The position requires NGO experience in the design, management and implementation of project MEAL Systems in emergency context. The Area MEAL Manager contributes to the overall program quality through the coordination and implementation of enhanced monitoring and evaluation system, accountability, and learning strategies across all programming in the assigned field offices Harar (Jigjiga, Aletawendo and Harar) and Assosa (Assosa, Gambella and Shire). The role responds to the growing MEAL need in the field offices by providing guidance and direct support to the program team and MEAL team at front with respect to MEAL Standards, Practices and Guidance. S/he will strengthen the MEAL efforts, approaches, and systems in the FOs to foster learning and accountability for our clients; support IRC’s global and measurement ambitions of Strategy 100 and the Country Strategic Action Plan. This position will be mainly based at Harer Office (with the possibility of relocation to other FO if the condition demands) and will be supervised by the Sr. MEAL manager with frequent travel (>50% of the time) to the program sites under the assigned FOs for technical oversight, support and implementation of key MEAL activities.

Major Responsibilities Include:

Leadership and Partnership

  • Manage all technical aspects and actions of MEAL for the assigned Field Office; respond to program needs; foster high standards and practices for quality data, analysis, and reports. Enable accountability to clients, partners, and donors.

  • Improve MEAL systems and approaches and foster learning in the assigned FO.

  • Ensure/Represent IRC at regional/Zonal meetings, forums, and other events & build partnership within IRC and other areas of expertise related to the assigned Field Office.

  • Champion design, access, and use of data by leaders and partners for shared learning and evidence-based decision-making.

  • Collaborate with MEAL teams within and outside IRC to support harmonization of MEAL systems and approaches, sharing capacity and experiences.

  • Bridge the field based and Addis program staff on MEAL related issues.

  • Ensure the establishment of an effective Complaint and Feedback Mechanism for collection, analysis, reporting and utilization of client feedback data.

Technical Oversight

  • Lead the MEAL system and processes for all grants in the Field Offices in harmony with the MEAL Country and Global Strategy throughout the project cycle which include:

  • Engage in the design, method, and conduct of surveys such as baseline/endline, Post Distribution Monitoring and the commission of evaluations in coordination with colleagues and partners.

  • Advocate for and support the expansion of standard mobile data technology and online dashboards to enhance timeliness and quality of data collection, analysis, and visualization.

  • Join and contribute to IRC’s effort in meeting its internal and external accountability commitments through the implementation of sound accountability, client feedback, and response mechanisms.

Human Resources

  • Coordinate, lead, mentor and support a dynamic team of MEAL staff in the FOs; foster timely and high-quality achievement, and an inclusive and respectful team climate.

  • Promote the growth and development of others in IRC teams and partners in MEAL: Lead and craft quality technical training and learning materials for partners, colleagues, and junior staff.

  • Participate in the recruitment, onboarding and capacity building of MEAL officers, assistants, and (when relevant) external consultants.

Key Working Relationships:

  • Position Reports directly to the Sr MEAL Manager based in Addis.

  • Position directly supervises: MEAL Officers in the assigned Field Offices.

Other Internal and/or external contacts:

  • Internal: Program Coordinators/Managers of grants in the assigned Field Offices

  • External: Partner MEAL staff; Clients, supervise external consultants in partnership with MEAL team In Addis (if relevant).

Safeguarding Responsibilities: -

  • · Promote and actively participate in initiatives and efforts to build team engagement, inclusion and cohesion in IRC [team/office]

  • · Foster ongoing learning, honest dialogue and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies

Job Requirement

Educational Requirements:

  • MA/MSc, BA graduate in Monitoring and Evaluation, project management, social science, monitoring & data management, economic development, statistics or a related field)

Preferred experience & skills:

  • A Minimum of Three/ Four years of working experience in Monitoring, Evaluation, Accountability, and Learning-related functions for masters and degree holders respectively.

  • Technical skills in setting up quality MEAL processes and creating logical frameworks and data analysis that leads to learning and action.

  • Proficiency and experience with mobile data collection such as Kobo, Commcare, ODK Collect is vital as well as proficiency with Microsoft Excel, SPSS, STATA or other similar software. Knowledge of Tableau, PowerBi, or GIS software tools are additional assets.

  • Demonstrated analytical, systematic-thinking, and problem-solving skills.

  • Proven ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods together with presentation and reporting skills are a strong asset.

  • Confirmed ability to lead, mentor and empower a small to medium professional team.

  • Self-motivated with good organization, planning skills, including prioritizing work and multi-tasking

  • A strong understanding of accountability and proven ability to build Complaint and Feedback Systems.

  • Willingness to travel and be present in the assigned field sites for over 50% of the time and willingness to relocate the ground situation urges/changes.

  • Ability to work under pressure, long working hours, and high workload.

  • Ability to independently organize work and prioritize tasks.

  • Self-motivated, honest, highly responsible, and punctual

  • Ability to work both independently and as part of a team.

  • Field experience and orientation in the emergency and hardship contexts.

  • Proven experience in remote monitoring and team management

Language Skills:

  • Excellent written and verbal communication in English, Amharic, and ability to speak local language is advantageous.
