LIYANA HEALTH CARE Plc. (LHC) is an Integrated Healthcare Solutions Company that provides high quality, advanced & a yet accessible and affordable specialized clinical service import and distributes pharmaceuticals, teaching health fields in Addis Ababa and Hawassa cities.

LIYANA HEALTH CARE PLC would like to recruit potential candidates for the position of Procurement Manager to assign at Corporate (Head Quarter) level - Hawassa. 

Therefore, qualified applicants who can perform the following responsibilities and satisfy mentioned requirements are invited to apply for the job vacancy. 

A procurement manager is responsible for procuring, managing and sourcing goods for a company that the company’s operational needs are met, taking into account price, quality and delivery and to ensure continuity of supply.

A procurement manager is also a supply chain manager, who devises sourcing strategies that are beneficial to the company. Since reducing procurement costs is one of the key benchmarks, a procurement manager’s vital role is to negotiate contracts with vendors and suppliers, so that there is best value for money. Besides negotiation, there is a lot of strategizing involved in the process of procurement project management to secure advantageous terms and conditions from vendors and suppliers.

 Responsibilities and Duties 

  • Implement best practice procurement policy and systems across the LHC’s.

  • Assures requisitions are properly approved.

  • Prepare bid documents with clear specification for mandated items.

  • Preparing annual procuring data of all facilities according to their all budget centers.

  • Follows corporate guidelines on purchasing materials & services.

  • Ensures that purchased items adhere to LHC’s Procurement policy and Procedure.

  • Maintains all necessary control records and reports.

  • Secures competitive bids as required and requested.

  • Assists in the preparation of the annual budget, department business plan, and ensure performance is in line with approved budgets, and makes appropriate recommendations as necessary.

  • Assists the Chief Procurement & property Officer in preparing bid documents   & evaluation the daily, weekly and monthly basis or as needed.

  • Develop and implement procurement strategies aligned with LHC’s goals.

  • Identify and source reliable suppliers; evaluate their performance.

  • Analyze market trends to forecast risks and opportunities.

  • Identify and engage suppliers/vendors that provide high-quality materials and services.

  •  Maintain strong relationships with key suppliers and evaluate their performance regularly.

  • Collaborate with various departments to understand their needs and develop procurement plans.

  • Ensure that all procurement activities are within the allocated budget and cost-effective.

  • Monitor market trends and anticipate future procurement needs based on organizational requirements.

  • Ensure that all procurement processes are aligned with the organization’s Quality Management System (QMS).

  • Collaborate with the technical teams to ensure that purchased products and services meet the required standards and specifications.

  • Conduct regular audits and evaluations of suppliers to ensure compliance with quality standards and regulations.

  • Ensure that the purchasing process complies with ISO 9001 or any other applicable quality certifications and standards.

  • Review, and manage contracts with suppliers to ensure that terms and conditions are favorable and comply with legal requirements.

  •  Negotiate contracts, agreements, and delivery schedules to optimize cost, quality, and time efficiency.

  • Monitor contract performance and resolve any issues or disputes that arise during the life cycle of the contract.

  • Work closely with Division’s Property and Procurement officer teams to ensure timely and accurate delivery of goods and services.

  • Identify potential risks in the supply chain and develop mitigation strategies to minimize disruptions.

  • Use ERP procurement software and tools to analyze procurement data and drive decision-making.

  •  Manage and lead a team of procurement professionals, providing guidance, training, and support to enhance team performance.

  • Ensure that all procurement team members are familiar with the organization's quality management procedures and standards.

  • Evaluate existing procurement processes and identify opportunities for improvement.

  • Ensuring the availability of materials and services necessary for business operations.

  • Ensuring that the company acquires high-quality goods and services at competitive prices while maintaining compliance with the established procurement policies and quality standards.

  • Maintain procurement records and generate reports for Chief Property and Procurement Officer.

Job Requirements

Qualification, Experience, and Skills

  • BA Degree in Business Administration, Supply Chain Management, Marketing Management and other related fields.

  • 4 years’ and above experience as procurement Manager. 

  • Excellent written & verbal communication skill.

  • Good interpersonal & Decision-making skills.

    Understanding of quality management principles (e.g., ISO 9001) and their application to procurement is advantageous.

  • Strong leadership skills with the ability to motivate and manage a diverse workforce.

  • Excellent problem-solving skills and the ability to make sound decisions under pressure.

  • Knowledge of quality control procedures and experience in implementing quality management systems.

  • Familiarity with health and safety regulations in health care industry.

  • Proficiency in using computer software for production planning, inventory management, and data analysis. 

  • Strong communication skills to effectively interact with employees, suppliers, and other stakeholders.
