The Ethiopian Public Health Institute (EPHI) has received financial support from the World Bank for Africa CDC Regional Investment Financing project to strengthen regional infectious disease detection and response systems. EPHI is the technical wing for the FMoH re-established as an exciting and dynamic autonomous federal government institute having its own legal entity in charge of three main objectives as expressed in the regulation number 301/2013: 1) Research on priority public health and nutrition issues (based on national public health research agendas), generate, translate and disseminate scientific and technological knowledge; 2) Surveillance for the early identification and detection of public health risks and prevent public health emergencies through adequate preparedness, alert, timely information to respond effectively and timely and ensure rapid recovery of the affected population from the impact of public health emergency; 3) national laboratory services on emerging and re-emerging public health emergency threats including referral diagnostic, back up services and analytical tests and support the capacity building of health and food science laboratories at the national level for quality laboratory services. In 2018, the institute has established a National Data Management Center for health (NDMC) to transform its data systems, evidence generation and data use for public health emergency responses.
NDMC is responsible to centrally archive health and health related data; ensure data governance and security; create platforms for data sharing, access and use; process and manage data by applying robust data analytic technics, integration of datasets and apply data science to generate and synthesis evidence; and ensure evidence utilization for decision making by the Federal Ministry of Health (FMoH) and other relevant stakeholders at local, sub-national and national continental and international levels; ensure relevant capacities are built at local, national and regional levels and to serve as canter of excellence.
The NDMC has the responsibility of implementing Africa CDC Regional Investment Financing Project (ACDCP) functions related to developing innovative interconnected and interoperable disease surveillance and reporting systems, networking regional and continental partners and with Africa CDC and to build data analytic, disease surveillance and reporting, undertaking integrated data analysis, evidence translation, and database development and evidence synthesis, digital platforms and data sharing and, will also serve as a regional and continental information hub. EPHI is therefore looking for a high-caliber System Developer (Full Stack web developer) with strong qualifications and experience to contribute to the effective implementation of its aforementioned responsibilities and to recruit for regional needs.
The objective of this post is to deploy a high-caliber System Developer (Full Stack Web Developer) who will play a pivotal role in implementing innovative interconnected disease surveillance and reporting systems as part of the Africa CDC Regional Investment Financing project.
Roles and Responsibilities
Code Solution Implementation:
Develop and implement code solutions to address analytical questions, perform diagnostics on results, and assess methods effectively.
Collaborate with data analysts and biostatisticians to ensure the accuracy and relevance of implemented solutions.
Database Management and Enhancement:
Collaborate with software developers to manage and enhance databases containing health data, aligning with region research priorities.
Assist in developing complex SQL queries, tuning DML operations, and creating stored procedures to optimize database performance.
Catalog and incorporate datasets into databases for seamless data integration.
Data Visualization and Integration:
Utilize advanced data visualization tools and techniques to present data in a meaningful and informative manner.
Develop interactive dashboards and visualizations using modern JS libraries and frameworks like D3.js, React.js, Angular.js, Vue.js, and others.
Integrate data analytics engines and visualization tools to create a cohesive computational process.
Technical Documentation and Communication:
Produce comprehensive documentation, including diagrams of system and database infrastructure, to ensure clear understanding of the architecture.
Analyze data accurately and present results through clear and effective communication.
Coordinate and communicate effectively with internal teams and clients, ensuring alignment with project goals.
System Security and Maintenance:
Maintain network and server integrity, ensuring security and availability for authorized users.
Apply security measures to safeguard system access and data integrity.
Perform daily maintenance tasks and apply software updates to ensure the reliability and performance of current systems.
Automated Data Processing:
Participate in the development of an automated system for processing, cleansing, and verifying the integrity of data used for analysis.
Contribute to the ongoing workflow of the automation process, ensuring its efficiency and accuracy.
Agile Software Development:
Web Development:
Design and develop highly interactive web applications using state-of-the-art JS libraries and frameworks.
Implement advanced front-end and back-end architecture, ensuring responsive and user-friendly interfaces.
Deploy and maintain systems on non-structural databases like MongoDB.
Other Activities:
Develop and maintain different versions of control and project management tools to enhance workflow and collaboration.
Lead the design and development of innovative and interconnected disease surveillance and reporting systems.
Create and deploy Node.js-based back-end data retrieval APIs to support data integration and analysis.
Deliverables
Implement code solutions in order to answer analytic questions, perform diagnostics on results, and test and assess methods.
Work under the senior data analyst and senior biostatistician to create, maintain, update databases containing health data from multiple sources such as surveys, vital registration systems, administrative records, and published studies relevant to region research priorities.
Support software developers with database operations including the development of complex SQL, tuning of DML and the creation of stored procedures.
Bring together data, analytic engines, and data visualizations in one seamless computational process.
Catalogue and incorporate datasets into databases.
Create detailed documentation including diagrams of system and database infrastructure.
Analyse data accurately and presenting results in a clear manner.
Effectively coordinate and communicate with all the stakeholders (internal teams and clients).
Maintain integrity of the network, server deployment, and security. Monitor networks to ensure security and availability to specific users.
Manage application of software updates and perform daily maintenance on current systems.
Securing/monitoring all systems access.
Participating in the ongoing workflow of developing an automated system in processing, cleansing, and verifying the integrity of data used for analysis.
Working in agile and sprint software development environment for fast delivery
Developing, maintaining and using different version control and project management tools.
Producing software solutions by strictly following general guidelines set in each software development life cycles.
Developing test scripts for new and existing systems, and using different software testing tools.
Developing front-end and back-end development architecture.
Developing highly interactive web applications using new and state-of-the-art JS libraries and frameworks; then deploying and maintaining these systems on non-structural database such as MongoDB.
Developing websites using JS libraries and frameworks such as D3.JS, ReactJS, AngularJS, VueJS, React-vis, NodeJS and ExpressJS.
Documenting Node.js processes, including database schemas, as well as preparing reports and keeping informed of advancements in the field of Node.js development.
Developing Node based back-end data retrieve API’s.
Job Requirements
MSc in the field of Computer Science, Computer Engineering, Software Engineering, Information Technology, or a relevant combination of equivalent training.
8 or more years of relevant work experience in full-stack web development.
Experience in developing interactive web applications, data visualizations, and APIs.
Certification in relevant technologies and frameworks is preferred.
