Report to: The medical laboratory technologist specialist will work under the Referral and Reference Laboratory Directorate at EPHI. 

Place of work: The Specialist will be based at EPHI, but will also travel to regions as found necessary. 

Employment type: Permanent and as per your current salary or as per government scale for the position. Selected applicants will be recruited through the government transfer recruitment process, so the organization you are currently working should allow you to be transferred to EPHI once you selected for the positions.

Background and Job summary 

Ethiopian Public Health Institute is responsible for providing referral and reference laboratory service for different facilities throughout the country. To achieve these responsibilities the referral and reference laboratories directorate plans to hire/transfer competent public health specialist. These specialists will be responsible for providing technical and strategic support to the referral and reference laboratories directorate regarding to referral and reference laboratory service, implementation of laboratory quality management, laboratory policy and programs align with the institutes Strategic Management Plan (SPM) and health sector transformation plan (HSTP). 

Duties & Responsibilities:

The duties and responsibilities of the Public Health Specialist includes, but not limited to, the following. 

  • Develop and implement strategies to strengthen the referral and reference laboratory service for disease diagnosis and monitoring.

  • Provide technical guidance on laboratory quality management systems (QMS) and accreditation processes with international standards.

  • Support training programs to enhance laboratory workforce competency in diagnostic techniques, biosafety, and quality assurance.

  • Collaborate with stakeholders, including government agencies, international organizations, and public health institutions, to improve laboratory networks.

  • Assess laboratory infrastructure, equipment, and supply chain systems to ensure efficiency and sustainability.

  • Contribute to policy brief development and implementation for laboratory services in alignment with public health goals.

  • Monitor and evaluate laboratory performance initiatives.

Ensure adherence to biosafety and biosecurity regulations in the laboratories.

Job Requirements

Qualification and experience 

  • Bachelor’s degree in Medical Laboratory Technology and Master’s degree in Public Health/clinical laboratory management and quality assurance with minimum 6 years’ experience working in laboratory settings or public health programs

Required skills and attributes 

  • Experience in laboratory setting or public health programs/ project management.

  • Knowledge of laboratory quality management and familiar with regulator and laboratory ISO standards 

  • Strong analytical, problem-solving, and project management skills.

  • Ability to work collaboratively with diverse teams and stakeholders.

  • Excellent communication and stakeholder engagement abilities.

  • Experience in training and workforce development in laboratory settings.
