Job Description
The food security and climate resiliency project coordinator will coordinate, manage and implement food security, livelihoods, and resilience building (FSLR), DRR and NRM, Cash-for-work and Multi-Purpose Cash Assistance, and Agricultural program support in Girawa and Bedeno districts of East Hararghe Zone of Oromia region. The project coordinator will have technical leadership, management, and supervisory responsibility for the overall accomplishment of the objectives of the food security and climate resiliency project. He/she will provide strategic and operational leadership to overall technical and programmatic quality intervention, compliance with donor rules and regulations, and the timely submission of all deliverables, including detail implementation plan, monitoring plan, and report. He/she is also responsible for budget management and internal control, program reporting and project staffs’ management.
The coordinator’s role purpose, engagement and delivery are described as follows:
Purpose
The coordinator will lead implementation, monitoring and daily follow up of Food Security, Livelihoods and Resilience building, DRR and NRM, Cash-for-work and Multi-Purpose Cash Assistance, and Agricultural program support in the project target locations and communities. He/she provides technical and programmatic guidance in planning, reviewing and effective implementation of the project under his/her supervision including budget management, control and forecasting, project monitoring and supportive supervision.
Engagement:
The coordinator will collaborate and closely work with EECMY-DASSC Central Ethiopia Synod Branch Office, concerned units and programs of EECMY-DASSC and with the Consortium Lead partner, Action Against Hunger US field office. Externally, he/she builds relationship with local government officials and community leaders; Regional /Zonal/woreda government representatives and authorities and with other Humanitarian organizations in the target areas engaged on food security and livelihood interventions. Representing the project, he/she will actively participate on district/zonal meetings, forums, Cluster Food Security and other coordination meetings.
Delivery:
The project coordinator will organize project execution consistent with project objectives engaging counterparts and building reputation for quality implementation and reliable delivery in line with donor rules, regulations and standards.
Collect, organize and analyze food security and livelihood situation /status in the target areas and communicate EECMY-DASSC CES BO and notify all concerned as need may arise.
Led and organize FSL, DRR and Cash-for-work and Multi-Purpose Cash Assistance preliminary assessments and identify needs and priorities of the vulnerable populations in need of assistance.
Engage on the market assessment, Emergency Food Security and Livelihoods Assessments (EFSA), baseline and end-line surveys for Cash-for-work and Multi-Purpose Cash Assistance programs and other programs.
Establish/strengthen systems to monitor the implementation of project activities as outlined in the detailed implementation plan.
Maintain ongoing communication with cooperating agencies and implementing partners on project progress, fund utilization and challenges.
In close collaboration with the PMEAL Officer and Program Officer at CES BO, ensures that lessons learnt and success stories from the project are effectively documented and shared.
Ensure that reports are prepared and submitted to concerned parties, donor, and counterparts on time and in a professional manner.
Organize and supervise the implementation of planned activities in collaboration with Action Against Hunger field office.
Ensure capacity building of project staff and transfer key skills.
Prepare weekly, monthly and quarterly program reports for the internal and external consumption.
Prepare interim, intermediate, final program reports and submit to all concerned bodies on time.
Plan /forecast budget and monitor the financial utilization of the project.
Ensure that Post Distribution Monitoring (PDM) and Post-Harvest Monitoring (PHM) exercises are carried out by PMEAL in a regular bases and as per approved plan.
Represent EECMY-DASSC in district/zonal cash working group, FSL related coordination platforms with different stakeholders such as Disaster Risk Management-Agriculture Task Force (DRM/ATF), Food Cluster, Zonal Cluster Working Group (CWG) coordination platforms and meetings.
Explain the project’s activities and objectives to partners and communities whenever needed.
Implement other duties assigned by PMEAL or Program Officers of the BO.
Supervisory Responsibilities
Direct Management: FSLR, DRR and Peace-building Experts, Accountant-Cashier and Driver.

Fiscal Responsibility
Budget follow up (BFU) regularly and ensure the utilization of allocated budget in timely manner to ensure accurate and effective use of funds.
Update the monthly BFU and facilitate the monthly cash needs forecast ensuring adequate funds are available at all times.
Ensure that budget is implemented in compliance with EECMY-DASSC, Action Against Hunger and donor regulations.
Developing annual financial plans of the project and ensure that these financial plans are implemented in accordance with annual physical/activity plans.
Required Qualifications and Professional Experience
BSc/BA Degree or MSc/MA Degree in Natural Resources Management, Agriculture, Soil Science, Agricultural Economics, Agri-business, Project Management, Food Security, Livelihoods, Resilience building studies.
Eight (8) years relevant professional work experience preferably with humanitarian organizations (NGOs) out of which at least six years in NRM, food security and livelihood /Agricultural support Projects’ coordination role for BSc/BA Degree and (4) four years for MSc/MA Degree candidates.
Previous experience in managing staff and working with teams to achieve project objectives.
Significant exposure to projects (preferably to projects implemented by EECMY-DASSC) involving networking and multiple partnerships, particularly related to emergency response, DRR, food security issues, agriculture, and livestock and resilience building initiatives.
Proven track record working with disaster-affected communities(e.g., post-flood, drought, or conflict settings).
Experience collaborating with governments, NGOs, donors, and local communities.
Required Skills & Competencies
Computer knowledge; Excellent knowledge of English (written and spoken); Good knowledge of Afaan Oromo; Report writing skill and ability to respect deadlines; Willing to share information and communicate transparently; and Capacity to develop and maintain team spirit; and capacity to analyze humanitarian context.
Proven track recording on Food Security and Livelihoods project management, implementation, good technical skill on needs assessment, project formulation and monitoring, good knowledge in food security and innovative agricultural activity and staff /team management experience.
Good interpersonal communication skill and ability to effectively liaise with government, community leaders and other stakeholders.
Ability to work under pressure and in harsh environment.
Willingness and ability to cope with frequent travels to the field sites /locations.
