and industry experts to bridge knowledge gaps, drive innovation, and promote cross-sector collaboration.

  • Establish and support multi-stakeholder platforms to facilitate cross-sectoral learning and engagement.

Knowledge Sharing & Strategic Communication

  • Develop learning products such as case studies, reports, toolkits, and policy briefs, to disseminate key findings and best practices.

  • Lead the creation of an RA-PURE knowledge hub, providing a repository for research, tools, case studies, and sectoral insights.

  • Organize cross-country learning events, exchange visits, and knowledge-sharing workshops. Coordinate task of communications and advocacy teams to design campaigns, stakeholder engagement materials, and strategic knowledge-sharing events.

  • Represent the project in conferences, policy dialogues, and learning forums to elevate RA-PURE solutions and sector-wide learning.

Adaptive Learning & Continuous Improvement

  • Promote iterative learning cycles, ensuring project strategies evolve based on real-time evidence, feedback, and field experiences.

  • Facilitate reflection sessions and after-action reviews to continuously refine program interventions and policy recommendations.

  • Coordinate the M&E team work to integrate learning outcomes into project decision-making and strategy adjustments.

  • Foster a culture of innovation and experimentation, supporting pilot initiatives and rapid learning processes.

Policy Influence & Institutional Strengthening

  • Support policy engagement and advocacy efforts by translating learning insights into policy recommendations that enhance RA-PURE integration.

  • Strengthen institutional frameworks by ensuring evidence-based decision-making shapes sectoral policies, financing mechanisms, and investment priorities.

  • Engage with government agencies, donors, private sector actors, and multi-stakeholder platforms to drive alignment on RA-PURE knowledge and sector transformation.

Job Requirements:

  • Bachelor’s or Master’s degree in a specialized/relevant technical field.

  • Minimum 8 years experience in development work and project implementation or knowledge management, institutional strengthening

  • Substantial experience (at least 6 years) in knowledge management, learning, institutional strengthening in the context of international development co-operation.

  • Demonstrated experience in integrating renewable energy solutions into agricultural systems.

  • Strong background in capacity-building, training, and knowledge-sharing methodologies.

  • Experience in multi-stakeholder engagement, policy advocacy, and market-based approaches for PURE and/or sustainable agriculture.

  • Knowledge of policy frameworks, investment models, and financial mechanisms for supporting PURE and RA nexus.

  • Excellent communication, facilitation, and negotiation skills to engage diverse stakeholders.

Expected start date: June 1, 2025

Duty Station: Addis Ababa

Contract Duration: One year with the possibility of extension based on performance and budget availability.
