The Ethiopian Red Cross Society (ERCS) wants to recruit employees in the following vacant positions the details of which are mentioned below. 

About the Ethiopian Red Cross Society 

The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of 15 Regional Offices, Zonal Branches and District/Woreda Branches, Woreda Red Cross Committee and Kebele Red Cross committees.

ERCS also runs disaster risk reduction programs relating to food security, climate change adaptation, livelihood diversification, and institutional capacity building interventions, with the aim of creating resilience households and communities. ERCS works in partnership with the Ethiopian Government, International Federation of the Red Cross and Red Crescent (IFRC), International Committee of the Red Cross (ICRC), partnering National Societies, members, volunteers and the communities we serve.

Details of the vacant position

  • Job Title: ECC – Project Coordinator 

  • Work Unit: - Disaster Risk Management Department

  • Reports to: DPR

  • Terms of employment: 1 year with a possibility extension based on satisfactory performance.

  • Place of Work: HQ

The Project Coordinator will be responsible for the overall coordination, management, and quality assurance of ECHO-funded humanitarian projects implemented by the Ethiopian Red Cross Society (ERCS), with a strong focus on Cash and Voucher Assistance (CVA) and Cash Preparedness. The Coordinator will lead project planning, implementation, monitoring and evaluation, reporting, and exit processes in line with ECHO and Movement standards. The role requires technical and operational oversight of multi-sectoral interventions, ensuring CVA is effectively integrated and meets the needs of affected populations.

The duties of the project coordinator also involve communication with a variety of stakeholders, such as local and international NGOs, government partners, and technical units.
The Project Coordinator will actively collaborate with the DRMD and PMER Department at the headquarters level in order to secure permission and guarantee minimum standards and alignment in the project's planning, monitoring, and execution. In consultation with the department and a few key program staff members, the position holder also offers technical support to the project coordinators and officers stationed in the field. In addition to the project listed above, the project coordinator provides necessary support to the other projects funded by the Danish Red Cross.

Key Role and Responsibilities:

  • Adhere to the fundamental principles of the Red Cross Red Crescent Movement.

  • The position holder is ultimately accountable for coordinating with ERCS headquarters, ERCS branches, and the Danish delegation office for the implementation of Danish Red Cross-supported project.

  • Ensure that all documents—plans, guidelines, and reports—are sent for evaluation and comment to the Danish Red Cross focal person and the ERCS DRM department. 

  • Support in strengthening service mapping and referral pathways.

  • Provide advice with respect to ensuring equitable access and inclusion (especially women and disability inclusion) within community resilience programming design and implementation.

  • Assistance with planning, observing, assessing, and reporting to ensure a seamless and successful project execution. 

  •  Ensure that all documentation is kept up to date for each step of the project and that the objectives are properly followed. 

  • Creating mechanisms for monitoring and evaluating projects, such as M&E plans, indicator tracking, post-distribution monitoring, and recurring assessments. 

  •  Making sure that the projects consider the lessons learned. 

  • Increasing volunteer and staff capacity for CVA, monitoring, and Evaluation and other project management topics.

  • Support with identifying protection risks and needs within multisectoral needs assessments.

  • Support sectoral teams to ensure collection and analysis of sex-age and disability-disaggregated data (SADDD).

  • Ensure capacity strengthening with staff and volunteers on PGI minimum standards, especially at the branch level through field missions and support MRCS based on the identified PGI-related needs and lessons from the field.

  • Represent ERCS in Consortium meetings

Coordination and Planning

  • Coordinate funded project activities (Mainly CVA and Cash Preparedness response) with relevant departments at ERCS HQ, other Red Cross branches and with Danish RC delegate.

  • Support the project staff in the preparation of monthly and weekly implementation plan, project schedules, get the approval of the DRM department and project delegate.

  • Ensure that the implementing branch and the branch level project coordinators fully understood the activities and are in equal pace with the plan of action at the national level.

