Job Description
Light for the World is a global development organization sparking lasting change for disability rights and eye health in sub-Saharan Africa. Our vision is a world where people with disabilities, and people with avoidable eye conditions, fully exercise their rights to health, education, work, and protection in emergencies. They are the drivers of change. Our history of improving health systems, enabling education for all, and amplifying the voices of people with disabilities – spans three decades. Over the last three decades we improved health systems, enabled education for all, and amplified the voices of people with disabilities.
Our programmers in Ethiopia include:
Eye Health – preventing blindness and promoting eye health for all.
Inclusive Education – ensuring children with disabilities receive quality, inclusive education.
Inclusive Economic Empowerment – ensuring that barriers are removed for men and women with disabilities to access decent work.
We focus on the poorest and hardest to reach because that’s where we will have the biggest impact.
In Ethiopia, our country strategy for the year 2030 focuses on Eye Health, Inclusive Economic Empowerment, Neglected Tropical Diseases (NTDs), Inclusive Education and Humanitarian Action. Advocacy and disability inclusion are cross cutting theme. Currently, Light for the World Ethiopia is supporting projects in Addis Ababa City Administration, Amhara, Tigray, Oromia, Sidama, and SNNP regions. We are in the process of expanding our team in Ethiopia and looking for a committed person to fill the role below and be part of this growth.
Role Profile
The M&E Officer will be responsible for designing and implementing the M&E activities for the We Can Work program. This will start from organizing the baseline research, to regular data collection needed to prepare Monthly/Quarterly/Annual progress reports and to monitor programmes activities on a regular basis. The M&E Officer will further contribute to developing and maintaining the MIS of the programmes and will be responsible for the collection & analysis of different data in relation to programmes activities. The M&E Officer works in close collaboration with the We Can Work program team in country and at global level.
Monitoring and Reporting – 40%
Monitor programmes activities and progress towards achieving the programmes outputs.
Identify strategies for improving the efficiency and effectiveness of programmes implementation by identifying bottlenecks in completing and reaching targets in programmes activities and developing plans to minimize or eliminate such bottlenecks.
Provide statistical input for the monthly, quarterly, half-yearly and annual programmes report.
Provide evidence-based data and information to the technical team to develop progress reports, technical papers, success stories, case studies, etc.; recommend improvements to meet activity goals.
The M&E officer is responsible for leading the development of the data analytics framework, capacity building, technical support and systems development for better performance data collection, reliability, and quality based on agreed indicators to guide decision making.
MEL Tool Development and Data Management – 25%
Develop and implement a robust monitoring and evaluation system that will ensure tracking of We Can Work program results at different levels (outputs, outcomes and impact).
Develop/ adopt an integrated database and ensure accountability through regular data updates, data integrity and working in collaboration with the field data collectors.
Work with programme officers and managers to ensure the collection of relevant and appropriate data needed for an effective MEL system which will be utilized in monitoring strengths, weaknesses and gaps in programmes implementation and for reporting on donor commitments.
Review existing data collection tools for the programmes and lead the ongoing digitilisation effort for reporting and data management.
Incorporate field and technical team feedback to ensure the continuous improvement of data management systems within Light for the World.
Assessments, Surveys and Evaluation – 15
Liaise with other country office teams and partners to ensure that all new and ongoing programmes adhere to accountability requirements by initiating baseline surveys/barrier analysis for new programmes and conducting relevant reviews for ongoing programmes to meet Light for the World Ethiopia standards.
Timely plan and initiate all pre-and -post intervention assessments, KAP surveys and other types of assessments as needed per programme.
Coordinate the review of all survey reports prepared to ensure quality and accurate reporting.
Support the development of an automated and interoperable information management system and dashboard to enable the translation of raw data into an interactive visual platform to track real-time progress and inform decision making.
Regularly collect data on targets of each indicator to measure achievement against performance indicators at all levels.
Ensure validity, reliability, precision, integrity, and timeliness of information through quality checks and implementation of corrective actions to improve data quality and accountability of project team including technical assistants.
Capacity strengthening and knowledge management (15%)
Support the program team in conducting a needs assessment and organizing consultations to gauge capacity and knowledge-transfer gaps the project could help address through tailored and systems-based learning solutions.
Facilitate training to relevant staff and technical assistants on Monitoring and Evaluation, Performance Management, and on data responsibilities and operational usage of tools developed through the project.
Support capacity strengthening to partner organizations and key stakeholders on other thematic areas identified through needs assessment and consultation.
Work with communications focal person and the project manager to timely update and share project information with internal and external stakeholders.
Attend relevant meetings, participate in communities of practices, and present updates on the project activities when required to do so.
Perform additional team responsibilities – 5%
A University Degree in Information Management, Statistics, Economics, Demography, Population Studies and/or any other related field.
At least 5 years’ direct experience in a position of monitoring and evaluation or related roles in an NGO setting
Demonstrated experience in data processing and management of surveys, research and databases.
Demonstrated experience of statistical packages and/ or data analysis software (e.g. SPSS, Excel, Epi Info, SMART, STAT) and advanced computer skills (word-processing, spread sheets, and databases) are a must;
Experience with mobile data collection, cloud-based, digital data management and information systems is an added bonus.
Outstanding communication and interpersonal skills.
Self‐starter, self‐disciplined and ability to work independently.
