Job Description
The UN Health Care Center has the responsibility to provide both core and non-core services to all UN staff and their eligible dependents based in Ethiopia. This responsibility includes provision of support to staff and dependents during the occurrence of different disasters and pandemics, processing medical evacuations (MEDEVAC) either from the field duty station to locations with good medical facilities or broad for immediate procurement of the required care, among other staff well-being activities.
The present ToR is intended to specify the type of services required by a Finance Assistant and guide the incumbent of the position on the dispensation of his or her duties at the respective duty station, ensuring the client’s satisfaction and respect for the organization’s rules and regulations from a health standpoint of view. In addition, supervision of the incumbent will be done by the United Nations Health Care Center (UNHCC).
Extracts billing data from the primary information system (Earthmed) for credit users and works with the nursing unit to ensure correctness of billing & completeness of medical services delivered during the period.
Prepares billing data from the primary information system (Earthmed) for other users (cash payers, insurance companies, retirees etc).
Prepares service orders on Umoja for all participating UN agencies for monthly payment for medical services procured and annual per capita contribution.
Follows up on timely approval of service orders, submits invoices to insurance companies (electronic) & UN agencies, and provides additional information and documents as requested by insurance companies and other stakeholders to expedite reimbursements.
Promptly prepares detailed financial reconciliations for each settlement notification received from insurance companies and follows up on differences for cash collection.
Review monthly UNHCC open items on Umoja and follow up with actions for finalization.
Periodically updates patients’ data in EarthMed as necessary and follows up with clients for bill settlement.
Collects daily cash for medical services rendered to patients during working days, night duties, weekends, and holidays.
Handles petty cash funds, effect payments, and records expenditure on Umoja and requests for replenishment on time.
Ensures cheques and cash collected are deposited into the bank at the end of each working day.
Provides prompt responses to issues raised by the clients.
Prepare clearance reports for those staff members who are separating from ECA and UN Agencies
Update patients’ directory for new arrivals, departing staff from ECA and UN Agencies, or when changes are made in family status based on the information provided by HRMS and UN Agencies.
Provide logistical support for UNHCC meetings and annual retreats.
Keep up-to-date documents/reports/guidelines that have a bearing on matters related to the program, ensuring compliance with the financial rules and regulations of the United Nations.
Draft or prepare correspondence to reply to inquiries concerning relevant financial and budget matters
Provide additional support to UNHCC as assigned.

Knowledge of clinical and disaster/emergency medicine. Formal training in CPR and, preferably, in BCLS and ACLS or equivalent emergency medical care. Education:
Advanced university degree (master’s degree or equivalent) in Finance, Accounting, Business Administration, or related fields or a first-level university degree (bachelor’s degree) in combination with two years of qualifying experience is required.
Experience:
No experience (with master’s degree) or 2 years (with bachelor’s degree) of relevant experience in Accounting, Finance or Cashier is required.
Experience in cash collection and petty cash management is desirable.
Experience in customer management is an advantage.
Language Requirements:
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
