Job Description
The Armauer Hansen Research Institute (AHRI) was founded in 1970 through the initiative of the Norwegian and Swedish Save the Children organizations seconded by the Ministry of Health of Ethiopia. The Institute got its name from the Norwegian physician, Gerhard Henrik Armauer Hansen, who first described the leprosy bacillus (Mycobacterium leprae).AHRI is a biomedical research institute that works in developing tools for prevention, control and treatment of mycobacterium and other diseases of public healthy importance through applied and basic biomedical research and training.
Armauer Hansen Research Institute planned to recruit energetic and skilful person for the position of legal advisor.
Prepare annual, monthly, and weekly plans/report of the directorate and present it to Senior Management and the Ministry of Health.
Coordinate budgeting and funding-related activities.
Provide legal advice to all departments, directorates, and units within the Institute policy organs that will ensure legality in decision-making and compliance with the national legal instruments with an emphasis on administrative or labour law; compliance rule of law, and project agreements.
Participate and serve as a legal resource person in proceedings before the Disciplinary Board.
Conduct legal assessment and proffer legal opinions on matters raised by staff members or partners.
Draft and review host agreements between the AHRI and donors, partners, and project sponsors. This includes reviewing and drafting contracts and agreements such as contracts of engagement of personnel, consultants, and contracts awarded for the procurement of goods or services, research grants, MTA, and service agreement;
Draft regulations and directives that can facilitate, direct, or regulate the works of the Institute;
Participate in meetings of a relevant legal nature on behalf of the office of the Director General;
Keep cases organized by establishing and organizing files; monitoring calendars; meeting deadlines; documenting actions; and inputting information into the file database.
Help develop cases by maintaining contact with people involved in the case; scheduling depositions; preparing and forwarding summonses and subpoenas; drafting complaints; preparing and filing discovery requests; preparing responses to opposing counsel; generating status reports.
Keep clients informed by maintaining contact, and communicating case progress
Support case preparation by preparing case summaries and materials for mediation conferences; preparing pleadings; monitoring and obtaining discovery responses; and organizing materials for a case review.
Enhance trial proceedings by organizing evidence; preparing exhibits; scheduling witnesses; ensuring that witnesses are ready when needed; and taking courtroomnotes.
Identify and prepare a research proposal/ protocol on the legal and ethical issues of biomedical, clinical, and biotechnological health research
Solicitant both national and international funds to finance the research project.
Conduct, analyze monitor, and evaluate research on legal and ethical issues of biomedical, clinical, and health research that already secured funding.
Assist in policy development, including the review and analysis of issues and trends, preparation of evaluations, or other research activities and studies.
Provide substantive support to consultative and other meetings, training and conferences; including proposing agenda topics, identifying participants, and preparing documents and presentations.
Perform any other relevant functions as may be assigned by the Supervisor.
Qualifications
Law degree or equivalent or other legal qualification.

Know-how of how to deal with complex caseloads.
Know-how of drafting, preparing, reviewing, and completing various legal and contractual documents, specifically grant agreements and government purchase contracts.
Understanding of health research working environment.
Term of Employment: Full time contract basis for one year with possible extension based on performance and budget availability.
Salary: 13,000.00

The consultant will facilitate discussions, group work, and role-play exercises to encourage dialogue, identify friction points, and propose practical solutions. Following the forum, the consultant is expected to prepare a concise report summarizing key outcomes, recommendations, and agreed next steps, as well as a draft SOP/Code of Conduct reflecting the contributions of participants.