  • Create a project management calendar for fulfilling each goal and objective.

  • Actively participate in the weekly RCRC movement coordination/enteral learning and information sharing platforms.

  • Support in the development of project proposals as needed. Co-lead with ERCS on a Movement technical working group on CVA, PGI, SGBV? and WASH. 

  • Ensure representation and coordination with external agencies including interagency working groups.

  • Undertake scanning and research on protection trends and risks – develop key messaging for proposals, response plan revision etc.

  • Undertake advocacy, humanitarian diplomacy and influencing with internal and external key actors.

Monitoring, Evaluation, Learning and Reporting

  • Develop and implement Monitoring, and Evaluation Plans based on the project proposal, and log frame.

  • Develop and the implement the Community Engagement and Accountability Approach CEA for the project as per the RCRC movement guidelines.

  • Develop and implement project activity tracking tool and regularly update the tools.

  • Leading the field monitoring activities including field data collection, analysis, and reporting.

  • Ensure that the findings and the recommendation of the monitoring and evaluations exercise are incorporated in the project for improving programming.

  • Organizing, attending, and participating in stakeholder meetings.

  • Ensure procurements and distributions are done as per the procedure – according to ERCS and donor compliance and all supporting documents are in place.

  • Coordinate with project staff and ensure that quality progress reports are submitted timely – monthly, activity and quarterly narrative reports.

  • Responsible for preparing and submitting periodic narrative reports on quarterly basis based on the donor’s format and with all the supporting documents to the DRC delegate for a review and then submit a revised version before the deadlines-

  • Support in developing and implementing progress report templates.

Confidentiality

  • Maintenance of strict moral confidentiality and none disclosure of any confidential or sensitive information.

  • Organize archives of all reports and documents and treat them as confidential.

Job Requirements

Qualifications and Experiences

Educational Qualification required:

  • An advanced university degree (master’s degree) in Disaster Risk Management/ Disaster Risk management and sustainable development/Development studies or Social/Behavioral Sciences (i.e. Sociology, Anthropology, Psychology, Public Health or Health Education) or relevant experience

Work Experience required:

  • Proven experience with ECHO-funded or other EU-funded projects, including donor compliance, procurement, and reporting.

  • Strong understanding of CVA tools, delivery mechanisms, market assessments, and digital transfer systems.

  • Knowledge of humanitarian standards (Sphere, CHS) and Red Cross Red Crescent Movement principles.

  • Fluent in English and Amharic (spoken and written); other local languages are a plus.

  • Proficient in MS Office, data tools (Kobo, ODK), and digital CVA platforms.

  • 8/10 years of relevant work experience in second degree and first degree respectively in working relevant areas. Proven project management and coordination skills and experience are considered an advantage. With at least 2 years’ experience in Monitoring and Evaluation.

  • Strong leadership skills and proven experience in actively working and coordinating with external stakeholders (government, rural communities, other NGOs)

  • Experience working with an NGO particularly with internationally funded projects will be an advantage.

  • Strong understanding of the humanitarian situation in Ethiopia and key procedures to operate in such context such as the Sphere Standards, the core humanitarian standards, the good enough guide etc.

  • Minimum 4 years and above experience in emergency response and recovery works in NGOs/Humanitarian Organizations.

  • Hands-on experience in cash and voucher assistance (CVA) management within large-scale relief and recovery projects.

  • Experience in post-distribution monitoring (assessments and reporting).

  • Demonstrated experience in applying humanitarian protection, gender, accessibility standards and guidelines and in setting up and managing accountability systems, participatory planning processes.

Additional Skills

  • Fluent in spoken and written English spoken English and Amharic Skill.

  • Good skills in context scanning and strategic thinking.

  • Exceptional coordination and inter-personal skills.

  • Proficient in MS Office, MS Word, MS Excel, and MS PowerPoint, (Kobo skill and GIS is an asset)

  • Ability to independently organize work and prioritize tasks.
