Reported to: The public health professional specialist IV will work under the Deputy Director General’s Office of Health Laboratory Services, Laboratory Capacity Building Directorate. at EPHI.
Place of work: The Specialist will be based at EPHI, but will also travel to regions as found necessary.
Employment type: Permanent and as per your current salary or as per government scale for the position. Selected applicants will be recruited through the existing government transfer recruitment process, so that the organization you are currently working at should allow you to be transferred to EPHI once you re selected for the position.
Job Summary
The Ethiopian Public Health Institute (EPHI) is planning to hire/transfer a competent public health professional specialist with best qualification and experience who will have a crucial role in advancing the capacity and capability of the national health laboratory system towards ensuring the provision of accurate, reliable and timely laboratory test results at all levels of the country’s healthcare service delivery system, ultimately contributing to improved patient care and health outcomes.
The Specialist provides high-level technical and strategic support to the Deputy Director General for Health Laboratory Services in strengthening and overseeing the national health laboratory system. Under the guidance of the Deputy Director General, the specialist coordinates and oversees the development and implementation of robust laboratory strategies, roadmaps and guidelines for standardization, harmonization, optimization and instrumentations of diagnostic networks for improved accessibility of quality testing services to healthcare service delivery and public health emergency management systems, and public health research undertakings in alignment with Ethiopia’s Health Sector Transformation Plan and international standards.
Develop and implement strategies to strengthen the capacity and capability of the national laboratory system for accurate disease detection for clinical management, public health response actions and monitoring of effectiveness.
Provide technical guidance for the implementation of laboratory quality management system (QMS) and accreditation processes.
Support training programs to enhance the competency of laboratory workforce in diagnostic methods and techniques, biosafety and biosecurity practices, and quality assurance measures
Collaborate with stakeholders, including government agencies, international organizations, and public health institutions, to improve the national laboratory system and networks.
Coordinate the assessment of laboratory infrastructure, equipment, and supply chain systems to ensure efficiency and sustainability.
Contribute to the development of strategies and implementation roadmaps for the advancement of equitably accessible laboratory services in alignment with public health needs and goals.
Coordinate monitoring and evaluation of laboratory performance and capacity-building initiatives.
Oversee and coordinate laboratory bio-risk assessment and evaluation undertakings to ensure adherence to biosafety and biosecurity requirements and regulations across the national health laboratory system.
Preparing and presenting technical reports, briefs, proposals, and publications on laboratory systems issues
A Master’s Degree in Public Health/ Laboratory Sciences and related field, with minimum 9 years’ experience working in laboratory/public health settings.
Experience in laboratory setting or public health programs.
Knowledge of health laboratory services and programs, familiarity with local and international health laboratory-related regulations and ISO standards.
Strong analytical, problem-solving, and project management skills.
Ability to work collaboratively with diverse teams and stakeholders.
Excellent communication skills, particularly the ability to effectively convey messages through various channels, including written, spoken, and preferably experience in public relations.
Report writing skills including compile and present regular reports capturing all deliverables and achievements of health laboratory services
Experience in training and workforce development in laboratory settings.
