Job Overview:

Under the direct supervision of the WPE Coordinator, the Protection Information Management Manager will be responsible for supporting the program team in the generation, processing and documentation of protection related information and data in the safest mode by ensuring the protocols. Sited at Addis Ababa office, she/ he will handle and supervise the quality of the information shared by protection program officers across the country program and facilitate the review and verification on periodic and ad-hoc basis,and will be responsible for consolidating the protection information on national level. S\he will be expected to ensure that adequate systems and procedures are in place, well understood and adhered to for protection information collection. Primarily she/ he will be responsible for ensuring that protection related data is accurate and available to the leadership when needed for decision making and advocacy.

Major Responsibilities:

1. Data Management and Analysis

  • The Protection Information Management Manager (PIMM) ensures the safe collection, consolidation, management/storage and sharing of protection related data and information.

  • Develop, establish, and maintain efficient information management processes that align with IRC’s overarching goals for protection, GBV, and CP programming.

  • She/ he will serve as a technical focal for the national GBVIMS steering committee representing the IRC

  • She/ he will be responsible for building the capacity of program staff in the safest approach of GBV and CP data collection, processing and storage.

  • Track and monitor curriculum-based sessions of Girl shine, Women rise, EMAP, SASA, SEL, and SAFE which are reported to regional team with frequent follow-up and coaching with field team.

  • She/ he submits synthesis of reports that are presented in an easy-to-read format. These reports should be available to feed in advocacy initiatives focusing on enhancing protection environment in the country.

  • Ensure all data is disaggregated by Age, Gender, and Diversity and securely stored to uphold confidentiality and survivor-centered principles.

  • Conduct regular data quality checks and audits to ensure accuracy, consistency, and completeness of information shared by field teams.

  • Analyze trends and patterns in protection, GBV, and CP data to inform program design, implementation, and advocacy initiatives.

2. System Oversight and Capacity Building

  • Handle the Gender-Based Violence Information Management System (GBVIMS) and Child Protection Information Management System (CPIMS) databases, including troubleshooting, system maintenance, and training staff on tool usage (e.g., GBV Classification Tool, Consent Forms, Incident Recorder, Case Management Tracking Tools).

  • Train and mentor field staff on data entry, analysis, and ethical data handling practices, building their capacity to effectively contribute to information management processes.

  • Field level training of government partners on ethical protection data management and practices, building their capacity to effectively contribute to information management processes.

  • Roll out GBVIMS+ and CPIMS+ and other innovative tools to enhance data collection and analysis capabilities.

3. Reporting and Advocacy

  • Consolidate periodic reports (e.g., sit-reps, quarterly reports, rapid assessments) and synthesize findings into easy-to-read formats such as dashboards, fact sheets, and infographics for wide dissemination.

  • Provide evidence-based inputs to advocacy initiatives aimed at improving the protection environment, addressing GBV risks, and enhancing child protection mechanisms at national and community levels.

  • Be the national steering committee member to consult the Ministry of Women and Social affairs in the roll out of GBVIMS representing the IRC.

  • Generate donor-specific trend analysis reports and supply to case story documentation to highlight program impact and lessons learned.

4. Coordination and Collaboration

  • Represent IRC in inter-agency coordination meetings, including GBV, CP, and protection working groups, to share insights, analyze trends, and promote best practices.

  • Strengthen partnerships with other protection actors and stakeholders to harmonize data collection methodologies and standardize reporting mechanisms.

  • Collaborating closely with the Protection program team and other sector leads to integrate GBV, CP, and protection data into broader programmatic strategies.

5. Monitoring and Evaluation

  • Support monitoring and evaluation activities by providing timely and accurate data to track program progress against objectives.

  • Conduct regular field visits to supervise project implementation, offer mentorship, and address technical challenges related to information management.

  • Lead efforts to conduct client feedback surveys, GBV screenings, and child protection risk assessments to ensure services remain responsive to beneficiary needs.

6. Additional Duties

  • Perform any other duties assigned by the supervisor to support the overall goals of the protection, GBV, and CP programs.

  • Stay updated on advancements in information management technologies and recommend innovations to improve data processes

Job Requirements:

Educational Requirements:

  • MBA/ Bachelor’s degree in LLB or social science fields

  • MBA or equivalent experience preferred.

Preferred experience & skills

  • Minimum 4 years of professional experience for degree holders and 3 years of experience in information management, data analysis, or monitoring and evaluation within humanitarian or development contexts.

  • Prior experience handling protection, GBV, and CP data, including familiarity with tools like GBVIMS and CPIMS.

  • At least two years of prior professional experience in a similar post or MEAL related post, reporting and information management experience highly preferred.

  • Proven ability to work in dynamic, fast-paced environments and adapt to evolving priorities.

  • Strong analytical and reporting skills with attention to detail.

  • Good interpersonal skills and ability to work as part of a team, as well as independently.

  • Ability to travel to provide on-site guidance and training.

  • Excellent organizational and time management skills and ability to meet strict deadlines.

  • Flexible and able to work in a dynamic and diverse environment

Language Skills:

  • Excellent written and verbal communication in English and Amharic.
