Position Summary
The HR Services Unit Leader oversees the implementation of human resource services across the organization. This role ensures HR operations—including recruitment, employee management, benefits administration, and policy compliance—are handled efficiently and in alignment with company standards.
Develop and propose improvements to HR service processes in consultation with the HR Director; implement approved initiatives.
Prepare the company’s annual HR budget, including staffing plans, salaries, allowances, and social security contributions; monitor approved budget execution.
Participate in reviewing and drafting HR policies, strategies, and systems; prepare related reports for senior management.
Draft HR-related memos, letters, and staff communication as required by department heads.
Prepare and submit regular HR performance reports (weekly, monthly, quarterly) using company templates.
Manage the full employee lifecycle: recruitment, onboarding, confirmation, promotion, transfers, leave, compensation, retirement, and termination.
Represent the HR department in committee meetings (employment, promotion, disciplinary actions); prepare and archive minutes.
Provide HR policy orientation and guidance to staff across all offices; ensure proper policy implementation.
Monitor adherence to company code of conduct, dress code, and workplace ethics.
Conduct routine compliance checks across office locations to ensure alignment with HR policies.
Participate in candidate selection and negotiations; prepare and issue employment offers per company guidelines.
Organize staff orientation, training sessions, and contribute to succession planning and retention strategies.
Prepare and compile periodic HR reports and statistics as needed.
Assist the HR Director in preparing the annual HR report and operational plans.
Travel to branch offices to support HR implementation and communicate benefits and welfare policies.
Handle employee relations and support legal matters involving employment disputes.
Perform other related tasks as assigned.
Required Qualifications and Skills
Education:
Bachelor’s degree in Human Resource Management, Foreign Language, or a related Social Science field.
Experience:
Minimum 3 years of HR experience, with at least 1 year in a supervisory or team lead role.
Experience in a reputable PLC company is strongly preferred.
Technical Skills:
Proficiency in Microsoft Office and other HR software
Strong writing skills in both English and Amharic
Familiarity with HR principles, procedures, and Ethiopian labor laws
Core Competencies:
Strong organizational and multitasking ability
Excellent communication, negotiation, and presentation skills in English and Amharic
Ability to work independently with minimal supervision
High standards of integrity, professionalism, and confidentiality
